HomeMy WebLinkAbout86-029 STATE OF MINNESOTA COUNTY OF RAMSEY CITY OF ARDEN HILLS RESOLUTION NO. 86-29 RESOLUTION ESTABLISHING STREET LIGHTING POLICY WHEREAS, the LEAA Street Lighting Projects Report states: nWell lit streets may reduce the fear of crime, but there is no statistically significant evidence that street lighting reduces crime itself,n and . WHEREAS, the majority of vehicular accidents occur during the daylight hours, and WHEREAS, accident rates show only a modest decrease with intersection lighting. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ARDEN HILLS, that following policy be adopted, recognizing that unusual conditions or circumstances may require exceptions: 1. Street lighting will not be provided at City expense for crime prevention in residential areas since it is of no proven usefulness. 2. Street lighting at intersections may be provided if the following criteria are generally met: a) An Arden Hills street or private road with a daily usage of over 500 cars per day intersects a county or state road. b) An intersection of two Arden Hills streets or a private road where one carries over 500 cars per day and the other over 2,000 per day. c) Intersections and crosswalks of distinctly unusual visual vehicular problems. d) Where the visibility along one of the intersecting roads is less than 150 feet. 3. Street lighting may also be used where there are distinctly unusual safety problems, such as sharp curves, difficult to anticipate topographical considerations or other particularly dangerous physical problems which would be clearly mitigated by lighting. 4, Vehicular activity may be estimated by judging the number of houses which would use a collector street and multiplying by seven, or by an actual vehicle count. 5, Applications are to be reviewed by the Public Safety/Works Committee. 79-52.
