J. Crepeau, Jr., Councilmen S. Olmen~ J. Hollenhorst, E. G. Henderson and R. Herrick. Absent - None. -. Also Present - Clerk Administrator L. Stromquist, Attorney V. Courtney, Engineers D. Lund and D. thrlstoffersen, Maintenance Super- visor E. Beecher and Assistant Clerk O. Zehm. Approval of Minutes The Minutes of the Regular Council ~leeting of April 12, '1971, were approved as presented. BUSINESS FROM THE FLOOR Mr. Norman K. Bakken, 3203 Shorewood Driv~ advised the Council that he has granted permission to several young boys to fish from his property In the channel between Little Lake Johanna and Lake Johanna, but the traffic is wearing the soc, and his property is rapidly failing away Into the water. Mr. Bakken suggested, as a partial solution to giving the boys access to the fish and to preserving his property, that the center section of the bridge, on both sides, be lowered, and that the boys be allowed to fish from the bridge. After discussion, L. Stromquist was requested by the Council to deter- mine who controls the bridge and to Inquire about the possibility of lowering the center section. Mr. Joseph Kahnke, 1541 Edqewater Aven!!.!., advised the Council that ' Lake Johanna Is rapidly becoming plugged with vegetation as the result of the constant dumping, by Village residents, of leaves and grass cl ippings in the swamp areas, which drain Into the lake. Mr. Kahnke suggested that the Village purchase some land away from water for residents to compost leaves and grass. After discussion, the Council authorized additional "No Dumping" signs to be posted on the swamp area at Edgewater Avenue, concentrated pollee patrol of the area and the issuance of citations to violators. REPORT OF VILLAGE ATTORNEY VINCENT P. COURTNEY -- Red Fox Road AcceQtance as a VI Ilaqe Road Attorney Courtney reviewed his letter to the CouncIl, dated April 26, 1971, re the acceptance of Red Fox Road as a VI I lage road; advising the Counci I that he sent a copy of the letter to Attorney Popovich. Based on Engineer D. Lund's statement that the road is acceptable and usable as a Vii lage road, and obtaining verification that the County has paid Its portion of the cost of construction, Attorney Courtney advised the Counci I that, in his opinion, acceptance of Red Fox Road presents no problems for the Village. After discussion, the Council accepted and designated Red Fox Road as a Village road, from Lexington Avenue to Highway 51; subject to verifica- tion from Ramsey County that It has paid its share of the road In accor- dance with the 8-69 agreement. I MinuTe, of Council Moetlng Page two April 26, 1971 Soo Line Rai Iroad Spur Track Crossln~ of Red Fox Roa~ ATtorney Courtney reviewed his leTter, dated April 26, 1971, re the Soo Line Crossing of Red Fox Road, and advised the Council that since the Village has very I ittle informaTion re the crossing, various cost and safety areas should be investigated, such as maintenance of the crossing, details of construction of the crossing, proposed traffic Information, proposed signals etc.; advising that eventually the Village and Railroad should participaTe in an agreement. At the request of the developer, Attorney Courtney stated that he prepared a Hletter of intent" to the developer from Arden Hills, which states that the Vii lage Is generally agreeable to the crossing. AfTer Attorney Courtney read the draft of the letter, J. Hollenhorst . moved that the letter, as read, be sent to the developer; seconded by S. Olmen. The motion carried unanimously. . International PaRer Company - Land Strip Purchase Attorney Courtney advised the Council that he contacted the attorney for International Paper Company re the proposed Arden Hills purchase of a thirty (30) foot strip of land, as requested by the Council; reporting that the Village request has been forwarded to International Paper Company's eastern office, from which he is waiting for a reply. REPORT OF VILLAGE ENGINEER DONALD LUND Grey Fox Road and Dunlap Street Engineer Lund advised the Council of the damaged surfaces of Grey Fox Road and Dunlap Street In the Industrial Park, advising that warning lights were installed by the Public Works Department, In an effort to prevent accidents. He stated that the Improvement Involved approxImately 1800 linear feet of 9-ton roadway, 44 feet wide, ~o be reconstructed from the frontage road along 1-35W to approximately 200 feet beyond the most southerly entrance to the Minneapolis Hide and Tallow Company; including concrete curb and gutter along both sides and stoom sewer to carry the drainage from adjacent properties. The total cost of construction, Including road, storm sewer, sodding, seeding and contIngencies Is esti- mated at $107,500.00. . The Council requested L. County Road E ., Sne III 'l9 Avenue Pre-construct i on Meet i n~ Engl~eerLu"d'~dvised the Council that he and Mayor Crepeau