CITY OF ARDEN HILLS RAMSEY COUNTY, MINNESOTA RESOLUTION NO. 89-50 RESOLUTION OF SUPPORT FOR RAMSEY COUNTY TO ACQUIRE AND DEVELOP LAND LOCATED ON TWIN CITY ARMS PLANT PROPERTY IN ARDEN HILLS WHEREAS, the Rice Creek Regional Trail Corridor has been identified as part of the Regional Recreation Open Space System for multi-use land trails, and a canoe route; and \ WHEREAS, Ramsey County is the implementing agency for the Rice Creek Trail Corridor segments within Ramsey County; and WHEREAS, all of the trail corridor segments within Ramsey County have been acquired, except for a one mile segment which passes through the Twin Cities Arms Plant, owned by the U.S. Department of Defense; and WHEREAS, access through the Twin City Arms Plant along Rice Creek is essential in order to provide a continuous water route for canoeing and other boating activities; and WHEREAS, the northwest municipalities of Ramsey County are interested in acquiring and developing a 35:t acre parcel of land within the Twin City Arms Plant for athletic fields that is adjacent to, and complements the proposed Rice Creek Trail Corridor; and WHEREAS, efforts to negotiate with the U.S. Department of Defense for access through the Arms Plant along Rice Creek have been unsuccessful. NOW THEREFORE BE IT RESOLVED that the Ramsey County Board of Commissioners reaffirms its interest in acquiring the Rice Creek Trail Corridor segment, through the Twin City Arms Plant, and requests the transfer or long term lease, from the U.S. Department of Defense to Ramsey County, for trail corridor purposes, provided the County does not assume liability associated with potential hazardous wastes on the site; and BE IT FURTHER RESOLVED that Ramsey County, in cooperation with the northwest Ramsey County municipalities, requests the assistance of the Minnesota Congressional Delegation in this effort.
