Johnson, Assistant City Adnrinistrator~(?~ SUBJECT: Appoinlment ofRoxane Smith as Finance Director/Treasurer BACKGROUND The position of Chief Financial Officer/Treasurer became vaeant when Murtuza Siddiqui accepted a position with Metropolitan State University in August. The City received seven applications for the open position. Four candidates were selected to participate in the first round interviews. The first round of interviews was conducted by the City Administrator, Community Development Director, Roseville Assistant Finance Director and the Assistant City Administrator. After reviewing the four candidates, City staff elected to pursue two candidates. The top two candidates were asked to participate in a personnel assessment session with a certified psychologist. The intent of the personnel assessment was to determine the candidate's abilities, attitudes, and personality characteristics as it relates to the Finance Director/Treasurer position. On September 12th, one of the finalists requested that her name be pulled from consideration for the Finance Director/Treasurer position. The second rounds of interviews were conducted on September 29th. The interview panel included City Councilmember Brenda Holden, City Councilmember David Grant, City Administrator Michelle Wolfe, and Mark Ruff from Ehlers & Associates. DISCUSSION The recommended candidate is Ms. Roxane Smith. Ms. Smith has a Bachelor's Degree from Bemidji State University in accounting. She also is a certified CPA and a member of the GFOA. She is currently employed by the State of Minnesota as a Principal Auditor for the Department of Agriculture. In that capacity she is responsible for internal/external auditing and budgeting for the Minnesota Department of Agriculture. (Application materials pertaining to Ms. Roxane Smith were previously provided to the City Council.) Prior to her work with the State of Minnesota, Ms. Smith worked for the City of Columbia Heights as the Assistant Finance Director. At Columbia Heights, she was responsible for Ms. Smith has also worked as for the Met Council and the City of Indio, CA, as an accountant. She has a solid background in the finance and accounting field and has indicated a strong interest in this position with the City of Arden Hills. City staff is in the process of completing reference checks for Ms Smith, at this time the City has completed two background checks and the responses from her previous employers and colleagues have been vcry favorable. Page 2 of2 . supervrsmg eight employees and overseeing the accounts payable, payroll, utility billing, accounts receivable, special assessing, TIP, debt management, and capital assets for the City. RECOMMENDATION Motion to Approve the Appointment of Roxane Smith as the City's Finance DirectorlTreasurer at a starting salary of$70,075 (Step 3).. Appointment is pending the successful completion of reference and background checks. . .
