Resolution No. 84-9
RESOLUTION OPPOSING PROPOSED LEGISLATION
REQUIRING PUBLICATION OF ALL COUNCIL PRO-
CEEDINGS IN OFFICIAL NEWSPAPER
.
WHEREAS, a section of H.F. 1302 would require every
city to publish all councl I proceedings In the official news-
paper, and
WHEREAS, the Arden HI I Is City Council, at Its meet-
Ing on March 12th, discussed the Impact this proposed legis-
lation would have on the City of Arden Hills;
NOW, THEREFOR~ BE IT RESOLVED that the Arden Hills
City Councl I strongly opposes said proposed legislation for
the fol lowing reasons:
I. The time and cost Involved In publishing
summaries of Councl I proceedings and list-
Ing claims In excess of $100 far outweighs
any publIc benefit. Printing costs alone
of 52.7~ per listed claim and 42.9~ per
printed line of about ten words, results In
an estimated cost of $79/month for publlsh~
Ing claims and Sl89/meetlng for publish-
Ing agendas and proceedings.
2. A reporter from the official newspaper attends
all Council meetings. and summarizes Council
proceedings In a front page article.
3. The format of legal notices Is less likely
to be read.
4. Distribution of legal newspaper Is quite
sma' I.
5. The Arden HI lis Newsletter Comm~ttee prepares
a Town Crier (10 Issues per year) which is
mal led to every resident and business in Arden
Hills, and provides more than adequate publi-
cation of Councl I proceedings.
BE IT FURTHER RESOLVED that copies of this resolution
be forwarded to Senator Frederic Knaak, Representative Tony
Bennett and Representative John Clawson.
Passed by the Arden HI lis City Council this 12th day
of March, 1984.
