Extract of Minutes of Meeting
of City Council
City of Arden Hills
Ramsey County, Minnesota
April 28, 1986
Pursuant to due call and notice thereof, a regular meeting
of the City Council of the City of Arden Hills, Minnesota, was
duly held at the City Hall in said City on Monday, April 28,
1986, commencing at 7:30 o'clock p.m.
The following members of the Council were present: Mayor
Woodburn and Council members Sather, Hansen and Hicks. Council
member Peck was absent.
Also in attendance were Clerk-Administrator McNiesh,
Deputy
Clerk
City
Engineer
Zehm,
Lamb,
and
Treasurer
Christoffersen.
The Council was referred to a letter from Opus Corporation
requesting that plans and specifications for the streets and
utilities to be constructed in NORTHWOODS be prepared, that
sodding be added to the project, and that the City maintain the
lighting once it was installed.
Engineer Christoffersen stated
that the addition of sod to the project would not be a problem.
Clerk-Administrator McNiesh reported that she had informed
Mr. Murnane of Opus Corporation that it is not the City's policy
to maintain lighting. Mr. Murnane responded that many cities do
pay therefor.
Council member Hicks introduced and moved the adoption of
the following Resolution:

RESOLUTION NO. 86-23
RESOLUTION RECEIVING FEASIBILITY REPORT FOR
IMPROVEMENT NO. SS-W-P-ST-86-l, NORTHWOODS,
AND ORDERING PLANS AND SPECIFICATIONS THEREFOR
WHEREAS,
by
Resolution adopted on March
10,
1986
(Resolution No. 86-15), the Council of the City directed the City
Engineer to prepare a preliminary report as to the feasibility of
the City's installation of sanitary sewer, water main, bituminous
paving, aggregate base, concrete curb and gutter, storm sewer,
drainage
and

appurtenant
No.
SS-W-P-ST-86-1, NORTHWOODS, hereinafter the "Improvement") in
connection with the NORTHWOODS Subdivision, and to include in
such report the estimated cost of the proposed improvements and
an indication as to whether they should best be made as proposed
or in connection with some other improvements, which report is
hereinafter called the "Feasibility Report", and
WHEREAS, the Feasibility Report for the Improvement has
been submitted to and considered by the Council, and
WHEREAS, no public hearing on the Improvement is necessary
because one hundred percent (100%) of owners of property affected
by the Improvement signed the Petition therefor, and
WHEREAS, the Council deems it advisable to have the City
Engineer prepare plans and specifications (the "Plans") for the
Improvement,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ARDEN HILLS, MINNESOTA THAT:
1. The Feasibility Report for the Improvement be
approved in the form submitted and be placed on

file in the office of the Clerk-Administrator
of the City;

The Improvement be constructed and
and special assessments be levied
pursuant to Chapter 429 of Minnesota
as amended; and

therefor,

3. The City Engineer be authorized and directed to
prepare and to submit to the City Council the
final Plans for the Improvement.
The motion for the adoption of the foregoing Resolution
was duly seconded by Council member Hansen and, upon vote being
taken thereon, the following voted in favor thereof: All; and
the following voted against the same:
None; whereupon said
Resolution was declared duly passed and adopted.

I, the undersigned, being the duly qualified and acting
Clerk-Administrator of the City of Arden Hills, Minnesota, do
hereby certify that I have carefully compared the attached and
foregoing extract of minutes of a regular meeting of the City
Council of said City held on the 28th day of April, 1986 with the
original thereof on file in my office, and the same is a full,
true and complete transcript thereof insofar as the same relates
to the proposed construction of Improvement No. SS-W-P-ST-86-l,

Pursuant to due call and notice thereof, a regular meeting
of the City Council of the City of Arden Hills,_ Minnesota, was
duly held at the City Hall in said City on Monday, April 28,
1986, commencing at 7:30 o'clock p.m.
The following members of the Council were present: Mayor

Christoffersen.
Engineer Christoffersen referred the Council to the
Feasibility Report for the Truhler Addition water main (Improve-
ment No. W-86-2). He advised the Council that the construction
of this water main improvement should be combined with the
sanitary sewer interceptor project south of Round Lake explaining
that another public hearing on the interceptor project (Improve-
ment No. 88-83-6) would have to be held because two years had
elapsed since the April, 1984 hearing when the project was
ordered.
He stated that the plans and specifications prepared

covered both projects since they would be in the same excavated
area.
Council member Hicks thereupon introduced and moved the
adoption of the following Resolution:
