STATE OF MINNESOTA COUNTY OF RAMSEY CITY OF ARDEN HILLS RESOLUTION NO. 97-23 RESOLUTION AUTHORIZING THE TURNBACK OF ROADWAY JURISDICTION BETWEEN THE CITY OF ARDEN HILLS AND RAMSEY COUNTY WHEREAS, the 1991 Minnesota Legislature established a Ramsey County Local Government Services Study commission to "report on the advantages and disadvantages of sharing, cooperating, restructuring, or consolidating..." activities in areas of public service including public works; and WHEREAS, the consolidation plan provides for reclassification of roadways and corresponding changes in jurisdiction including the transfer of local and State Aid roadways between the County and municipalities; and WHEREAS, Snelling Avenue (County State Aid Highway 76) from Trunk Highway 51 to County Road E, located in the City of Arden Hills, is presently under the jurisdiction of Ramsey County as a County State Aid Highway; and WHEREAS, this roadway has been determined to serve a local function only; and WHEREAS, revocation of "County State Aid Highway" status may be accomplished by resolution of the Ramsey County Board of Commissioners pursuant to Minnesota Statutes ~162.02; and WHEREAS, the City of Arden Hills has concurred that the jurisdiction should be changed from Ramsey County to the City of Arden Hills; and WHEREAS, the consolidation plan stipulates that Ramsey County shall improve the roadway to acceptable levels prior to transferring jurisdiction over roadway segments from Ramsey County to municipalities, and the Ramsey County Capital Improvements Program provides funding for these improvements; and WHEREAS, the Ramsey County Public Works Department performed a sealcoat of Snelling Avenue from Trunk Highway 51 to County Road E in 1996; and WHEREAS, Snelling A venue has been improved by Ramsey County to an acceptable level prior to the transfer of roadway jurisdiction as calculated from the Pavement Management System [(90-Condition Rating)/Condition Rating] x 1993 Condition Rating, therefore exempting Ramsey County from providing any compensation from the Ramsey County Roadway Consolidation Fund to the City of Arden Hills as just compensation for this jurisdiction transfer; and A i'r-'.'--"'^ -.~b-fl:,i"{7;&-8...) \::...- / (f" {f,/\."-;:' ,,/- '-..11 . ~ 520/043-0809. may .' . . . / ~ . , Resolution No. 97-23 Page -2- May 12, 1997 WHEREAS, County Road F (MSAS 101) from Harnline Avenue to Lexington Avenue is currently under the jurisdiction of the City of Arden Hills and has been determined to serve a County Function; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arden Hills, Minnesota: 1. The City of Arden Hills does hereby concur with the Ramsey County Board of Commissioners revoking the "County State Aid Highway" status of Snelling Avenue between Trunk Highway 51 and County Road E, and transferring jurisdiction over the roadway to the City of Arden Hills, effective the first day of the second month after the County is in receipt of an adopted resolution from the City of Arden Hills concurring with the County revoking the "County State Aid Highway" status of Snelling Avenue from Trunk Highway 51 to County Road E; and 2. The County has improved Snelling Avenue from Trunk Highway 51 to County Road E to an acceptable level as calculated from the Pavement Management System [(90-Condition Rating)/Condition Rating] x 1993 Condition Rating and will make no payment to Arden Hills from the Ramsey County Roadway Consolidation Fund as just compensation for this jurisdiction transfer; and 3. County Road F (MSAS 101) from Hamline Avenue to Lexington Avenue will be transferred from City of Arden Hills jurisdiction to Ramsey County jurisdiction concurrently with the roadway to be transferred to City jurisdiction; and 4. The City Council of the City of Arden Hills does hereby request the Ramsey County Engineer to take the actions necessary to remove and redesignate the County State Aid Highway mileage currently assigned to Snelling Avenue (CSAH 58) between Trunk Highway 51 and County Road E; and 5. The Arden Hills City Engineer is authorized within the limits of this resolution to remove and redesignate the Municipal State Aid mileage currently assigned to County Road F (MSAS 101) between Harnline Avenue and Lexington Avenue.