attended a pre-construction meeting at the Ramsey County Highway Department garage on Apri I 22, re the County Road E and Snel ling Avenue road reconstruction. Mr. Lund distributed copies of a report he prepared re the meeting, ex- plaining that the LexingTon Avenue-County Road E Intersection has been given top construction priority, but due to the necessity of moving a gas main and telephone cable, there will be a delay; a four-way stop will be provIded as soon as possible, and construction will be coordin- ated to mainTain one lane of traffic and access~o al I businesses along County Road E at all times; access to the residences, at al I times, can- not be provided. Lexlnqton Avenue Propo~ed Reconstruction Engineer Lund advised that preliminary plans have not been completed for the improvement of Lexington Avenue north of County Road E; but, when completed, will be presented to Arden Hills for consideration befo~e final plans are prepared. He said that, to date, provisions for pedestrian traffic to the new Y.M.C.A. along Lexington Avenue have not been prov i ded. . A request to the County to ~speed up" the proposed Lexington Avenue improvement, was suggested by R. Herrick. He said he felt that the traffic, both vehicular and pedestrian, to the new YMCA, could put the' Lexington Avenue improvement into a ~~igh priority" status. Floral Drive - Municipal Water Petition Status Mr. Robert Anderson, 1357 Floral Drive, read a letter from Mr. James Johnson, owner of a plat consisting of approximately 15 lots, abutting Floral Drive, stating that he Is in favor of the extension of municipal water to the Floral Drive area. Clerk Administrator Stromquist read a petition to the Council, presented by Mr. Bruce Todd, 4136 Norma Circle, expressing opposition to the extension of water lines to Floral Drive and the north Hamllne,area. After consideration of the letter from Mr. Johnson and the two petitions re the extension of municipal water to Floral Drive, Engineer Lund determined that well over 35% of tho property owners to be affected~ have requested that the water line be extended to the Floral Drive area. J. Hollenhorst moved that the Council authorize Engineer D. Lund to prepare a feasibility report for the Floral Drive water improvement for Council consideration at the next regular CouncIl meeting on May 10, 1971; seconded by R. Herrick. The motion carried unanimously. R. Herrick moved that a Public Hearing be scheduled on May 24, 1971, at 8:00 p.m. at the Vi Ilage Hal I, to consider the floral Drive Water improvement; seconded by J. Hollenhorst. Motion carried unanimously. Floral Drive Street Improvement Peti~ Engineer Lund read a petition to the Council, presented by,Mr;' Bruce Todd, 4136 Norm& Circle, requesting that the Floral Drive area streets (Floral Drive, Gale Circle, James Circle and Norma Circle) be put back in the condition they were in prior to the sewer improvement. Engineer Lund advised the Council that McDonald Construction Company will repair these streets as soon as possible; they are presently working on the Old Highway 10 portion of the Sewer 12-13 Improvement. . Mayor Crepeau advised the Council of several complaints he has re- ceived re possible pollution of Little Lake Johanna from the Village of Rosevi lie to i"he south. He reported "that the matter has been re- ferred to the Police Department and Public Heaith Officer to Investi- gate. Officer Melban Fish - ApQroval of Pa~ Schedula J. Hol lenhorst moved that the Council approve the pay schedule for Officer Melban Fish in the amount of $5.16 per hour, commencing AprIl 5, 1971; ~econded by S. Olmen. Motion carried unanimously. . E2lice Department_Award Mayor Crepeau advised the Council that he, ?ubllc Safety Committee Chairman Reppel and Pol lea Lieutenant Sexton will attend a Safety Counci I dinner on Tuesday, May 4, 1971, at which the Arden Hills Police Department will receive a tra~flc award. REPORT OF CLERK ADMINISiRATOR LORRAiNE STROMQUIST Floral Drive Petitions (See Engineer's Repor~) Memorial Day Para~e and Community Pot Luck Lunch Clerk Administrator L. Stromquist advised the Council of a request by Arden Hills Jaycee, Wi Iliam Benzick, to publicize and invite community participation in a Memorial Day Parade and Pot Luck Lunch on Monday, May 31st. The parade wi II be sponsored by the local units of the VFW and Jaycees and wit I start at the Lake Johanna Ele~entary School at .10:00 a.m. and proceed along Lake Johanna Boulevard to Tony Schmidt Park. After the parade, a)' about I I :30 a.m., the PTA's of Lake Johanna and Valentine Hills Schools wi II Join the VFW and Jaycees in sponsoring a P~' Luck lunch at the park to which the community residents are Invited. The Council requested L. Stromquist to advise the Police Department and newspapers of the Memorial Day program. Claims After review, S. Olmen mo~ed seconded by E. G.
