Extract of Minutes of Meeting
of City Council
City of Arden Hills
Ramsey County, Minnesota
January 27, 1986
Pursuant to due call and notice thereof, a regular meeting
of the City Council of the City of Arden Hills, Minnesota. was
duly held at the City Hall in said City on Monday, January 27,
1986, commencing at 7:30 o'clock p.m.
The following members of the Council were present:
Council members Sather, Peck, Hansen and Hicks. Mayor Woodburn
was
absent.
Also
in
attendance
were
City
Engineers
Christoffersen and Peters, Public Works Supervisor Raddatz.
Clerk-Administrator McNiesh, and Deputy Clerk Zehm.
City Engineer Peters referred the Council to his letter of
January 27, 1986 regarding the Edgewater Estates improvement in
which he advised the Council that 18 bids had been received by'
the City on January 23, 1986, the lowest three of which were
$193,667.35 (C. W. Houle), $202.325.84 (Annandale Sewer & Water),
and $202,367.36 (Channel Construction) --all substantially below
the City Engineer's estimate of $239,693.20.
Attached to the
letter was a summary of the bids received and a copy of the bid
tabulation.
Engineer Peters recommended that the contract be
tit awarded to C. W. Houle, Inc.
After discussion. Council member Hansen introduced and
moved the adoption of the following resolution:
RESOLUTION NO. 86-5

RESOLUTION AWARDING BID FOR
IMPROVEMENT NO. SS-W-P-ST-85-2
(EDGEWATER ESTATES)
WHEREAS, pursuant to advertisement for bids for Improve-
ment No. SS-W-P-ST-85-2, Edgewater Estates (the "Improvement"),
according to the plans and specifications (the "Plans") therefor
on file in the office of the Clerk-Administrator in the City,
bids were received on January 23, 1986 at 2:00 o'clock p.m.,
opened and tabulated according to law. and the bids set forth on
the tabulation attached hereto and made a part hereof as Exhibit
"A" were received in compliance with the advertisement, and
WHEREAS. it appears that C. W. Houle. Inc. is the lowest
responsible bidder at the tabulated price of $193,667.35.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ARDEN HILLS, MINNESOTA THAT:
1. C. W. Houle, Inc. be awarded the right to
construct the Improvement;
.
2. The Mayor and Clerk-Administrator of the City
be authorized and directed to enter into a
contract--in the name of the City--with
C. W. Houle, Inc. for its performance of all of
the work embodied in the Improvement for the
sum of $193,667.35 which work shall be done in
accordance with the Plans therefor heretofore
approved by the City Council (in Resolution No.
85-59 adopted by the Council on November 12,
1985) and on file in the office of the Clerk-
Administrator; and
3. The Clerk-Administrator be authorized and
directed to return forthwith to all bidders the
deposits made with their bids except that the
deposits of C. W. Houle, Inc., the successful
bidder, and the next lowest bidder shall be
retained until contracts have been signed.

The motion for the adoption of the foregoing resolution
was duly seconded by Councilman Peck and, upon vote being taken
thereon, the following voted in favor thereof:
All; and the
following voted against the same:
None;
whereupon said
resolution was declared duly passed and adopted.

I, the undersigned, being the duly qualified and acting
Clerk-Administrator of the City of Arden Hills, Minnesota, do
hereby certify that I have carefully compared the attached and
foregoing extract of minutes of a regular meeting of the City
Council of said City held on the 27th day of January, 1986 with
the original thereof on file in my office, and the same is a
full. true and complete transcript thereof insofar as the same
relates to the proposed Improvement No. SS-W-P-ST-85-2 (Edgewater
Estates).
