STATE OF MINNESOTA
RESOLUTION NO. 65
A RESOLUTION DESCRIBING THE SCOPE OF AUTHORITY AND
RESPONSIBILITIES OF THE ARDEN HILLS CITY ADMINISTRATOR.
WHEREAS, the City of Arden Hills is organized as an Optional
Plan A City pursuant to Minnesota Statutes Chapter 412; and
WHEREAS, the Arden Hills City Council has created the position
of City Administrator;
WHEREAS, the Arden Hills City Council wishes to more clearly
define the scope of authority and responsibilities which will be
assigned to the City Administrator;
NOW, THEREFORE, BE IT RESOLVED:
A.

Prepare agenda for Council meetings; ensure Council
reports are informative and accurate; attend City Council
meetings; maintain City's official records; and make
policy recommendations.

obtain Council direction and present and interpret
results being achieved by departments.
b. Compile, coordinate and distribute agenda materials
so that reports can be studied by Council members
prior to meeting discussion and presentation and
makes policy recommendations.
c. Ensure that City records are kept and maintained
such as Council minute books, ordinance books and
finance reports.
d. Perform or delegate all duties required of a City
Clerk to ensure compliance with Statutes and the
Plan A form of City government.

Administer the City's personnel program which includes:
compensation plan, labor negotiations, personnel
pOlicies/ordinance, recruitment/selection;
grievance/progressive discipline and employee development
program.

Establish and maintain an effective compensation
plan; and administer the City's benefit program.
b. With Council approval, plan, coordinate, develop
and direct personnel programs and policies which
will result in the effective and efficient
utilization of all employees.
c. Represent City Council in the negotiation of the
union contracts and in grievance matters resulting
from interpretation of the union contracts and the
City's personnel ordinance.
d. Maintain a personnel system which includes files,
performance appraisals and records of
accomplishments or disciplinary actions.
e. Recruit and select employees as needed by the
organization consistent with state and federal
affirmative action and equal employment opportunity
laws.

Act as City's chief financial officer by preparing and
submitting annual budget for Council approval; oversee
City's investment program; ensure proper accounting
procedures and record keeping; and develop capital
improvement plan.
