CITY OF ARDEN HILLS COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION NO. 99-34 RESOLUTION AUTHORIZING APPLICATION FOR RECYCLING GRANT FUNDS FOR 2000 WHEREAS, the City of Arden Hills is eligible to apply for $19,554.00 in SCORE recycling grant funds; and WHEREAS, such funds would assist in continuing and improving the City's recycling program for the year of 2000, NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Arden Hills, Minnesota, that the City Administrator be authorized to apply for such grant funds for the year of 2000, PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF ARDEN HILLS THIS 12th DAY OF OCTOBER, 1999. CITY OF ARDEN HILLS COUNTY OF RAMSEY STATE OF MINNESOTA CERTIFICATION RESOLUTION NO. 99-34 The undersigned, being the duly qualified and acting City Administrator of the City of Arden Hills, Minnesota, hereby certifies the following: The foregoing is a true and correct copy of a resolution on file and of official, publicly available record in the office of the City. Said resolution was duly adopted by the City Council at a special meeting of the Council held on October 12 , 1999. Said meeting was duly called, regularly held, open to the public, and held at the place at which meetings of the Council are regularly held. Councilmember Malone moved the adoption of the resolution, which motion was seconded by Counci1member Aolikowski; whereupon majority vote, said resolution was declared duly passed and adopted. City Recycling Ordinance #287 allows multiple dwellings to contract their own recycling. CONDOMINIUM RESIDENCES (If service is not provided, please describe how they are assured the opportunity to recycle on-site.) - 0 - MANUFACTURED HOME PARKS (If service is not provided, please describe how they are assured the opportunity to recycle on-site.) One park not covered by City contract. City Recycling ,Ordinance #287 allows multiple dwellings to contract their own recycling. DESCRIBE THE LONG TERM SOURCE(S) OF FUNDING FOR RECYCLING SERVICES: SCORE grants supplementing resident participation fees collected by County under Joint Powers Agreement. . C. DESCRIBE CHANGES TO THE PROGRAM FOR 2000: No proposed changes. 2. HOW DO YOU PROPOSE TO USE SCORE GRANT FUNDS? PLEASE DESCRIBE HOW A SCORE GRANT WOULD ENHANCE/IMPROVE SOURCE REDUCTION AND RECYCLING EFFORTS IN YOUR COMMUNI1Y. (PLEASE BE VERY SPECIFIC, AND INClUDE MEASURABLE GOALS AND ANY PROGRAM CHANGES FOR 2000). , , The City of Arden Hills will apply their $19,554 Year 2000 SCORE Grant funds directly to the program cost, estimated to b" $73,794 for the Year 2000. This will result in a net cost of $54,240 for the program, which will be shared equally by the 2416 participating households. This will result in a cost of $22.45 per year for each household. Currently, Arden Hills ranks high on the,amqullt of ;materials recycled';lnd their goal is to increase recycled amounts each year. No program changes are planned. . 3. HOW WILL THESE ACTIVITIES BE EVALUATED? Evaluation is made by citizen contact and staff supervision and monthly recycled material weight tickets. 4. IF THESE ACTIVITIES (INCLUDING RECYCLING COLLECTION) WILL BE CONDUCTED BY A SUBCONTRACTOR, WHAT PROVISIONS WILL BE MADE TO MONITOR AND AUDIT SUBCONTRACTOR ACTIVITIES? Ongoing monitoring and evaluation of complaints received by the City Administrative office. City Ordinance #287 allows multiple family dwellings and manufactured home parks to submit evidence of a contract and other information. . , , ~ , . 5. IF THESE ACTIVITIES WILL BE ONGOING AFTER THIS GRANT PERIOD, HOW WILL THEY BE FUNDED? Recycling is here to stay. The City will continue to seek SCORE grants and any other funding necessary to continue providing this service. If all other funding ceases, resident fees will have to be raised to provide full funding for the recycling program. 6. PLEASE DESCRIBE YOUR MUNICIPAL IN-HOUSE RECYCLING PROGRAM: The City recycles motor oil, batteries, flourescent lights and balasts, parts washer solvent, floor dry, cardboard, anti-freeze, paper, metal cans, plastics and trees. . . . , ,. \ 8. DESCRIBE THE CITY'S SOURCE REDUCTION AND RECYCLING PROMOTIONAL EFFORTS; INCLUDE TYPES OF PROMOTIONAL MATERIALS USED AND SCHEDULES FOR DISTRIBUTION OF INFORMATION. The City Newsletter is gene~allY used to promote the City program and recycling. This would include infOTmation on composting, hazardous waste, & spring and fall clean up days. The City and Recycling Contractor also issue flyers and brochures at various times. . 9.
