Arden Hills' name that is! Arden Hills — It's a nice name, poetic almost. Somehow it conjures scenes of green hillsides maybe dotted with placid, blue lakes. But as our city approaches its 50th anniversary, it's probably a safe bet that few residents actually know where the name originated. Actually, it's the cows! Let us explain. According to a story in the July 1, 1976, New Brighton Bulletin, a Summit Avenue millionaire named Joseph Hackney built a large dairy farm in the area in 1906. The barn from that farm is still standing at the corner of Lydia and Hamline Avenue. (Ironically, it's technically in Roseville.) Today it houses District offices of Independent School District No. 621. Rice Creek Commons Update On June 1, the Joint Development Authority (JDA) unanimously approved a motion to advance a hybrid development approach for the California Parcel at Rice Creek Commons. The hybrid developer approach would designate development areas within the California Parcel and seek development partners through separate competitive solicitation processes for each area based on development expertise. The JDA has not yet defined the development areas but it is anticipated that there might be four to five areas based likely on zoning districts as outlined in the TCAAP Regulating Plan. For example, a solicitation for a neighborhood with residential land uses would seek a developer with residential expertise, and a neighborhood with commercial land uses would seek a developer with commercial expertise. Voters must apply for an absentee ballot. Ballots can be mailed or dropped off in person at the Ramsey County Elections office at 90 Plato Blvd. W., St. Paul. Early voting begins Friday, July 24 and Ramsey County residents can cast their ballot directly at the Roseville or Shoreview County libraries. Voters may use either location regardless of the city in which they live. Please note you must vote at your local precinct on Election Day. To request a ballot by mail and for other details, including dates and hours of operation, visit www.ramseycountymn.gov/residents/elections-voting/voters. Filing for a City Council Seat for the November 3 General Election Thinking of running for a City Council seat in the 2026 General Election? Consider running for a City Councilmember seat or Mayor in the 2026 General Election. The seats are four-year terms running 2027-2030. Candidate filing packets can be obtained online from the Office of the Minnesota Secretary of State at https://candidates.sos.mn.gov or Ramsey County Elections at www.ramseycounty.us/residents/elections-voting. Paper packets can be picked up at City Hall starting in early July. The filing period begins Tuesday, July 14 and runs through Tuesday, July 28. There is a $2 filing fee. Committee and New Commission Seek Members The City of Arden Hills is accepting applications from residents interested in serving on a newly established Human Rights Commission (HRC) as well as the re-established Financial Planning and Analysis Committee (FPAC), which previously has been an ad hoc committee. The HRC will study and review programs and policies and advise on the creation of programs to promote equal opportunity and eliminate discrimination and inequalities. The FPAC will advise on fiscal planning and analysis as well as perform other functions the City Council may determine from time to time and direct. Residents interested in serving on the HRC or FPAC are encouraged to apply at www.cityofardenhills.org/FormCenter. Search for the "City Commission/ Committee Application Form." Previously, Work Sessions began at 5:30 p.m. 4 • Arden Hills Notes • June/July 2026 Recreational Fire Safety Reminders Recreational fires are allowed in Arden Hills and within the Lake Johanna Fire Department (LJFD) district. Recreational or “camp fires” are defined as an outdoor fire fueled by burning natural wood products in a manufactured or man-made fire pit. These may also include natural gas and propane fire pits. Fire pits must have a total fuel area of three (3) feet or less in diameter and two (2) feet or less in height. Recreational fires may also be conducted in an outdoor fireplace or a metal fireplace designed for outdoor burning. Recreational fires do not require a fire permit. To keep our neighborhoods safe, residents must abide by a few rules. The LJFD is authorized to require that open burning be immediately discontinued if smoke emissions are offensive to occupants of surrounding property or if the fire is determined to constitute a hazardous condition. Violations of the above rules will result in the immediate extinguishment of the fire. Violations of open burning laws may result in loss of the right to have fires and may also result in a citation. For more details on recreational fires and fire safety tips, visit www.ljfd.org/prevention. • Prior to burning, check with the local fire department for any local burning bans • Burning must take place 25 feet minimum distance from any combustible material or structure • Only clean, natural wood may be burned — treated or painted wood, rubbish, plastic, rubber, leaves and grass are not allowed • Wind must be less than 10 miles per hour • Flammable liquids or accelerants cannot be used to start any fires • The fire must be attended at all times • All fires must be thoroughly extinguished when the activity concludes — no smoldering fires are allowed State Fair Parking: August 27 - September 7 The Minnesota State Fair runs Thursday, August 27 to Monday, September 7, 2026. Parking restrictions are dependent upon the State Fair determining the locations of the Park and Ride lots. Keep an eye out in your neighborhood for “no parking” signs. Violators may be ticketed or towed. Visit the State Fair website at www.mnstatefair.org/transportation for up-to-date parking information. You can also take advantage of