Approval of Minutes
The Minutes of the Regular Council meeting of Monday, December 28,
1971, were approved as amended.
Vlllelle Hall and Halntenance BulldlnCl Addit-1o~s
Mr. Tom Horty, Horty-Elvlng and Associates, requested that the
Council establish a bld-openi~g date and requested Information
to be Inserted in the confract documents.
After discussion, it wes moved by Councilman Henderson that the
Council authorize Mr. Horty to prepare the contract for bidding
purposes; contract to Include the requirement of a single contract,
a 10% alternate bid bond or certified check, liquidated damages
clause In the amount of $100.00 per day If construction Is not
completed within six (6) months from the'date the contract I~
awarded; authorizing bids to be opened at 2:00 p.m. on Thursday,
February 4, 1971, at the Village Hal I by Architect Tom Horty and
Clerk Administrator Lorraine StromQuist; bids to be ~onsldered by ~
the Council at the Council meetIng on Monday, February 6, 1971.

Councilman Hollenhorst moved that AN ORDINANCE REGULATING CONSTRUCTION,
PLACEMENT AND OPERATION OF PRIVATElY OWNED SWIMMING POOLS W THE
VIL(AGE OF ARDEN HILLS, COUNTY OF RA~SEY, STATE OF MINNESOTA, ~e
Introduced by title; seconded by Councilman !lerrlck. Motion carried
unanimously.
Clerk Administrator Stromquist was requested to provide copies of
Attorney Courtney's letter, dated January II, 191" for all councIl-
men and the Planning Comm<i<sslon; requesting thet the Planning
Commission, Planner Richard Shetler and Clerk Administrator work
cooperatively In determining the Information requested in the letter.

Zonlnp Amendment Proposal
Councilman Hollenhorst advised the Council of a certain business
Interested in locating In an Industrially zoned area of the
Village with a small part of the operation to be retail. He said
that Ordinance No. i38, recently adopted, omits retail sales as
a permitted accessory use in l-I zoning.
Atter discussion, Councilman Hollenhorst moved that Attorney. .
Courtn~y be ~uthorlzed to prepare a. letter to the ptitential d~veloPer,
to be signed by the Mayor, and to prepare an amendment to the
Zoning Ordinance, including "retail sales" as a permitted accessory
use In L-l zoning; seconded by Councilman Henderson. Motion carried
unanimously.
Attorney Courtney was fequested to prepare the letter as soon as
possible, and to subm.lt his draft of the ordinance amendment for
Planning Commission consideratIon on Thursday, January 21, 1971.
REPORT OF VILLAGE ENCINEER DONALD LUND
fronta~e Road Maintenance Request - 'llnnesota Hiahway Department
Engineer Lund presented a request from th~Mlnnesota Highway Depart-
ment that Arden Hills agree to maintain the service road along the
west side of Highway 1110, north of Highway 1196 to the trailer park;
maintenance to Include snow plowin~, weed cutting and minor toad
repairs; the Highway Department to continue to do major surfacinp and
major repairs.
The Counci I referred the matter to the PublIc Works Committee for
Its recommendations regarding the VI I iage-proposed cul-de-sac and
the maintenance agreement requested by the Highway Department.
Sanitary Sewer Improvement No. 14, Pendlna Easements
Engineer Lund advised the Council that an easement probiem has
prevented the completion of Sanitary Sewer Improvement No. i4.
After discussion, Councilman Herrick was reauested to discuss the
easement problem with the property owners Involved; advising that
I f the requl red easements.cannot be obtained, the sewer J Ine wll J
not be extended.
Gideo Construction Compeny, Est. No.2, Sanitary Sewer Improvement
No. 15.

Engineer Donald Lund presented Estimate No.2, Sanitary Sewer
Improvement No. 15, Gideo Construction Company, recommending payment,
subject to verification that all material suppliers have be~n paid.
It was moved by Councilman Herrick that Gideo Construction Company,
Estimate No.2, Sanitary Sewer Improvement No. i5, be pl:ild, in the
amount of $2,133.00, subject to verification by Clerk Adminfstrator
Stromquist that all material suppliers have been paid; seconded by
Councilman Henderson. Motion carried unanimously.
Engineer Lund was requested to provide list of suppliers to Clerk
Administrator.
REPORT OF COUNCiLMAN JOHN HOLLENHORST ~ Planning and Zoning
Case No. 70-44, Solid Waste Disposal Ordinance.
Councilman Hollenhorst advised that the Planning Commission re90mmends
that Arden Hills adopt an ordinance joining Ramsey County in a Joint
solid waste management program; establish a review procedure and
repeal Sectlons 2 through 6 of Village Ordinance No. 91.
The Council tabled any action on the proposed ordinance until the
recommendations from the Ord mance Review Committee are presented.

