PTRC Park Tour
The PTRC is in the process of compiling funding mechanism recommendations for parks and
trails expenditures to bring back to City Council for discussion at a future work session. The
committee has scheduled a parks tour for today's work session in order to visit current and/or
future park/trail projects within the community identified in the recently approved strategies for
parks, trails, and community building. The tour is scheduled for 5:00 p.m. and will depart by
5:10 p.m. from City Hall. We will be utilizing a school bus for the tour. Please be prompt as we
have numerous scheduled stops.

Backqround
In an effort to continue moving things forward regarding the TCMP purchase, Staff would like
to continue discussions 01 the Framework Vision and would like to provide Council with a public
financing refresher.
Discussion
Attached are the recent comments from the previous work session in which Council discussed
the Framework Vision_ Staff intends to maintain a running log of Council comments, questions
and concerns relating to the Framework Vision.
Also, staff from Ehlers and Mr_ Steve Bubul from Kennedy and Graven will be present to provide
an overview of public financing options to the Council

Discussion of Proposed "Resolution Stating the City of Arden Hills Council's
Support for Neighbors United to Pass an Operating Levy in School District 621
on November 7, 2006"
At the September 25 City Council meeting, Ms. Denis Fleming of Neighbors United requested
that the City Council consider approval ofthe attached resolution. Council directed that this
request be discussed at a Council Work Session.
The Shoreview City Council adopted a similar resolution. North Oaks has not yet been asked to
support a resolution. The New Brighton Council decided not to take formal action as a Council.
They discussed that if individual Council members support it, then they can write a letter or
voice their personal support to the School Board or Neighbors United. The Mounds View City
Council was asked they did not act on it. The City Administrator informed me that they are
pretty firm about not taking positions on election/political questions that do not directly involve
the City_
ACTION REQUESTED
By consensus Council should direct staff whether or not to place the attached resolution on the
October 30 City Council meeting.

RESOLUTION STATING THE CITY of ARDEN HILLS
COUNCIL'S SUPPORT FOR NEIGHBORS UNITED TO PASS
AN OPERATING LEVY IN SCHOOL DISTRICT 621 ON
NOVEMBER 7, 2006
WHEREAS, the residents of Arden Hills and the other communities comprising
School District 621 recognize the importance of quality public education; and
WHEREAS, the City of Arden Hills recognizes that quality public schools enhance
the quality oflife in the community and promote strong property values; and
WHEREAS, the City Of Arden Hills has a longstanding record of cooperative
programs with School District 621; and
WHEREAS, the School District has demonstrated an outstanding record of high
academic achievement from its students; and
WHEREAS, ilie School District has implemented cost containment efforts in all
available segments; and

WHEREAS, the School Board has voted to place an operating levy on the November
7,2006 ballot; and
WHEREAS, Neighbors United, a volunteer group of residents is working to pass the
levy.
NOW, THEREFORE, BE IT RESOLVED that I, Beverly Aplikowski, on behalf of
the Arden Hills City Council, do hereby endorse and support Neighbors United efforts to
pass an operating levy on November 7, 2006.

Goose Removal Discussion

Canada Geese in the Metro area have grown dramatically in numbers due to abundant habitat,
long life span, high reproductive rates and low mortality from hunting and predation_ They dine
on the short grasses in parks, lawns and golf courses, leaving behind unwanted evidence of
their presence.
Over the past several years, residents have complained about geese, as well as wild turkeys,
deer, and even moles destroying vegetation, fouling the area, causing property damage and
even becoming aggressive at times.
Discussion
There are a number of ways in which to deal with unwanted wildlife; geese in particular; none of
which are 100% effective, always socially acceptable, or without cost.
Hunting is the most effective method of population control. However, when proposing any type
of hunting within a city's limits, there are a number of associated inherent risks. Most often,
hunting is left as a last-resort type of solution.
The DNR has a number of non-lethal management techniques including installing barrier
fences, scare-tape (Le., a shiny ribbon of red and silver mylar), energized fences, hazing
(chasing them from your property), and landscaping.
There are also a number of companies that provide trapping and relocation services, usually at
a significant cost.
The City has, at times, been asked to assist in dealing with these wildlife nuisances.