parking right here in Arden Hills. No parking rules begin on Thursday, Aug. 27 and last until the final day of the State Fair on Monday, Sept. 7. If you encounter any issues, please contact the Ramsey County Sheriff’s Office by dialing 9-1-1. cityofardenhills.org • June/July 2026 • 5 From the Archives, continued from page 1 Hackney eventually bought up all the land between Hamline and Snelling Avenues from County Road C-2 to County Road E. Hackney, who also served as State Senator from the 37th District from 1907 to 1914, named his farm Arden Dairy Farms. He chose that name because he purchased some of his Friesian-Holstein cattle from a herd in the East called the Arden herd. According to the Bulletin article, the City of Arden Hills eventually took its name from the Arden Dairy Farms. Those who find that explanation lacking in romance, might be comforted to know that Arden is also the name of a forest district in central England, generally believed to be the setting of Shakespeare's pastoral comedy "As You Like It." Variety, fun to highlight 50th Anniversary celebration Events, entertainment, and activities for all ages will fill Arden Hills' 50th Anniversary Golden Celebration on Saturday, June 23. Members of the Arden Hills Events Task Force have been hard at work planning a day that will provide an opportunity for all members of the community to celebrate the city's Golden Anniversary. The range of activities—which will center around the newly renovated Tony Schmidt Park on Lake Johanna— will have artists and aquatic activities; music and mad scientists; parades and a petting zoo; clowns and children's games; food and fireworks; a history video and display; high tea and much more. The day's activities will begin at 11 a.m. with a parade and the opening of the arts and crafts show. They will conclude at dusk with a fireworks spectacular. Shuttle bus transportation from various locations within the city will provide easy access to the park throughout the day. The 50th anniversary celebration officially began on February 12 with a special City Council session to recognize the anniversary of the incorporation of the City of Arden Hills. The Penny Carnival is a fun-filled, old-fashioned community event where games, prizes and activities cost between 5 and 25 cents to play. Families and kids can enjoy classic carnival-style booths like ring toss, dunk tank, face painting, prize walks and simple skill games. Known for their high-energy performances, talented vocalists and dynamic horn section, Power of 10 delivers a crowd-pleasing mix of classic favorites and current hits that keeps audiences entertained all night long. Rec on the Go! cityofardenhills.org • June/July 2026 • 9 Updates to City Parking Regulations At the May 26, 2026 City Council meeting, Arden Hills Councilmembers approved updates to the City's parking regulations. Overnight parking is now allowed on city streets between April 1 and November 1, and vehicles may be parked on the street for up to 10 consecutive hours. Residents who need additional parking accommodations may apply for a free temporary parking permit. The City will issue temporary parking permits at no charge for circumstances where more than four vehicles will be parked in a driveway, or when overnight on-street parking between November 1 and April 1 is necessary on a short-term basis. For additional information or to apply for a parking permit, visit www.cityofardenhills.org/parking. 10 • Arden Hills Notes • June/July 2026 Upcoming Community Events Ribfest Returns: Saturday, September 19 Get ready for a day filled with great food, live entertainment and community spirit at the annual Yellow Ribbon Ribfest on Saturday, Sept. 19. Held at the National Guard Readiness Center, located at 4800 Hamline Ave. N. in Arden Hills, this family-friendly event offers free admission and activities for all ages. Gates open at noon, with a military ceremony kicking off the festivities. Attendees can enjoy live music, a kids' zone, military displays, flyovers and the always-popular rib competition beginning at 2:30 p.m. Food and beverage tickets will be available for purchase on-site. Proceeds from the event support the Minnesota Building Trades and the Yellow Ribbon program's mission of assisting service members, veterans and their families throughout Minnesota. Calling All Sponsors and Volunteers Local businesses and organizations are invited to support this event through sponsorship opportunities. Sponsors receive valuable visibility while helping honor and support those who have served our country. Neighborhoods throughout Arden Hills celebrate in a variety of ways, including block parties, cookouts, ice cream socials and gatherings with friends and neighbors. Many events also receive visits from members of the Lake Johanna Fire Department, Ramsey County Sheriff’s Office and local elected officials. Events are coordinated through the Ramsey County Sheriff’s Office. Night to Unite: Tuesday, August 4 The City of Arden Hills is excited to launch its first-ever Ready, Set, Swap! event, beginning with a community-wide school supply swap. Residents are encouraged to donate gently used school supplies such as backpacks, notebooks, folders, pencils, pencil pouches, crayons, markers, glue, calculators and art supplies. While new items are also welcomed and appreciated, the goal of the event is to give usable supplies a second life while helping local teachers and families prepare for the upcoming school year. Take some time to clean out closets, drawers and cupboards and donate items that still have plenty of use left in them. It’s a simple way to reduce waste, clear clutter and support students in the community. Donations of new school supplies will be accepted at City Hall, located at 1245 West Highway 96, during summer business hours through Friday, Aug. 14. The