STATE OF MINNESOTA COUNTY OF RAMSEY CITY OF ARDEN HILLS RESOLUTION 96-59 RESOLUTION AUTHORIZING THE NEGOTIATED PURCHASE AND/ORCONDEMNATION OF 1900 EDGEWATERAVENUE WHEREAS, the structure on 1900 Edgewater A venue was extensively damaged by fire on or about September 15, 1993; and WHEREAS, the City has unsuccessfully attempted to have the owner of the structure on 1900 Edgewater Avenue either rebuild or remove the structure; and WHEREAS, three years have passed since the fire and the structure on 1900 Edgewater Avenue has not been rebuilt or removed; and WHEREAS, the structure has degraded to the point that the City finds that the structure on 1900 Edgewater Avenue is a Dangerous Building as defined by Section 302 of the Uniform Code For The Abatement Of Dangerous Buildings as incorporated into the City Code in Section 6-18; and WHEREAS, the structure has degraded to the point that the City finds that the structure on 1900 Edgewater Avenue is a Nuisance as defined by Chapter 16 of the City Code; and WHEREAS, the City Council has deemed that it is in the public interest to attempt to purchase the property located at 1900 Edgewater for a reasonable market value, as this will be the quickest method to allow the City upon said property and abate the existing conditions; and WHEREAS, the City Council has determined that the reasonable market value of the property is not in excess of $17,300, assuming there are no other liens or encumbrances on the property; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arden Hills, Minnesota: 1 , That the City is hereby authorized to extend an offer to the Owner of 1900 Edgewater A venue for the City to purchase the same for an amount not to exceed $17,300, which offer shall be extended on a standard form purchase agreement form containing usual contingencies concerning status oftitle, and the like; Resolution No, 96-59 Page Two October 15, 1996 2. That if the negotiations to purchase the Property are not completed within ten (10) days of extending the above referred to offer, that the City Staff and City Attorney are authorized and directed to take whatever steps are necessary to abate the violating condition pursuant to any applicable statute or ordinance, or, if deemed appropriate, condemn said property, PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF ARDEN HILLS THIS 15TH DAY OF OCTOBER, 1996.
