Aaron Parrish, Director of Community Services SUBJECT: Ramsey County Transportation Discussion ENCLOSURES: Overview Jim. Tolaas with Ramsey County will provide a presentation of Ramsey County's preliminary plans and approach with regard to the 2005 reconstruction of Lexington Avenue. Currently, the County is proposing to reconstruct from Highway 96 to just before Cummings Park Drive. For reference, Council will note the following: ~ An additional lane in each direction will be added within the construction area ~ A continuous left turn lane will be maintained ~ Right turn lanes into the Karth Lake East Neighborhood will be included ~ A signal will be proposed at Victoria. In the past, residents of the Karth Lake East Neighborhood have indicated a desire to have a signal placed at Amble Road. Ramsey County staff have done a preliminary evaluation and determined that the most appropriate place for a signal is at Victoria. ~ There willbe some City expense associated with right-of-way acquisition ~ The County is currently evaluating options for the Karth Lake stabilization wall. After preliminary input is received from Shoreview and Arden Hills, a neighborhood meeting will be scheduled sornetime in late fall or early 2004. In addition to the Lexington project, Jim Tolaas would also like to have a discussion on Highway 96 and Highway 10. Requested Action I. Provided for discussion purposes . . . After our tour of the stations and much discussion, it seemed like it might be a good time to provide a generai overview and update to the City Council regarding Lake Johanna Fire Department. Discussion Points Fire Chief Tim Boehlke will be present at the September work session along with Deputy Chief Ralph Adair and District Chief Chad Jansen (frorn Fire Station #1.) Chief Boehlke will be prepared to go over a number of topics with you, including the following: . Brief overview of changes in the Department over the past year . Existing 2003 Compensation Plan Overview The City Accountant/Treasurer position is currently vacant. Presently, the Community Services Department is accountable for Planning, Building, and Finance. In addition to supervising the Planner, Building Official, and Accountant/Treasurer, the Community Services Director is also responsible for economic development/redevelopment, technology, and assisting the City Administrator with general operations. Based on my preliminary assessment and feedback from staff, I would like to propose for Council consideration an alternative approach for filling this position. ProDosed Alternative For a number of reasons, I would propose that the City Council consider reconstituting the Community Services Department into a Community Development Department and Finance Department. From an administrative perspective, I think this would be advantageous for several reasons: , Memo to Mayor and Council Septernber 8, 2003 Page 2 00 . ~ The breakout of departmental functions is more logical. The planning, building, and code enforcement staff would report to a Community Development Director who is principally responsible for economic development/redevelopment and related functions. ~ By creating a Finance Department, this would allow the fInance function to be directly accountable to the City Administrator. This would ensure a better coordination of the administrative and fmance functions. ~ By removing the responsibilities for fInance from the existing Community Services Director, this will allow the position to focus on economic development/redevelopment, TCAAP, and general administrative issues. ~ In general, this is a better allocating of supervisory responsibility within the organization. It provides for more balanced organizational structure and span of control. In recognition of the new departments, I would propose that the current City Accountant/Treasurer position be replaced with a Finance Director. Creating a department director level recognizes the importance of the fInance function within the organization. Perhaps even more importantly, I believe the change will enhance our ability to attract quality, skilled candidates to the position. Finally, I would propose that the Community Development Director be given the dual title of . Assistant City Administrator. Adding the Assistant City Administrator title provides recognition of the administrative responsibilities of the existing Community Services Director and proposed Community Developrnent Director. To illustrate and provide further definition to this proposal, a revised organizational chart, position descriptions, and salary schedule are attached for your review. Financial ImDIications The proposed position alterations will not have a signifIcant impact on the current or proposed 2004 budget. However, the salary to hire a qualifIed Finance Director will be slightly higher than the current Accountant/Treasurer position. There is a $957 differential between step three of the previous position and step three of the proposed position. The salary schedule for the Community Development Director/Assistant City Administrator position would remain the same. Discussion Points To facilitate Council discussion on this issue, I would propose the following discussion points: 1. Is the Council comfortable creating a Finance Department, replacing the City Accountant Treasurer position with a Finance Director, and proceeding to fill the position? 2. Is the Council comfortable changing the existing Community Services Director position to a Community Development Director / Assistant City Administrator position? 3. In addition to serving as a way to review the information gathered at the neighborhood meetings, a retreat could serve several other purposes: · Providing me, new in the position, with some goals and direction where you would like me to focus. · Discuss general vision and priorities for the City. . Review progress on the work plan developed following the March 2003 retreat. . Prepare a 2004 work plan. · Discuss Council-Staff relations and Council relations It is my understanding that the facilitator used in March 2003, Marilyn Condon, was well- received. If that is true, she would be able to bring her knowledge and experience from the last retreat which could enhance the effectiveness of this retreat. If Council is not comfortable with that option, then staff can provide other facilitator options. Staff has contacted Marilyn Condon for a general inquiry, and her calendar is clear for the first three weeks in November.
