Phase III Process Diagram (Will be provided at the meeting) BACKGROUND In July of2002, the City CounciI.approved a Scope of Services Agreement with DSU and a team of subconsultants in order to create a master plan for the TCAAP property, Necessary comprehensive plan and zoning_code amendments are also included within that scope of work, The planning was divided into five phases, The first two phases, which included an analysis of the site and the development of vision and goals, has been completed, The budget in the currently approved scope of services agreement is $483,770, Approximately $196,046 has been spent to date, DISCUSSION In working through the overall approach to phase III of the planning with DSU, it was determined that additional meetings at both the Advisory Panel and City Council level would be necessary in order to develop a preferred land use alternative (the primary outcome of phase III planning is a preferred land use alternative; the creation of design standards/guidelines is also an outcome), The revised approach to phase III is illustrated on the attached diagram. In essence, two additional meetings, a visual preference survey, additional meetings with key stakeholders, and the creation of a "PDF Smart Map" have been added compared to the original scope of services, A visual preference survey is a tool that will allow the Advisory Panel to articulate what types of design features and structures they prefer. This will then be incorporated into the Advisory Panel and Council's review/approval of design standards for the transfer area, Additional meetings with key stakeholders (MNDOT, etc , , ,) to assess on potential deficiencies and/or the feasibility of the three alternatives is also factored into the revised scope, Finally, the Memo to Mayor and Council March II, 2004 Page 2 creation of a "PDF Smart Map" is also included, This will be a map of the preferred alternative that will have hyperlinks to different images, Ultimately, this will allow the user to better visualize the preferred alternative, To accomplish the above, it is necessary to amend the scope of services and corresponding budget to account for the additional expense, The increased cost for the proposed revisIon is $26,535, A spreadsheet outlining the revised costs is attached for your review, The Development Team has indicated that they are comfortable with the revised approach. If approved, an administrative modification of the interim development agreement budget would occur. March 10, 2004 TO: Mayor and Council City Administrator Michelle Wolfe Aaron Parrish, Assistant City Administrato& FROM: SUBJECT: Employee Recognition Policy ENCLOSURE: Revised Employee Recognition Policy BACKGROUND At a previous Work Session, thECouflciJ reviewed a draft of an employee recognition policy, At that time, the Council requested further clarification on a few items, 10 particular, the Council requested that additional language be incorporated to provide further definition on how the money and time saving idea component would be implemented, 10 addition, the Council requested that an "employee of the month" concept be evaluated by the Employee Recognition Committee, UPDATE As a follow up to the Council Work Session, the Employee Recognition Committee has met to further refine the policy, The Council will note the following: ~ Additional language has been incorporated into the policy providing further definition as to' how a money and time saving idea concept will be implemented, Eligibility criteria, eligible suggestions, and ineligible suggestions have been articulated, New text within the policy is underlined. ~ Given the small size of our- staff and other varying reasons, the Employee Recognition Committee felt that and employee of the month/quarter/year concept would be challenging to implement. It shall be the policy of the City to recognize all employees in the following manner: Years of Service . BACKGROUND As part of the 2004 budget process, the Council evaluated civil engineering services and the advantages of hiring an in-house civil engineer. This topic has also been discussed at the November 2003 Work Session and the 2004 Council/Staff Retreat. UPDATE Subsequent to the November 2003 Work Session the civil engineering position has been reviewed further at the staff level. From an organizational perspective, staff is recommending that the position be a direct report to the City Administrator, By doing so, this will give the City Administrator an opportunity to assess the workflow of the position and evaluate where the position would most effectively be placed within the organization at a future date, While the position would report to the City Administrator, it would not be a department head. The position description has been revised to reflect this organizational arrangement. November 12, 2003 TO: Mayor and Council , L n~ Q 0 Michelle A, Wolfe, City Administrator~' Civil Engineer Position FROM: SUBJECT: Backl!:round As part of the presentation regarding the 2004 budget, staff prepared several "budgetary exercises" for Council discussion, One of the topics was Engineering Services, (A copy of the presentation materials is attached,) It is my understanding that the Council was receptive to the concept and directed staff to proceed with gathering additional information, preparing a job description, and bringing' forward for further discussion. ' . Discussion As stated during the budget process, the staff conducted an analysis of 200 I and 2002 engineering invoices, On average, it was estimated that $131,742 worth of engineering functions could be performed by an in-house civil engineer. Conversely, some functions requiring specific expertise would continue to be contracted out. This expense would vary from year-to-year depending on the services reqnired, Staff also presented an estimated budget for an in-house civil engineer position, and a list of pros and cons related to creating a position (all attached,) A proposed job description has been dcveloped and is attached, In addition, staif has done job point and pay analysis to determine a recommended pay range, The conclusion is that based on relevant job factors and the external comparisons, a 2004 pay range of $45,600 - $60,000 is recommended (2004 proposed compensation plan attached), This position would not be a department bead but rather, would report to an operating department. After further discussion, there is general agreement at the staff level that tbe addition of a civil engineer position would be advantageous for the following reasons: I, Customer Service - to have engineering expertise in bouse would provide a higher level of service to our residents. . . . . Memo City Council Committees & Appointments 2 ) 2, Cost Savings (direct and indirect) - an in-house engineer would provide cost savings opportunities since his/her time would be less expensive than a contract engineer. Some of the savings would be direct, some would be in direct in the form of