Approval of ~Inutes The Minutes of the Regular Council meeting of June 28, 1971, and the SpecIal CouncIl meetIng of June 23, 1971, were approved as subm I tte d. W. L. Milton FII I Permit No. 71-4 (Case No. 71-13) Mr. ~Ilton requested-an-~m6d1ate-permlt to allow hIm to fill hIs property, as per plans submitted with Case NG. 71-4, explaInIng that a defInite hardshIp wi I r result if he has to wait untIl after the August 3, 1911, PlannIng Commission meeting. The fll I is available now and may not~be avaIlable at the later date. Mr. Milton presented signatures of several neIghbors who approved of the fill project. He stated that his neighbor, ~r. Chvestulk, pave him oral approval of the project. The Planning CommIssIon recommendatIon of July 6 was reviewed by J. Hollenhorst. Engineer Lund reviewed his report, dated July 12, 1971. After consIderable discussion of the matter, motion was made by J. Hollenhorst, seconded by S. Olmen, that Permit 71-4 be approyed to allow 1,000 cubIc yards of fIll on ~r. MIlton's property, In accordance with plans submitted with Case No. 71-13, subject to the fol lowing conditions: I. The signatures indicating neighbors' approval.to--b.Ei filed wIth the Clerk AdminIstrator. . 2. The permit to be limited to allow a maxImum of 1,000 cubic yards of fill. 3. Mr. Milton is to assume the responsibility for the drainage of the area, with culverts to be Installed by September I, 1971. 4. The fill permit issued in no way commIts the CouncIl to approve subsequent permits for apartment constructIon or any other proposed developments. Motion carried unanimously. . REPORT OF VILLAGE ATTORNEY VINCENT P. COURTNEY (absent) REPORT OF ENGINEER DONALD LUND Sanitary Sewer 12-13 Motion was made by S. Olman, seconded by J. Selvog, 3628 North Snelling Avenue, was referred to Engineer Lund for study. Mrs. Stromquist was asked to contact the Johnstons to see if they are also interested In the proposed water line extension. Water Improvement 68-2, 68-3 Comple~ Engineer Lund reported that Northern 'Contractln9 Co. has a repair crew at work cleaning up unfinished work. He further reported that Northdale has not been workIng, but that they plan to meet with Bob Glasco of the BanIster office and Supervisor Beecher and then complete the work on the project. ~ REPORT OF COUNCILMAN HOLLENHORST - Plannl~g & Zoning Case No. 71-5, Pllorlm House - Speclai Use Permit Motion was made by J. Hollenhorst, seconded by E. G. Case No. 71-18, Professional PI~nnlng Service Motion was made by J. Hollenhorst, seconded by E. G. Henderson, that Midwest Planning & Research, Inc. be retained as VIllage Plannlnq Consul'tant for the remainder of the calendar year 1971, I n accordance wJ th the I r p.roposa I to the Cound I, dated May 7, 1971; motion carried unanimously. REPORT OF COUNCILMAN E. GRAY HENDERSON - FInance and Municipal Lands and Buildings '.'.. Elvlew Construction Claim Motion was made by E. G.Henderson, seconded by.J. Hollenhorst, that the Elvlew Construction Co.'s request for Payment No.3, In the amount of $12,792.61, be approved; motion carried unanimously. Northwestern Bell Telephone Co. - Bate Increase E. G. Henderson reported that he attended the first session of a hearing before the Municipal Commission concerning Northwestern Bell Telephone Co.'s request for a rate Increase. The hearing Is beIng continued for several weeks; It will then be studied and more meetings will be held In August. E. G. Henderson will attempt to attend future meetlnps on the matter when necessary. . REPORT OF COUNCILMAN OlMEN - Public Works Public Works Protects S. Olmen reviewed the below listed projects, detailed In Engineer Lund's report, dated ~ay 24, 1971: Patching and Sealcoatlng Village Streets Edgewater Avenue BItumInous Overlay Oak Avenue Bituminous Overlay New Brighton Road Storm Sewer MaIntenance Building and Village Hall Parking Lot $ 43,000 1,775 1,187 11,500 7,000 S. Olmen stated that there Is $12,000 In the 1971 budget to apply toward the above projects. After discussion, motion was made by S. Olmen, seconded by J. Hollenhorst, that the Village advertise for bids; each project to be bid separately; bids to be opened by Clerk Administrator and Engineer on Monday, July 26, 1971, at 10:00 a.m.; motion carried unanimously. Clerk Administrator to provide Council members with copies of Engin- eer Lund's report of ~ay 24, 1971. REPORT OF COUNCIL~AN HERRICK - Parks and Recreation, Human Rights and Ordinance R~vlew . Chas. Perry Park Plans R. HerrIck asked Engineer Lund about the status of Chas. Perry Park plans. Engineer Lund reported that his office is continuing to work on the plans, but that they need some further Instructions from the Parks and Recreation Committee. Engineer Lund was asked to con- tact Committee members by phone. ' Arden Hills North American Indl~n Cultural Workshop R. Herrick remInded the Council and all others who mlpht be Interested of the Indian Cultural Week, July 12-16, sponsored by ou~ Human Rights Commission and Bethel College. He urged attendance particularly to the Pow Wow to be held on Friday, July 16. REPORT OF MAYOR HENRY J. CREPEAU, JR. - General Government and Pub II c Safety Snelllno Avenue Service Road Motion was made by S. Olmen, seconded by R. Herrick, that Resolution No. 7/-1./ requesting Ramsey County to close one end of the Snelling Avenue service road be approved. Motion carried unanimously. 1972 Metro Sewer Board8udQet Mayor Crepeau appointed E. G. Henderson to attend an Informational meeting relating to the 1972 Sewer Board Budget and allocation of municipal sewer charges. The meeting wi II be held Wednesday, July 14, 1971, at 9:00 a.m. at the Brooklyn Center City Hall. Lake Contro I Mayor Crepeau reported that he and Lt. Sexton attended a meetln" sponsored by the R.C.L.M. on the question of who controls the lakes In Ramsey County. A future hearing will be held by the Minn. Dept. of Natural Resources to make the determination of control responsibilities. Roger Moberg volunteered to attend the hearing If the Council needed his service. Village Council and Mr. Moberg to be notifIed by Clerk Administrator as soon as hearing date has been set. REPORT OF CLERK ADMINISTRATOR STROMQUIST . Blue Cross-Mil Rate Increase A letter, dated July 2, 1971, from Blue Cross-Mil, detaIling 8 rate Increase In group health Insurance was reviewed by L. Stromquist. The two-year Insurance agreement between Blue Cross-Mil and Arden Hills expires July 30, 1971. The Council agreed to continue the the Insurance coverage at the increased rate on a month to month basis, pending a study and review by the VIllage Finance Committee. Monthly Claims Payment Date L. Stromquist recommended that the monthly date for Council approval of Vii lage claims be changed from the last Monday of the month to the second Monday of the month to expedite accounting detail. The Council agreed to the proposed change. -3- .'- . . Minutes of Re~ular Council Meet!n" -4- July 12. 1971 Frontage Road, North of Hlghway~ The Council asked Clerk Administrator StromQuist to notify the residents abutting the frontape road on Hlphway 10, north of Highway 96, of the State Highway Department proposal to eliminate the connection to fllphway 10 on the south end In 1972.
