STATE OF MINNESOTA COUNTY OF RAMSEY CITY OF ARDEN HILLS RESOLUTION NO. 87-73 RESOLUTION URGING REPEAL OF THREE PERCENT LEVY LIMIT LAW WHEREAS, the levy limits, together with increasing costs of state and federal mandates, and decreasing federal and state aid, force cities to cut local services; and WHEREAS, the levy limits cause cities to dip into reserve funds, lowering their reserve levels and encouraging debt; and smaller them an WHEREAS, the communities, many unrealistic base for levy limits are especially of which had very low levies the three percent limit; and difficult for in 1987, giving WHEREAS, the Department of Revenue has given the appeals provision of the levy limit law a narrow interpretation, denying appeals for cost increases for such mandated programs as Pollution Control Agency permits, election costs, and road turnbacks; Arden repeal cities.
