RESOLUTION NO. 93-07
RESOLUTION RECOGNIZING THE NEED FOR SAFETY IN
THE WORKPLACE PER THE AWAIR BILL
WHEREAS, the city of Arden Hills realizes that it has the
responsibility to provide a safe workplace for its employees and
safe environments for its citizens. Each employee must pursue
the highest standards in his or her assigned activities and all
City employees must recognize that the well-being of persons
involved, and the protection of our physical resources are as
important as the activity and work being performed.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ARDEN HILLS AS FOLLOWS:
The City of Arden Hills is establishing a Loss Control
Management Program to be implemented in stages over the next
year. The city expects its management and employees to
respond to all planned safety efforts and to perform their
assigned jobs in the safest manner possible.
As the first portion of the City of Arden Hills program, the
Safety Coordinator will be assigned the responsibility of
organizing the overall Loss Control Management Program.
In addition, a Loss Control Committee is to be created to
establish a loss control policy, investigate major losses
and loss trends. This committee should be made up of
employees, managers, and/or supervisors from each department
with the City.
Each City Department Head will be responsible for the safety
and well-being of the workers in his or her department as
well as the repair and maintenance of facilities and
equipment in his or her area of responsibility.
Each city employee will be responsible for his or her
personal safety and for the safe completion of assigned
tasks.
I, NOW, THEREFORE, establish the Office of Safety Coordinator for
the city by this notification. The Safety Coordinator will be
the representative and will be responsible for staff direction
and administration of our safety program. He or she will submit
a report to the Administrator by departments, of the progress of
the safety program.

This Safety Program will provide for the establishment of safety
Committees, Job Safety Training, minimum job safety requirements,
investigation and reporting of accidents, and a health program.
I request each department to implement and aggressively support
our safety program. Department Heads and supervisors will be
responsible for the actions of their employees. Employees will
be expected to follow safe practices, to obey safety rules, and
to help generally in the program of the Safety Coordinator. We
must all make every effort to reduce the burden of accidents.

AWAIR ACT
A BILL FOR AN ACT
Relating to occupational safety and health; requiring
employers to prepare and implement a written program that
describes how they will reduce the extent and severity of
work-related injuries and illnesses; and amending Minnesota
statutes 1988, section 182.653 by adding a subdivision.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
section 1. Minnesota Statutes 1988 section 182.653, is
amended by adding a subdivision to read:
Subdivision 8 <WORKPLACE PROGRAMS>. An employer covered by
this section must establish a written
workplace accident and injury reduction
program that promotes safe and healthful
working conditions and is based on clearly
stated goals and objectives for meeting those
goals. The program must describe:

How managers, supervisors, and employees are
responsible for implementing the program and
how continued participation of management
will be established, measured, and
maintained;
Hazard 2.
recognition
The methods used to identify, analyze and
control new or existing hazards, conditions,
and operations.
Training
3. How the plan will be communicated to affected
employees so that they are informed of work-
related hazards and controls;
Accident
Invest.
4. How workplace accidents will be investigated
and corrective action implemented; and
Document
5. How safe work practices and rules will be
enforced. An employer must conduct and
document a review of the work place accident
and injury reduction program at least
annually and document how procedures set
forth in the program are met.
