STATE OF MINNESOTA COUNTY OF RAMSEY CITY OF ARDEN HILLS RESOLUTION NO. 83-25 RESOLUTION AUTHORIZING SANITARY SEWER CONNECTION TO THE NEW BRIGHTON SANITARY SEWER SYSTEM WHEREAS, the trunk sanitary sewer system of the City of Arden Hills (the "City") between Interstate Highway No. 694 and the south corporate limits of the City (i.e., District W) has been determined in the Arden Hills Comprehensive Sewer Policy Plan ("CSPP") to be inadequate, and WHEREAS, such inadequacy in that portion of the City's trunk sanitary sewer system which runs through District W is because of sewage flows from District NC as indicated in the CSPP, and WHEREAS, sewage flows from District NC are pumped three (3) times in the City before reaching the Metropolitan inter- ceptor in Roseville, and WHEREAS, the developable area of District NC is approxi- mately 1,100 acres, the ultimate average daily flow through District NC is estimated to be 0.793 M.G.D. (i.e., 793,000 gallons per day), and the estimated peak flow is 4.1 cubic feet per second, (based on a 3.3 peak flow,factor), and WHEREAS, the projected flows from District NC are as follows: Population .!.!.!.!: Equivalent Average Flow M.G.D. Peak Flow C.F.S. 1980 ,2844 0.284 1.58 1985 5033 0.503 2.80 1990 5749 0.575 3.20, and WHEREAS, it is anticipated that trunk sanitary sewer capacities in District W will have to be increased by 1984 if District NC continues to flow into District W, and WHEREAS, a gravity sanitary sewer diverting sewage flows from District NC to New Brighton would eliminate the need for Sewer Plumping Station No. 10 in the City and the need for further pumping of sewage from District W, resulting in a saving of elec- trical energy and other operation and maintenance costs, and WHEREAS, in the City's report entitled "Proposed New Brighton Sanitary Sewer Connection", dated August 18, 1981, a copy of which is attached hereto, it was shown that Plan B--the plan therein which proposed the construction of a gravity sewer to New Brighton--provided a long-term savings to the City of approximately $325,000.00, and WHEREAS, the City'e Council approved Plan B at its meeting on August 31, 1981, and WHEREAS, the City's Sewage Plumping Station No.2 in District W will have to be rebuilt by 1983 if the projected flows from District NC shown above occur, and " . WHEREAS, the Metropolitan Waste Contrql Commission (the "MWCC") has stated that it supports the joint use of inplace sanitary sewer facilities and has determined ia proposed diversion of sanitary sewers from the City's District ~C through New Brighton will not overload the present Metro~olitan interceptor I or have an adverse impact on the Metropolitan Wastewater Treat- I ment plant, and i i I WHEREAS, the City believes the existirlg 42 inch trunk I sewer in New Brighton and the extension thereof to the City's corporate limits meets the criteria set fortH by the Metropolitan Council and may qualify as a Metropolitan in~ercePtor sewer, and WHEREAS, the City has been advised by irepresentatives of New Brighton that excess capacity amounting to four (4) cubic feet per second is available in New Brighton's 42 inch trunk sanitary sewer, and WHEREAS, the City of New Brighton hes indicated it would make the aforesaid excees capacity available to the City, NOW, THEREFORE, IT IS HEREBY ,RESOLVED by the City Council of the City of Arden Hills that the City her~bY respectfully re- quests of the Metropolitan Council: i 1. i That the Metropolitan Council acc~pt a certi- fied copy of this Resolution and refer the same , to the MWCC for its review and recommendation back to the Metropolitan Council; i i i Upon favorable recommendations from the MWCC to the Metropolitan Council, the Met~opolitan Council: I 2. (a) Approve as soon as possible the City's Plan B for diverting sewage ~rom the City's District HC into New Brighton so that the City can proceed with ite I contemplated improvements of iSewage Pumping Station No.2; and . i , (b) Authorize the MWCC to acquir~ New Brighton's 42 inch interceptor sewer and to extend the interceptor to the City's westerly corporate li~its by 1984; and I 3. The Metropolitan Council approve ~he City's I proposal of a New Brighton connection and consider this approval as a modif~cation of the City's CSPP. i !