swap will take place on Saturday, Aug. 15 from 9 a.m. to noon in the City Hall Community Room. The event is free and no donation is required to take supplies home. Please note that donations will not be accepted the day of the event. All items must be dropped off by Friday, Aug. 14. Corporate branded items will not be accepted. Ready, Set, Swap!: Saturday, August 15 cityofardenhills.org • June/July 2026 • 11 Meet Jake Reilly, Community Development Director Hops and Vines: Thursday, August 27 Save the date for an evening of food, drinks and community fun hosted by the Arden Hills Rotary Club on Thursday, Aug. 27, from 5 to 8 p.m. at Snail Lake Park, located at 4191 Snail Lake Blvd. in Shoreview. This 21+ event will feature beer and wine sampling, food, music, games, a silent auction and raffles, all while supporting important community initiatives. Each ticket includes admission along with unlimited beer, wine and food samples. Proceeds from the event will help fund student scholarships and support local and international projects led by the Arden Hills Rotary Club. Gather friends, enjoy a fun summer evening and support a great cause at the same time.Details at www.tasteofthehops.com Rice Creek Commons Update, continued from page 1 At their meeting, the JDA discussed advantages with a hybrid approach which are an accelerated timeline, diversity of developer expertise, risk diversification through multiple developer partnerships, flexibility, positive competitive forces within the development and JDA control over the development vision. Some of the risks the JDA discussed were additional administrative burden, the complexity of funding and constructing sitewide infrastructure and amenities, and a potential lack of cohesion within the development. To reduce these risks, JDA staff shared that the Ramsey County Community & Economic Development Department is in the process of hiring new staff members, and efforts continue to pursue a real estate development consultant to advise the JDA. For the complexity of funding, the JDA was updated that a cooperative agreement for the public infrastructure as part of the Rice Creek Boulevard construction has been drafted and will be brought forward to City and County officials for review. JDA staff as part of this approach are identifying items that developers would be expected to fund, construct, operate and/or maintain. These developer expectations would be included in the solicitations for future development partners. Lastly, cohesion with the development is implemented by the Arden Hills Comprehensive Plan and the TCAAP Redevelopment Code. These documents regulate land use and also include building and site design standards for Rice Creek Commons to ensure a cohesively built development. Alongside the JDA, the City and Ramsey County will need to facilitate discussions with their respective entities to support this hybrid approach by identifying items to resolve before a developer solicitation. Additionally, as the landowner, Ramsey County is the authority that will need to negotiate the purchase and sale agreement(s) of parcels within Rice Creek Commons. During this same meeting, Ramsey County provided an update on the construction of Rice Creek Boulevard. Final plans for design are nearing completion. There is advanced prework that is scheduled to take place this fall which includes utility extensions, preliminary bridge grading at the County Road H roundabout, tree removal, relocation of Xcel overhead power poles and installation of temporary fencing for protected animal species. Full construction is slated to begin in spring 2027. Construction is anticipated to last two construction seasons. Jake Reilly,Community Development Director Community Development Director Jake Reilly brings more than 20 years of local government experience to the City of Arden Hills. Originally from Hartford, Connecticut, Jake made his way to Minnesota to attend Saint Olaf College, where he majored in Medieval Studies and English. After completing graduate school in 2004, Jake began a career in government focused on community planning and economic development. Before joining Arden Hills, he served as the Community Development Director for the City of Northfield for more than three years. Outside of work, Jake stays busy with his family. He and his wife have three children — twin boys who are 10 years old and a 7-year-old daughter. Their household also includes two cats, three dogs and four guinea pigs. When he’s not at work, Jake enjoys home improvement projects, often fixing issues left behind by a previous homeowner. He is also an avid runner, indoor rower and cyclist who enjoys both riding and repairing bikes. Other hobbies include rugby, flag football, cooking and playing video and board games with his children. On rainy days, you can often find him building LEGO creations with his kids. Postal Customer E-Bikes and Motorized Scooters As e-bikes and motorized scooters continue to grow in popularity, residents may wonder where they are allowed to ride in Arden Hills. Under Minnesota law, bicycles and e-bikes (Class 1 and Class 2) are generally allowed anywhere a motor vehicle is permitted, unless specifically prohibited. They are also allowed on sidewalks, paved trails, multi-use trails, road shoulders and bike lanes. The City of Arden Hills does not have a local ordinance that specifically regulates bicycles, e-bikes or motorized scooters. Therefore, the City follows Minnesota State Law and applicable Ramsey County policies. Ramsey County permits bicycles and e-bikes on paved trails but requires riders to travel at speeds below 20 mph. E-bike riders and motorized scooter users must follow the same traffic laws as bicyclists. Riders should obey traffic signs and signals, yield to pedestrians, announce themselves when passing and travel at safe speeds.
