RESOLUTION NO. 96-33
RESOLUTION AUTHORIZING THE TRANSFER OF ROADWAY JURISDICTION
BETWEEN RAMSEY COUNTY AND THE CITY OF ARDEN HILLS
WHEREAS, The 1991 Minnesota Legislature established a Ramsey County Local
Government Services Study Commission to "report on the advantages and disadvantages of
sharing, cooperating, restructuring, or consolidating..." activities in areas of public service
including public works; and
WHEREAS, The consolidation plan provides for reclassification of roadways and
corresponding changes in jurisdiction including the transfer oflocal and State Aid roadways
between the County and municipalities; and
WHEREAS, North Hamline Avenue (County Road 132) from Hamline Avenue to
Ingerson Road, and Ingerson Road (County Road 101) from North Hamline Avenue to
Lexington A venue, located in the City of Arden Hills, are presently under the jurisdiction of
Ramsey County as County Roads; and
WHEREAS, These roadways have been determined to serve a local function only; and
WHEREAS, Revocation of "County Road" status may be accomplished by resolution
of the Ramsey County Board of Commissioners pursuant to Minnesota Statutes 163.11; and
WHEREAS, The City of Arden Hills has concurred that jurisdiction should be changed
from Ramsey County to the City of Arden Hills; and
WHEREAS, The consolidation plan stipulates that Ramsey County shall improve the
roadways to acceptable levels prior to transferring jurisdiction over roadway segments from
Ramsey County to municipalities, and the Ramsey County Capital Improvement Program
provides funding for these improvements; and
WHEREAS, The City of Arden Hills desires Ramsey County to sealcoat North Hamline
Avenue from Hamline Avenue to Ingerson Road for an estimated cost of$3,000 from Capital
Improvement Funds for Ramsey County Roadway Consolidation; and
WHEREAS, The Ramsey County Public Works Department performed a bituminous
overlay on Ingerson Road in 1988 and a sealcoat in 1990; and
WHEREAS, Ingerson Road has been improved to an acceptable level prior to the
transfer of roadway jurisdiction as calculated from the Pavement Management System [(90-
Condition Rating) '"' Condition Rating] x 1993 Condition Rating), therefore exempting Ramsey
County from providing any compensation from the County Roadway Consolidation Fund to the
City of Arden Hills for the jurisdictional transfer ofIngerson Road; and

WHEREAS, Hamline Avenue (MSAS 102) from County Road F to Highway 96 is
currently under the jurisdiction of the City of Arden Hills and has been determined to serve a
County Function; and
WHEREAS, The City of Arden Hills performed a sealcoat of Hamline Avenue from
County Road F to Highway 96 in 1995.
NOW, THEREFORE, BE IT RESOLVED, The City of Arden Hills does hereby
concur with Ramsey County revoking the "County Road" status of North Hamline Avenue
between Hamline Avenue and Ingerson Road, and Ingerson Road from North Hamline Avenue
to Lexington A venue and transferring jurisdiction over the roadways to the City of Arden Hills,
effective the first day of the second month following the completion ofthe sealcoat of North
Hamline Avenue, and after the Ramsey County Office of Budgeting and Accounting has
encumbered the funds necessary to fund the sealcoat project, and after the County is in receipt of
an adopted resolution from the City of Arden Hills concurring with the County revoking the
"County Road" status of North Hamline Avenue from Hamline Avenue to Ingerson Road, and
Ingerson Road from North Hamline Avenue to Lexington A venue; and
BE IT FURTHER RESOLVED, That the County will sealcoat North Hamline
Avenue from Hamline Avenue to Ingerson Road; for an estimated cost of $3,000 from Capital
Improvement Funds for Ramsey County Roadway Consolidation as just compensation for this
jurisdiction transfer; and
BE IT FURTHER RESOLVED, That Hamline Avenue (MSAS 102) from County
Road F to Highway 96 will be transferred from City of Arden Hills jurisdiction to Ramsey
County jurisdiction concurrently with the roadways to be transferred to City jurisdiction; and
BE IT FURTHER RESOLVED, The Arden Hills Engineer is authorized within the
limits of this resolution to take actions necessary to have the identified jurisdiction changes
executed.
