Roll Call , Present Mayor Crepeau, Councilmen Olmen, Hollenhorst, Henderson and Herrick . Absent: None Also Present: Clerk Administrator Lorraine Stromquist, Treasul'.ell' Richard O'Kelly, Attorney VIncent P. Courtney and Engineer Donald Christoffersen Approval of Minutes The Minutes of the Regular Counci I Meeting of October II, 1971 were approved as amended. Ramsey County Open Space Pro~ram Mr. Kenneth Simons, County Architect for the Open Space Program, appeared before the Council. He detal led the proposed county plan as it. relates to Arden Hi lis, showed proposed open spaces 'on a map, and discussed county procedures involved for the land acquisition. He requested that the Village cOnfer with the county' before granting app rova I to future deve lopments I f county open space Is i nvo I ved. After discussIon, motion was made by Herrick, seconded by !tenderson, that the county wet land plan for the proposed Rainbow Hi lis Addition be approved as submitted by Mr. Simons; motion carrIed unanimously. Mr. Simons further reported that Ramsey County Is Interested In acquiring the entire wetland corridor from Lake Johanna to Round Lake. V; Ilage officials described various wetlands In the Vlllage,)fhlch would be deslra.ble for .open spaces. The Council agreed Informally to such areas, asked ~r. Simons to prepare a map' and legal de$~rlptlons of such properties to enable the Councl I to take action on the matter. Mr. Simons said he forsees possible pollution problems if a vehicle maintenance project is bul It on the T.C.A. property bordering Lex- Ington Avenue as proposed with Case No. 71-39. Councl I members were invited by Ramsey County to toor the properties that the county is Interested In acquiring. The tour will be Saturday, November 6. . North Suburban Day Activity Center Dr. Dewey Force, representing the ActiVity Center, reviewed the program which provides activities for mentally retarded children In this area. The program center is loeated In Rosevllle. One-half of the cost of the program Is paid by the welfare department; the school districts provIde transportation. The parents of the chIldren who attend the activity pay a portion of its cost and the participating VI 'lage governments are asked to pay it part of the program. Arden HI lIs was asked to pay $362.40. Councilman Herrick reported that the Arden Hills Parks and ~ecreatlon Committee recommended that Arden Hills participate In the project. Motion was made by Herrick, seconded by Olmen, that Arden Hills parti- cipate In the program and pay $362.40 for such services; motion carried unanimously. '. Council Minutes -2- Oct. 25, 1971 REPORT OF ATTORNEY VINCENT P. COURTNEY Amendment to Liquor Ordinance Attorney Courtney read the proposed ordinance in Its final form. Motion was made by Hollenhorst, seconded by Olmen, that an ORDINANCE AMENDING ORDINANCE NOS. 92 AND 101, RELATING TO THE HOURS OF SALE AND CONSUMPTION OF INTOXICATING LIQUORS be given a final reading and be adopted as read; motion carried unanimously. Courtney to write ill letter regarding the matter to be sent to our insurance company to turn the matter over to Northdale Construction Co. . 2rey Fox Road and Dunlap Street Attorney Courtney reported that he Is waiting for a property abstract whi.ch relates to the street dedication. "ayor Crepeau asked that the information be sent to him upon Its receipt. REPORT OF ENGINEER DONALD LUND (presented by Engineer Donald Christoffersen) Chills. Pe rry Park Engineer Christoffersen showed the Council the pIctures taken of Chas. Perry Park prior to any construction by Belair Construction Co. The pictures were dated and labeled on the ba~k. The Enginee~ was directed to spot the photos on a map and send map and pictures to Attorney Courtney. Chas. Perry Park, Change Order No. I Motion waS made by Herrick, seconded by Henderson, that Change Order No. I in the amount of $9,052.00 for additional excavation to the Belair Construction CQmpuny contract for Chas. Perry Park Improvement be approved; motion carried unanimously. Basis for Assessments Engineer Christoffersen reviewed the assessment rolls for Water Improve- ments 70-1 and 71-1, and Sewer Improvement 16, showing how assessments were figured. Details wi II be presented at the pUblic hearing on November 8. Drainage Complaint Councilman Hollenhorst reported a complaint received from ~r. Norman Bakken that Little Lake Johanna