HomeMy WebLinkAbout85-018 . . , .r:? ~_. r' .-:; 'C.'-" /, Extract of Minutes of Meeting of City Council City of Arden Hills Ramsey County, Minnesota April 29, 1985 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Arden Hills, Minnesota, was duly held at the City Hall in said City on Monday, April 29, 1985, at 7:30 o'clock p.m. The following members of the Council were present: Mayor Woodburn and Council members Sather, Peck and Hansenl and the following were absent: Councilman Hicks. Also in attendance were Clerk-Administrator McNiesh, Deputy Clerk Zehm, Engineer Christoffersen, Treasurer Lamb, Public Works Supervisor Raddatz, and Parks Director Buckley. Engineer Christoffersen described the two alternatives (surcharge method and replacement method) available to the City in preparing the low areas of Hamline Avenue for future construction on Hamline Avenue between State Trunk Highway No. 96 and Floral Drive and recommended that the surcharge method be used. He described the surcharge technique in detail. He explained that it would cause some settlement which might cause damage to the street surfacing and concrete curb and gutter, any of which damage he expected to be minor, and stated that the surcharging would cost less than completely removing the swamp material. He said that the telephone, electric and cable companies would be notified of the surcharging so that they could protect , their facilities in the right-of-way. He added that he did not believe that the City's sewer and water lines in the right-of-way ... would be affected by this improvement because they were embedded in good material. Lastly, Engineer Christoffersen said that it was possible that the surcharging improvement could be done by the contractor hired by the State of Minnesota at the time the contractor does the 694/Hamline improvement the State is contemplating under some type of cooperative agreement but that if the State's contractor did the job, up front money would be required from the City by the State. After some discussion, Councilman Sather introduced and moved the adoption of the following resolution: RESOLUTION NO. 85-18 RESOLUTION RECEIVING FEASIBILITY REPORT AND ORDERING PREPARATION OF PLANS AND SPECIFICATIONS FOR AND CONSTRUCTION OF HAMLINE AVENUE IMPROVEMENT 85-l, PHASE I (SURCHARGING HAMLINE AVENUE BETWEEN FLORAL DRIVE AND STATE TRUNK HIGHWAY NO. 96) WHEREAS, by motion adopted on March 25, 1985, the Council of the City directed the City Engineer to prepare a preliminary report as to the feasibility (the "Feasibility Report") of the City's filling the low areas of Hamline Avenue between State Trunk Highway No. 96 and Floral Drive to prepare that segment for Phase II of the Hamline Avenue Improvement Project, this filling ... to be accomplished as part of the City's Hamline Avenue Improve- ment 85-l, Phase I (the "Improvement"), and to include in the Feasibility Report for the Improvement the estimated cost thereof and an indication as to whether the Improvement should best be - 2 - . . made as proposed or in connection with some other improvements, and WHEREAS, the Feasibility Report for the Improvement has been submitted to and considered by the Council, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ARDEN HILLS, MINNESOTA THAT: 1. The Feasibility Report for the Improvement be approved in the form submitted and be placed on file in the office of the Clerk-Administrator of the CitYl 2. The cost of the Improvement shall be paid from M.S.A. funds and other sources of the CitYl and 3. The City Engineer be authorized and directed to prepare and to submit to the City Council the final plans and specifications for the Improve- ment. The motion for the adoption of the foregoing resolution was duly seconded by Council member Hansen and, upon vote being taken thereon, the following voted in favor thereof: All; and the following voted against the same: None 1 whereupon said resolution was declared duly passed and adopted. - 3 - . . , ..t whether the Improvement should best be made as proposed or in connection with some other improvements, and WHEREAS, the Feasibility Report for the Improvement has been submitted to and considered by the Council, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ARDEN HILLS, MINNESOTA THAT: 1.