cost avoidance (if not for having this position, we would have to contract for the work.) 3. Growing need - our need for engineering assistance has been growing and will continue to grow, The city has been undertaking infrastructure improvement projects with the pavement management program, and there have also been many utility-related projects in recent years, The TCAAP redevelopment will greatly impact our needs for engineering assistance. There are also benefits to continuing to contract engineering -services. As outlined in the budget presentation materials, there is a depth and variety of experience available when contracting with a firm, The current engineering firm has a familiarity with thp staff and community, However, since the in-house position would not be ,able to perform all engineering functions, we would still contract for some services and these advantages would still be available to us as needed, As you review the pros and cons of this proposal, it is important to remember that the benefits of the position can change year-to-year, depending,'on the priorities we (staff and Council) set for the position and the types of projects that are undertaken, For example, if,we take a more customer-serviee approach;the cost savings will.not be as direct. )f the goal is to enhance cost savings, then'.the focus will be on performing tasks that are "bil1llple", Obviously, there will be a mix of both, but how that balance is achieved can vary depending on priorities and projects, In either case, it is believed that the benefits outweigh the costs and that the addition of a civil engineer position would positive for the City of Arden Hills. I) Action Requested At the November 17 City Council work session, the 2004 budget will be reviewed. As part of that discussion, we wanted to provide you with additional information regarding the possible addition of a Civil Engineer position to city staff, Staff would like to receive additional input regarding this proposal. Whereas, the City of Arden Hills has always been a been a desirable place to live and work, welcoming residents, non-residents, businesses, employees, institutions, and visitors irrespective of race, color, creed, or other differences; and Whereas, as our Country, State, County, and City have grown more diverse, that diversity has enriched our lives; and Whereas, despite this growing diversity, recent incidents in our community and in the Mounds View School District remind us that racism, discrimination, and prejudice persists; and Whereas, although the responsible individuals have not always been residents of our community, these incidents may leave the false impression that the City of Arden Hills, and its citizens, are intolerant of diversity in general, and minorities of color in particular; and Whereas, residents of our community have asked the City Council to respond to these incidents; Therefore be it resolved, that the City Council takes the following actions, with the . intention of sending a clear message to all citizens, residents and non-residents alike, that the City of Arden Hills respects human dignity and the rights of all and does not condone or tolerate racism, discrimination, or prejudice: The City Council will join with its neighboring cities in formally adopting a joint resolution addressing this issue. Utility billings to residents and businesses will include a signed letter from the Council addressing this issue. The Council will add, to the City's list of core values, a new value asserting respect for human dignity and rights. The Council will ask local churches to also address issues of racism and diversity. The City website will reference this resolution and related material, as well as links to the Minnesota Human Rights Department and other relevant organizations. The City newsletter will publicize these and other City actions, and related information (brochures and posters) will be visible at City Hall. The Council will sign a proclamation each Martin Luther King Day and/or Human . Rights Day. . The City will seek to sponsor, with neighboring cities and other organizations, a speaker of recognized stature in conjunction with Martin Luther King Day or Human Rights Day. The City will review its employment policies and procedures to ensure that they encourage diversity, and will plan diversity training for City Council and staff. The City will invite groups promoting or representing diversity to participate in its annual Day in the Park celebration. Be it further resolved, that the City Council will work cooperatively with the Mounds View School District regarding the following: Encourage the School District to consider joining one of the numerous, multi-district, integration organizations that include most, if not all, of the other school districts in the north metro area. Encourage the School District to consider using Youth Frontiers, a Minnesota non- profit, or another organization of its choosing, to address racism and diversity in annual assemblies or retreats at Mounds View and Irondale High Schools. Encourage the School District to establish it's own, or participate in an existing, Annual Human Rights Art Contest and Human Rights Essay Contest. Encourage the School District to address racism and diversity on its website and note related meetings, press articles, news releases that cover related events. Encourage the School District to ensure that its employees have diversity training. Encourage the School District to participate in programs sponsored by the Minnesota Minority Education Partnership. Work Session Minutes ENCLOSURES: Sample Agenda BACKGROUND Council Meeting Agendas To better manage the agenda, staff would request that individual departments not be listed on the regular City Council meeting agendas and that an "Unfinished and New Business" section be added. This will allow for better agenda management and agenda item placement. Items that are anticipated to have higher levels of public interest and/or outside parties attending could be placed on the agenda first to maximize their time. An example of how the March 8, 2004 could have been structured under this fonnat is attached for your review. Work Session Minutes In the past, the Deputy Clerk has taken minutes for Council Work Sessions. With the restructuring of positions, staff wanted to take the opportunity to evaluate Work Session minutes. In particular, given the fact that I tend to have a fair number of Work Session agenda items, taking minutes at the meeting and compiling them after the meeting presents a challenge. In addition, the Council on various occasions has had discussions on the level of detail preferred for Work Session minutes. Internally generated minutes are generally not as detailed as those provided by a recording secretary. If the Council would like to have a recording secretary take minutes for the Work Session, it would cost approximately $300 per Work Session, or $3,600 annually. This assumes a 4.5 hour meeting.