appears unduly polluted and that possibly detergent wastes are coming in from Rosevllle thru their culvert into the lake. The Village of Rosev!1 ie, thru their own test- Ing, feit that they are not causing pollution of the lake. Councilman Hollenhorst stated he would contact the State Pollution Control Dept. on October 26, and then o~der further testing of the water. . Glenpaul Road Drainage Counci Iman Olmen reported that Banister Engineering Co. was asked to prepare cost estimates and to study feaslbl I Ity of a drainage project for the Glenpaul Road area. The Engineer Is breaking down costs Into an east project anq a west project. The project could be done yet this fali, but rastoration projects would probably be done next sprlng. . :~ Counci I Minutes -3- Oct. 25, 1971 REPORT OF COUNCilMAN HOLLENHORST - Planning and Zoning Planning Commission Public Hearln~5 Councilman Hottenhorst reminded the Council of publie heari~gs before the Planning Commission on November 4 for proposels for McGuire's and Llndey's, and for Little Crow proposed plat. Mr. Hotlennorst reported that he wi I I be out of town the week of November I, but wll I ask Chairman McGough to get a Planning CommIssion member to report hearing results to the Council. . REPORT OF COUNCILMAN HENDERSON - FInance and MunIcipal Lends & 81dgs. State Ta..:Bill and Vlllalle Budqet, Resolul'lon No. 71-51 Councilman Henderson reported briefly on details and progress of ttle state tax bill. He said the Village mill rate would i~crease about 9 mills If the budget is certified as presented October II, but the school district and the county rate should decrease leaving residents in Arden Hi I Is an overall decrease in property taxes. Mr. Henderson suggested that the Village rate be cut by effecting the following reductions: :t,~ I. Deduct $20,000 from Municipal lands and Buildings fund levy. V! Ilage Hall and Maintenance Bui Iding 197\ Improve- ment WOuld then be paid off over a longer time period. Deduct $30,000 from Public Works Reserve fund levy. Deduct $7,500 from Parks and Recreation budget for 'the Chas. Perry Park Improvement. Reduce levy for Public Works Reserve fund by $30,000. 3. Reduce General Fund levy by $7,500, taking $7,500 off Account No. 5400, Parks and Recr~ation, leaving $33,000 in the account. ..., . REPORT OF COUNCilMAN OLMEN _ Public Works lift Stations 3 and 4 Mr. Olmen reported on informal bids for equiplng 11ft stations 3 and 4 with mechanical seals as follows: Barso Construction Co. Co. $3,600 $2,400 $1,280 Council Minutes -4- Oct. 25, 1971 Motion was made by Olmen, $econded by Hollenhorst, that Council con- cur with recommendations of the Public Works Committee and award the bid to Trl-State Drilling and Equipment Co. In the amount of $1,280; motion carried unanimously. Telemeter System Motion was made by Dlmen, Seconded by HOllenhorst, that Gopher Electric Contractors be authorized to make additions to the Village telemeter system In accordance with conditions of their bid of Aug. 5, 1911, at a cost not to exceed $1,591.00; motion carried unanimOUSly. Public Works Foreman . Counci Iman Olmen reported that the Public Works Dept. Is stili In need of a working foreman, and that Village employee Mr. Wayne Brunette has agreed to perform the job on a trial basis. Public Works Employee Motion was made by Olmen, seconded by Hollenhorst, that Mr. Michael McKinney be employed as a fulltime employee of the Public Works Maintenance Dept. at the regular union rate; motion carried unanimously. REPORT OF COUNCILMAN RONALD HERRICK, Parks and Qecreatlon, Human Rights and Ordinance Review Procedure Regarding Assessments on Ramsey County Property Mr. Herrick asked Clerk Administrator to review recent resolutIons passed by Rasevl lie, In particular, and by New BrIghton and to draw up a similar resolution for Arden Hills Council consideration. . Recreational Areas, Rainbow Hills Mr. Herrick reported that RaInbow Hills Developer Donald Partr.ldge . attended the October 19, 1~71 meeting of the Parks and Recreation' CommITtee and discussed the proposed recreatIonal areas within the development with the Committee. He reported that Mr. Partridge expressed a desire to do somethIng l~ the area of park lands and development for the Village as a whole and 'aId he would consider buildIng tennis courts on adjacent Chas. Perry Park. Mr. Partridge said that the townhouses and condominiums association may want to control the planned recreational areas within the development. Mr. HerriCk said Developer PartrIdge expressed an Interest In pur'- chasing an additional 6 acre tract on which to build storage units for boats, trai lers, etc. Some members of the Committee felt that the storage of such sportlnp equipment might be areal problem .for the area and should be studied. Councilman Herrick presented the following suggestions from the Parks and Recreation Committee minutes of October 19, 1971:' I. The Committee wants recreatIon areas within Rainbow Hills organized and developed ~s the project development phases are completed. 