July 29, 2002 Attention: Team Members, Mayor Probst, Joe Lynch After recent events and information we garnered in Washington D.C. last week it is apparent the City of Arden Hills and it's development partner Rehbein/Ryan/Centex need to take a more proactive approach to the development and planning process for the reuse of TCAAP. The following ideas are a summary of our team's thoughts on how we need to proceed. At this time I am forwarding this information to Joe Lynch and the Mayor for feedback. Bart Rehbein . GET SURROGATES SPEAKING OUT: The Vento Plan was developed by many stakeholder meetings AND many hard fought battles to reach consensus. If citizens were aware of the potential for this to be wrecked, they would be want to express their opinion to their elected officials, the media, and their fellow citizens. The stakeholders would probably speak up if they understood what was happening. We need to get the word out that our approach is more closely aligned with the Vento Plan than some of the other groups that are taking a go-it-alone approach and only interested in their piece- not the master planning of the entire site. GET THE MEDIA TO FOCUS ON THE REDEVELOPMENT: The meetings we had back in Washington were certainly newsworthy. Locally elected officials should take the opportunity to inform the citizens of Arden Hills about where we stand on the redevelopment and the Vento Plan. After some stories get written, the mayor and others may take the opportunity to meet with the editorial boards of all the papers in the region to discuss what is going to happen at TCAPP, what the development vision is, and how unique the early transfer authority is and how the clean-up can occur faster with this process. FRAME THE ISSUE FOR THE MEDIA: This is about implementing the Vento Plan, getting the arsenal cleaned up faster than the Army could or would ever do it, creating new economic growth for the region, and doing a new "Smart Development". The other key is that this is about making the open space useable for the citizens of Arden Hills and the surrounding areas. Our position is to get it clean far faster and make it useable for the average citizen not just those select few who know the password. . WORK WITH SENATORS DAYTON &WELLSTONE: It is clear that Senator Dayton would step up to the plate to work with local elected officials. We should take him up on his offer to visit and make the points about Smart Development, providing some affordable housing, open space. He would get good press and it would help us in framing the issue better. . . . CONTINUE TO TRY TO ENGAGE McCOllUM: McCollum has not been engaged with us before this trip. We need to continue reaching out to her making the point about how a piecemeal plan is exactly opposite of a Smart Development, and flies in the face of the Vento Plan. She frames this as a federal issue and is overlooking the role and responsibility Arden Hills should have in planning the future of land development in their city. She is up for re-election and it is critical that surrogate speakers, letter writers, editorials, op-ed pieces and Senators Dayton and Wellstone be engaged in showing her the rational route to redevelopment. STAY ON TOP OF THE CHERRY-PICKING: We cannot let Bill Harper continue to be a real estate salesman for this property. Ifhe continues on the path he is on, it will soon become a site that no one wants to redevelop and it can become undesirable property form both an environmental and economical standpoint. The GSA definitely sees this as a bad direction because it is going to make it more difficult to dispose of the property. We need to continue a dialogue with McCollum and her staff that concentrates on the areas we can agree on. i.e. smart growth, sustainable development, lifecycle housing, workforce housing, innovative storm water management. PRODUCE A DEVELOPMENT VISION: It is very important to let everyone know what the city plans to do at this site. We know we will provide some much-needed affordable housing, we will adhere to Smart Growth principles, we will have open space, and we will implement the vision the citizens through the Vento Plan said they wanted. There needs to be a white paper, a pamphlet, and a brochure that tells the story of where Arden Hills is headed here. Ifwe do not, we will be painted as developers building houses in gated communities for the rich. There are individuals and groups who think this proj ect is too large and has too much impact to let Arden Hills steer the process. The thinking is the city will not do an adequate job of planning the reuse of this site. We must counter this view. COMMIT STAKEHOLDERS TO SIGN PLEDGE: Our other thought is to get the county, the National Guard, and the DNR to sign a pledge to support implementing the Vento Plan. The city should try to pin these groups down. They have been getting a free ride saying they support the Vento Plan when in reality all they support is getting what they want. In reality, they seem less concerned with participating in a master development process than in getting their piece of the site. National Guard: We must engage this group with assistance from the city. They have already contacted one state agency (the Minnesota Amateur Sports Commission) to alert them to the fact that they will have an opportunity to put in a claim for property in the screening process as a state agency. We don't know if they are contacting other state agencies at this time. I think the overall message and strategy at this time is we need to try and get the stakeholders that are playing an active roll in this process to sit down together and form a consensus on developing a master reuse plan that incorporates their ideas and stop the cherry picking. The direction some of these groups are going is very . . . counterproductive to developing a cohesive master plan for reuse of the TCAAP site. It is possible the city could lose control ofthis process if we aren't