ITEM 5 - LOCAL GOVERNMENT RESOLUTION
CITY OF ARDEN HILLS
RAMSEY COUNTY
RESOLUTION NO. 94-40
WHEREAS, the City of Arden Hills has the legal authority to apply for financial assistance,
and the institutional, managerial, and financial capability to ensure adequate
construction, operation maintenance and replacement of the proposed project for
its designed life;
WHEREAS, the City of Arden Hills has not incurred any costs, has not entered into any written
agreements to purchase property;
WHEREAS, the City of Arden Hills has not violated any Federal, State, or Local laws
pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or
other unlawful or corrupt practice;
WHEREAS, the City of Arden Hills acts as legal sponsor for the project contained in the
Outdoor Program Application to be submitted by July 29, 1994 and that Cindy
Severtson is hereby authorized to apply to the Department of Natural Resources
for funding of this project on behalf of the City of Arden Hills;
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Arden Hills,
Minnesota:
I. That upon approval of its application by the State, the City of Arden Hills may enter into
an agreement with the State of Minnesota for the above-referenced project.
2. That the City of Arden Hills certifies that it will comply with all applicable laws and
regulations as stated in the contract agreement and described in the Compliances section
of the Outdoor Recreation Grant Program Application.
3. That Cindy Severtson, Parks and Recreation Director, is hereby authorized to execute
such agreements as are necessary to implement the project on behalf ofthe applicant.

PROCLAMATION
WHEREAS, the City of Arden Hills wishes to recognize the efforts and accomplishments
of its Mayor, Thomas R. Sather, upon his retirement from the position of
Mayor; and
WHEREAS, Thomas R. Sather has volunteered his work and efforts on the City's Parks
Committee from January 1979 to December 1984; and
WHEREAS, Thomas R. Sather has shown further commitment to the City in serving as a
Councilmember from January 1985 to December 1988; and
~ WHEREAS, Thomas R. Sather's additional leadership and desire to serve the community
has been exhibited through his further role as Mayor from January 1989 to
July 1994.
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Arden Hills
Minnesota hereby wishes Mayor Thomas R. Sather the best in his new endeavors and
thanks him for his dedication to the ongoing improvement of the quality of life in the City of
Arden Hills.
BE IT HEREBY PROCLAIMED THIS 27th DAY OF JUNE 1994.
