Extract of Minutes of Meeting
of City Council
City of Arden Hills
Ramsey County, Minnesota

November 12, 1985
Pursuant to due call and notice thereof, the City Council
of the City of Arden Hills met in regular session at the City
Hall on Monday, November 12, 1985, at 7:30 o'clock p.m.
The following members were present:
Mayor Woodburn and
Council members Peck and Hansen.
Councilman Sather appeared
about 7:40 o'clock p.m. Councilman Hicks was absent.
Also in attendance were Engineer Christoffersen, Planner
Miller, Treasurer Lamb, Public Works Supervisor Raddatz, Clerk-
Administrator McNiesh, and Deputy Clerk Zehm.
Engineer Christoffersen referred the Council to the
November 8, 1985 feasibility report and the cost estimate (the
"Feasibility Report") for Hamline Avenue Improvement 85-3, Phase
II (Improving Hamline Avenue between Floral Drive and State Trunk
Highway No. 96), the "Improvement", and the attached drawing
showing the components of the Improvement.
He noted that the
total cost of the Improvement is estimated to be $877,000.00. He
recommended that the Improvement be constructed in two stages
because of soil conditions--Stage 1 to take place in 1986 and
Stage 2 in 1987, Stage 1 is to consist of the construction of a
. 24' bituminous surface, with temporary aggregate shoulder on each
side of Hamline Avenue.
Stage 2 is to consist of the
construction of curb and gutters, the remaining bituminous base
and a final full 46' width wearing course, sidewalks and final
restoration.

The Engineer explained that the finished section of the
roadway would consist of a 46' wide bituminous street with
concrete curb and gutters, a 5' wide concrete sidewalk along the
west side of Hamline Avenue with a 5' to 7' separation between
the sidewalk and street depending on power pole locations. He
advised that the method of financing of the Improvement had not
as yet been determined and that determination of the method of
financing would occur at the assessment hearing.
Engineer Christoffersen, in response to an inquiry by the
Council, stated that the estimated cost of the pathway was
$28,000.00. He explained that under M.S.A. guidelines if it is
to be used as a walkway, it can be bituminous or concrete. He
advised that concrete would be more expensive. Neither he nor
Planner Miller were aware of any significant funding available
for pathways at the present time.
Council member Hansen introduced the following resolution
and moved its adoption:

RESOLUTION RECEIVING FEASIBILITY REPORT FOR
HAMLINE AVENUE IMPROVEMENT 85-3, PHASE II
(IMPROVING HAMLINE AVENUE BETWEEN FLORAL DRIVE
AND STATE TRUNK HIGHWAY NO. 96) AND SCHEDULING
PUBLIC HEARING THEREON FOR DECEMBER 9, 1985
WHEREAS, by resolution adopted on September 30, 1985
(Resolution No. 85-53), the Council of the City directed the City
Engineer to prepare a preliminary report as to the feasibility

(the "Feasibility Report") of the City's installation of water,
sanitary sewer, storm sewer, concrete sidewalk, uniform subgrade

correction, aggregate base, bituminous base, concrete curb and
gutter, and bituminous surface improvements to Hamline Avenue
between Floral Drive and State Trunk Highway No. 96 (the
"Improvement") and to include in the Feasibility Report the
estimated cost of the Improvement and an indication as to whether
the Improvement should be made as proposed or in connection with
some other improvements, and
WHEREAS, the Feasibility Report has been submitted to and
considered by the Council,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ARDEN HILLS, MINNESOTA, THAT:
1. The Feasibility Report for the Improvement be
approved in the form submitted and be placed on
file in the office of the Clerk-Administrator
of the City;
2. The Council meet at the City Hall, 1450 West
Highway 96, in the City on December 9, 1985 at
7:30 o'clock p.m. for the purpose of holding a
public hearing on the Improvement under and
pursuant to the provisions of Chapter 429 of
Minnesota Statutes, as amended;

3. The Clerk-Administrator be authorized and
directed to cause notice of the time, place and
purpose of that meeting to be published twice
in the official newspaper, New Brighton
Bulletin, which publication shall be a week
apart, and the second publication shall not be
less than three days before the date of the
meeting, which notice shall be substantially in
the form attached hereto as Exhibit "A"; and
4, The general nature, estimated cost and area
proposed to be assessed for the Improvement be
determined to be as stated in the notice
appended hereto as Exhibit "A" just as though
the same were separately set forth and resolved
herein.

The motion for the adoption of the foregoing resolution
was duly seconded by Councilman Peck and, upon vote being taken
thereon, the following voted in favor thereof:
All; and the
following voted against the same:
None;

resolution was declared duly passed and adopted,

I, the undersigned, being the duly qualified and acting
Clerk-Administrator of the City of Arden Hills, Minnesota, do
hereby certify that I have carefully compared the attached and
foregoing extract of minutes of a regular meeting of the City
Council of said City held on the 12th day of November, 1985 with
the original thereof on file in my office, and the same is a
full, true and complete transcript thereof insofar as the same
relates to the proposed Hamline Avenue Improvement 85-3, Phase
II (Improving Hamline Avenue between Floral Drive and State Trunk
Highway No. 96).

NOTICE OF BEARING
ON PROPOSED IMPROVEMENT 85~3,
HAMLINE AVENUE MSA PHASE II
CITY OF ARDEN HILLS, MINNESOTA

NOTICE IS HEREBY GIVEN that the Council of the City of
Arden Hills, Minnesota, will meet at the following location,
to-wit: Mounds View High School Theater, 1900 W. County Road F,
in the City of Arden Hills on the 9th day of December, 1985, at
7:30 o'clock P.M., to hold a public hearing pursuant to Section
429.031 of Minnesota Statutes, as amended, on proposed Improve-
ment No. 85-3, the Hamline Avenue Improvement Phase II (the
"Improvement"). The Improvement proposes to upgrade to Municipal
State-Aid (MSA) standards that portion of Hamline Avenue which
extends from Floral Drive north to State Trunk Highway No. 96.
The Improvement will generally consist of storm sewer, aggregate
base, bituminous surfacing, concrete curb and gutter, sidewalk
and restoration improvements.
The feasibility of the Improvement, as well as more
specific details about it, are set forth in a preliminary report
prepared by the City Engineer. This report is on file in the
office of the Clerk-Administrator of the City in the City Hall,
1450 West Highway 96, in the City and is available for public
inspection at all-times the City Hall is open to the public.
The cost of the Impro.vement is presently estimated at
$877,000.00. A portion of that cost is proposed to be assessed
against properties which abut the portion of Hamline Avenue
encompassed by the Improvement. The area proposed to be assessed
for the Improvement is described as follows:
The West 1/2 of the East 1/2 and the East 1/2 of
the West 1/2 of Section 22, Township 30, Range 23.
All persons desiring to be heard with reference to the
Improvement and the area proposed to be assessed therefor may
appear and be heard by the City Council at the time and place
stated above.
