RESOLUTION NO.2026-041
RESOLUTION ADOPTING THE SCOPING DECISION DOCUMENT AND
AUTHORIZING PREPARATION OF A DRAFT ENVIRONMENTAL IMPACT
STATEMENT FOR THE HILLVIEW BUSINESS PARK PROJECT
WHEREAS, Minnesota Rules 4410.2000, Subpart 2 provides guidance on the
circumstances that require an Environmental Impact Statement (EIS); and
WHEREAS, the City of Arden Hills is the Responsible Governmental Unit (RGU) for the
preparation of EISs for development within the City; and
WHEREAS, SPQR Arden Hills, LLC proposes to develop a 62.25-acre parcel under their
ownership with industrial development called the Hillview Business Park Project; and
WHEREAS, the City prepared and distributed for public comment a draft Scoping
Environmental Assessment Worksheet (SEAW) and a Draft Scoping Decision Document (DSDD)
for the Hillview Business Park Project; and
WHEREAS, Minnesota Rules 4410.2100, Subpart 2 provides that the purpose of the
DSDD is to facilitate the delineation of issues and analyses to be contained in the EIS; and
WHEREAS, the Notice of Availability of the SEAW and DSDD was published in the
Environmental Quality Board Monitor on June 16, 2026 for a 30-day public comment period
ending July 16, 2026, and the City held a scoping meeting on July 8, 2026; and
WHEREAS, Minnesota Rules 4410.2000 requires that the City issue a final scoping
decision before preparation of the EIS; and
WHEREAS, the City has prepared a Final Scoping Decision Document based on
consideration of all comments received on the project during the EIS scoping period; and
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Arden Hills,
Minnesota, that the City Council adopts the Final Scoping Decision Document for the EIS to be
prepared for the Hillview Business Park Project and authorizes the preparation of the Draft EIS.
