Extract of Minutes of Meeting of the
City Council of the City of Arden Hills
Ramsey County, Minnesota
Pursuant to Que call and notice thereof, a regular meeting of
. the City Council of the City of Arden hills, Minnesota, was duly
held at the City liall in said City on Monday, the 28th day of
November, 1983, at 7:30 o'clock p.m.
The following members were present: Mayor Woodburn and
Councilmen McAllister, Hicks, Mulcahy and Christiansen; and the
following were absent: None.
Councilman McAllister introduced and moved the adoption of the
following resolution:

RESOLUTION POSTPONING
OPENING OF BIDS ON
IMPROVEMENT NO. W-8~-4
WhEREAS, pursuant to Resolution 83-62 passed by the City
Council on October 31, 1983, bids on Improvement No. W-83-4 were
to be received by the City Clerk-Administrator until 2:00 o'clock
p.m. on November 28, 1983; and
WhEREAS, a blizzard and fire, closing the New Brighton Post
Office, had created emergency conditions in the City whereby public
travel has been curtailed and mail delivery has been delayed; and
WHEREAS, the Council finds that in this emergency situation
the public purposes of the competitive bidding laws would be
... better served by a postponement in the date of receipt and
opening of bids to allow for delayed delivery:
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ARDEN HILLS,
MINNESOTA:
1. The date for receipt and opening of bids on Improvement
No. W-83-4 shall be postponed until 2:00 p.m. on November 30,
~ 1983, at which time they will be publicly opened in the City Hall
by the City Clerk-Administrator and City Consulting Engineer,
will be tabulated, and will subsequently be considered by the
Council. No bids will .be considered unless sealed and filed with
the Clerk Administrator and accompanied by a cash deposit, cer-
tified check or bid bond payable to the Clerk Administrator for
ten percent (10%) of the amount of such bid.
2. Any bidder submitting a bid received after 2:00 o'clock
p.m. on November 28, 1983 must also submit to the Council an
affidavit stating that the receipt .of the bid was delayed as a
result of the severe and inclement weather.
The motion for the adoption of the foregoing Resolution was
duly seconded by Councilman Hicks and upon vote being taken thereon,
the following voted in favor: All