careful. Implementation of above strateev comprised of followine tactics and action items 1) Begin a more active phase of managing our media relations: The team originally proposed a media relations strategy, but it was decided initially to keep a low profile and not to engage the media unless they came to us. At this time we need to engage the media to get out the city's message. We would make a concerted effort to generate some media interest based on public meeting process and potential congressional site visits. We have a lot more information about the process that we could share with the media than we had in the past. 2) We will assist the city in authoring a white paper on their vision for redeveloping this site. This can be widely disseminated at public gatherings, in the media, on the Internet etc. It needs to be concise and easy to understand. It would quell many of the fears that are in the public realm and put the city on record with its intentions. 3) We will continue to engage McCollum and her staff. There are many win/win aspects of this deal we can talk to her about. If we concentrate on those issues she can be much more of an ally for the city. 4) Schedule meetings between the city and team with main stakeholders involved in the process. i.e. DNR, National Guard, Ramsey County, Metropolitan Council, I 35W Coalition. The City and it's private partner would meet with each of these groups. The purpose for these meetings would be several fold: 1) Begin a dialogue with critical groups in a working environment vs. a public meeting 2) Find common areas of agreement 3) Identify areas of conflict between parties 4) Build consensus for working together on implementing Vento Plan 5) Discuss guiding principles that would be incorporated into a Statement of Purpose and Principles that all parties would sign to show commitment to Vento Plan 5) The second phase of these meetings would take place after the Design Center submits their report to the city in August based on the public comments from the series of meetings this summer. The City with the developer team's assistance would author a Statement of Purpose and Principles sununarizing the high points of those meetings and recommit all parties to endorsing the Vento Plan (and what that means). A meeting would be convened with the above-mentioned . groups, the city and the RehbeinlRyan/Centex development team. The city would present the statement. DSU would facilitate that meeting and a final draft of the statement would be drafted after input from all parties. All parties would sign this Statement of Purpose and Principles. The end result of this partnering strategy will be an opportunity for the city to show it's leadership and put the city in control of the planning process with buy in from all the major shareholders in this process. I would appreciate your comments on this approach. Moore; Operations & Maintenance Director ~ j State of Minnesota OSHA Inspection ,~ TO: FROM: SUBJECT: Backl!round On Monday July 1, 2002 the State of Minnesota OSHA Department conducted an inspection ofthe 0 & M facility. Ms. Cyndi Benjamin was the inspector. The City of Arden Hills was issued with four Citations. Those four Citations carry penalties/fines totaling $550.00. The Citations with their fine amount are listed below; 1. The upper mezzanine area of the shop, where the Yale two-ton hoist is located, was not provided with a secured guard on the open side ofthe platform. Fine of $150.00. 2. The Yale two-ton hoist located in the shop was not inspected for defects at daily to monthly intervals. Fine of $150.00. 3. The electrical panel located in the shop area was blocked with particle board, wood, etc. Fine of$ 100.00 4. The Craftsman radial arm saw was not installed in such a manner that would allow the cutting head to return to the starting position. Fine of$150.00. Action Taken Staff has corrected all of the four Citations listed above within two days. Here are the actions taken; I. A secure guard on wheels was made by Staff and installed in the upper mezzanine. Staff orientation was held on proper operation. 2. A clipboard with the necessary inspection documentation was installed by the Yale two-ton hoist. Staff orientation was held on proper inspection procedures. 3. The area around the electrical panel was cleared. Signage was posted to remind Staff to keep this area clear. 4. The Craftsman radial arm saw was removed from the shop. No company makes a radial ann saw with an automatic return for the cutting ann. Recommendation Staff recommends the payment of$550.00 to the State of Minnesota Department of OSHA. ~ COMPLETE AND RETURN. Anyway, you took your lumps graciously, as I'm _e you realize that not everyone feels that the best traffic calming measure is a dilapidated road. One of my duties here at the University is determining street repair and reconstruction, and I can understand the difficulty you face in explaining all the factors that make up the decision to repair or reconstruct. That task is made harder still by policy issues, e.g., the "neighborhood approach" to road work. "Worst first" has an undeniable common-sense appeal that's hard to beat, so I think the City's task remains convincing its citizens that the "neighborhood" approach is flexible enough to accommodate truly neighborhood concerns. I plan on talking up th~ possibilities to my neighbors, in the hopes that we can get a project done that enha~ces both the neighborhood and the larger community. I'm especially enthusiastic about closing Hamhne north of Ingerson, and returning a paved area to a natural state. I'd also like to see Inge~son's widt~ .red~ce? to 26', as I think one could make a pretty good case that the lowest fun~tlonal claSSification IS perfectly adequate for its ADT and use. The water quality issues you raised are I~portan~ ones, and I would hope that the Watershed District will be an important partner to the City In explonng the best possible solutions.
