CITY OF ARDEN HILLS

RESOLUTION NO. 89-36
RESOLUTION SUPPORTING HAZARDOUS MATERIALS TRAINING PROGRAM
WHEREAS, Federal OSHA rules, now temporary, but to be made permanent on
March 6, 1990, establish training requirements which must be met by
emergency response agencies that may respond to hazardous materials
incidents; and
WHEREAS, the Lake Johanna Volunteer Fire Department is the agency that
would respond to hazardous materials incidents within the City of Arden
Hills; and
WHEREAS, the Lake Johanna Volunteer Fire Department has indicated a
willingness to form a hazardous materials response team in coordination
with the New Brighton and Roseville Fire Departments; and
WHEREAS, the preliminary plan for equipping and training the hazardous
materials response team calls for:
a. The training of not more than 35 members, drawn proportionately
from among the three departments.
b.
Phase I training to be completed by December 31, 1989 at a cost
of $500 per person.
c. Phase II training to be completed by December 31, 1990 at a cost
of $500 per person.
d. The equipping of a response vehicle at a cost of less than
$10,000.
e. The costs of training and equipment to be shared proportionately
among the three fire departments.
f. The costs incurred by the Lake Johanna Volunteer Fire Department
to be shared proportionately among the three cities it serves.
g. The City of New Brighton to provide a response vehicle at no
cost; and
WHEREAS, the Arden Hills City Council deems it to best serve the interests
of its eitizens to train and equip a hazardous materials response team as
outlined herein.
NOW THEREFORE BE IT RESOLVED that the Arden Hills City Council supports
the efforts to create, train and equip a hazardous materials response team
as described herein, expresses a willingness to bear its proportionate

share of the costs as described herein, and encourages the Lake Johanna
Volunteer Fire Department to cooperate with the fire departments of New
Brighton and Rosevil1e to form, train and equip the hazardous materials
response team as described herein.
Adopted by the Arden Hills City Council this 30th day of May, 1989.
