RESOLUTION NO. 87-73
RESOLUTION URGING REPEAL OF THREE PERCENT LEVY LIMIT LAW
WHEREAS, the levy limits, together with increasing costs of
state and federal mandates, and decreasing federal and state aid, force
cities to cut local services; and

funds, lowering their reserve levels and encouraging debt; and
