Extract of Minutes of Meeting
of City Council
City of Arden Hills
Ramsey County, Minnesota
August 8, 1983
.
A regular meeting of the Council of the City of Arden Hills,
Minnesota, was held in the City Hall on August 8, 1983, at 7:30
o'clock p.m.
The ,following members were present: Mayor Woodburn and
Councilmen Hicks; McAllister, Mulcahy and Christiansen; and
the following were absent: None.
The City Clerk Administrator presented to the Council the
proposed 1983 assessment rolls prepared by her with the assis-
tance of the City Consulting Engineer as directed by the
Council on July II, 1983, and reported that the assessment
rolls are now on file in her office and open to public in spec-
tion.
councilman McAllister then introduced the following reso-
lution and moved its adoption:

RESOLUTION APPROVING PROPOSED SPECIAL
ASSESSMENT ROLLS ~D PROVIDING FOR HEARINGS

BE IT RESOLVED by the Council of the City of Arden Hills
that the proposed 1983 assessment rolls now on, file and open
to public inspection in the office of the City Clerk Adminis-
trator are approved, and the Clerk Administrator is directed
to publish and mail notices that the Council will meet to
consider the proposed assessments on August 29, 1983, at the
City Hall, l450 West Highway 96, in the City of Arden Hills,
at 7:30 o'clock p.m., which assessment hearings will be held
on the following improvements:

Each notice shall state the date, time and place of the
meeting, the general nature of each of the improvements, the
areas proposed to be assessed, the total cost of the improve-
ments, that the proposed assessment rolls are on file with the
Clerk Administrator, and that written or oral objections
thereto by'any property owner will be considered. The notices
shall be pUblished in the official newspaper of the City at
least once, and shall be mailed to the owners of each parcel
described in the assessment rolls, not less than two weeks
prior to the date of said meeting. For the purpose of such
mailed notices, owners of said parcels shall be those shown as
such on the records of the County Treasurer. Every property
owner whose name does not appear on such records (other than
owners of property which is tax exempt or is taxed on a gross
earnings basis) shall be deemed to have waived such mailed
notice unless he has requested in writing that the County
Treasurer include his name on the records for this purpose.
The motion for the adoption of the foregoing resolution
was duly seconded by Councilman Hicks and upon vote being
taken thereon, the following voted in favor thereof: All; and
the following voted against the same: None; whereupon said
resolution was declared duly passed and adopted.

Clerk Administrator of the City of Arden Hills, Ramsey County,
Minnesota, hereby attest and certify that:
(I) as such officer, I have the legal custody of
the original record from which the attached
and foregoing extract was transcribed:
(2) I have carefully compared said extract with

(3) I find said extract to be a true, correct and
complete transcript from the original minutes
of a meeting of the City Council of said
City held on the date indicated in said
extract, including any resolutions adopted
at such meeting, insofar as they relate to
1983 assessments; and
(4) said meeting was duly held, pursuant to call
and notice thereof as required by law.