2. The Parks and Recreation Committee felt that the Planning CommIssIon should watch closely to see that, as the develop- ment progresses, the natural marsh land (other than those In the County Open Space Plan) are not destroyed. Mr. Herrick further detal led thoughts of the Parks and Recreation Committee, stating that the 6 acre pond drainage area should be left natural. The Committee felt that we should have a written state- ment from the developer agreeing to this provision. The Committee also felt that the pond behind Valentine Hills Elementary School should be left natural. Councilman Hollenhorst said that present plans present the pond as an Improved area suitable for skating activities. Councilman Herrick recommended that the Village approve the proposed Joint Powers AQreOlOent - CommllOii'v One, Inc., and reported that sufficient funds are budgeted in the Parks and Recreation in 1972 to pay the amount. The money will be spent to employ a director. Such approval wi I I not obligate Arden HI lis to the Agreement unless all six partIcipating parties agree to the arhangement. Motion was made by Herrick, seconded by Henderson, that Mayor Crepeau execute the joint powers document; motion carried unanimously. REPORT OF MAYOR HENRY J. CREPEAU, JR. - General Government and' Pub I I c Safety ~ Leqlslatlve Study Committee Members Mayor Crepaaureported that assignments to serve on the 197:3 Legis- lative Study Committees of the Metro League of Municipalities will be made at the next Council meeting. Fire Marsha II Mayor Crepeau reported that the Public Safety Committee recommends that a Fire Marshall be employed on a part-tIme basis In 1972, and that $900 has been budgeted for that purpose; adoption of a fire code would be necessary. Councilman Herrick asked that opinions of Shorevlew and North Oaks be obtained before acting on the matter. Clerk Administrator to contact Shorevlew and North Oaks on the matter. Reference material on the subject was filed by Mayor Crepeau with Clerk Administrator. Liquor License Request Council directed Clerk Administrator to write to applicant advising that the land plat described Is not zoned to allow a liquor establish- ment and also that the Council feels that the three existing off sale liquor licenses are sufficient for the Village's population of 4,975. Police Department Emplovee Mayor Crepeau reported that the VI Ilage will lose one of Its full-time pollee officers November 15, or December I. He Is to be married and wi II be moving away. Civil Defense Volunteers Motion was made by Herrick, seconded by Olmen, that the following Civil Defense members of the Village of Shorevlew be appointed as special Civil Defense Deputies to work for Mounds View High School and that they are not to be armed: . Council Minutes -6- Oct. 25, 1971 REPORT OF CLERK ADMINISTRATOR LORRAINE STROMQUIST Special C~~Mgeting Mayor Crepeau scheduled a special Council meeting at 7:30 p.m., if~ Thursday, November 4, to certify Village election results. Council- man Hollenhorst reported he wi II be unable to attend. Census Report . Clerk AdmInistrator reported details of a study by the administrative office and listed areas where discrepancies In the 1970 federal cen- sus may exist. The Council directed that the matter be pursued and also that Mrs. Stromquist cai' the Census Bureau at Washington, D.C. on Tuesday to find out why we have not yet received an answer.to our letter requesting requirements for ordering a new 1971 census. Octobe r Pay ro I t Motion was made by Herrick, seconded by Hollenhorst, that the October payroll be approved pending clarification of the $500 vacation benefit paid to former Maintenance Supervisor Everett Beecher. If cheek Is found to be. correct, the Council authorized Its payment.