Case No. 10-50, Proposed Dlspo~able Container Ordinance.
Councilman Hollenhorst advised that the Planning Commission does not
recommend an ordinance of this type on the Village level, but rather
on a metro or state level.
Council action was deferred until the recommendations of the
Ordinance Review Committee and the Arden HI lis Jaycees are
avai iable.

Mounds View Skatln~ Rinks
Councilman Herrlc'k reported that both Mounds View rinks are now
In operation, with good Ice; the warming house has been open since
Saturday; rink attendance has been good.
REPORT OF COUNCILMAN E. GRAY HENDERSON - Finance and Municipal
Land end Buildings
Assessment Prepayment Refund Request
Councilman Henderson explained that Mr. Irving Giere, 4275 North
Hemline Avenue, has requested a refund of his prepayed aSSessment,
Sanitary Sewer Improvement No. 12 & 13, to one-half of the adjusted
assessment.
Councilman Henderson moved that a resolution, attached, be adopted,
refunding $1,074.31 to Mr. Irving Giere; seCOnded by Councilman
Herrick: motion carried unanimously.

Councilman Olmen moved approval of the Lamettl and Sons, Inc. bid
in an amount not to exceed $1,000.00; seconded by Councilman Hollen-
horst. Motion carried unanimously. .

The Council referred Gifts water maintenance letter, dated Dec. 3.1,
1910, to the Public Works Committee for review and re~ommendafion~.

Councilman Cimen advised that two estimates were received for a new
overhead garage door for the maintenance building:
Overhead Uoor Company - $283.00
Crawford Coor Company - $324.00.
Counci Iman Olmen moved approval of the Overhead Door Company bid In
the amount of $283.00; seconeed by Councilman Hollenhorst. ~otlon
carrIed unanimously.

Public Safety

Mayor Crepeau recommended approval of the attached list of Village
Appointments and Employee Salary Schedule for the year 1911. It
was moved by Councilman Hollenhorst and seCOnded by Councilman
Herrick that the V111ape Appointments and Employee Salary Schedule
for 1971 be appr~ved as ~ttached. Motion. carried unanimouSly.

It was moved by Councilman Herrick and seCOnded by Councilman

Christmas Tree PIckup
After discussion, It was determined that the Village will not pick
up Christmas trees this year; trees are to be picked up by the
licensed rubbish haulers.

Pay ro II Checks
Treasurer Read suggested that the check number be printed on the
check stub the next time checks are ordered.
Roseville State Bank
Treasurer Read suggested that the Rosevllle State Bank checks
start with a new numbering system.
The determination of ~efalls regarding bank fundlnp was referred
to the Clerk Administrator and Treasurer.
REPORT OF CLERK ADMINISTRATOR LORRAINE STRO~QUIST
Lake Johanna Volunteer Fire Department. Firemen's Relief Ass'n
Cker~ Administrator Stromquist advised that a check In the amount of
$13,564.71 has been receIved from the county for the Lake Johanna
Volunteer Fire Department Firemen's Relief Association and that
their audit report signed by the Fire Chief and Secretary has been
filed with the Vilrag~.

CouncIlman Henderson moved that the Council approve the forwarding
of the check to the Lake Johanna Volunteer Fire Department; seconded
by COUncIlman HerrIck. Motion carried unanlmousiy.

Clerk Administrator Stromquist presented the January _ June, 1911
annaul Lake Johanna Volunteer FIre Department contract, and ,a
supp lemental list of Vi llage claims for approval of payment.
It wes moved by Councilman Herrick and seocnded by Councilman Olmen
that the January - June Lake Johanna Volunteer Fire Department
contract In the amount of $6,!05.00 and the Supplemental list of
Vii lage claims be paid as presented and attached. ~otion carried

Boseville State Bank, Corporate Authorization Resolution
CouncIlman Henderson moved adoption of the resolution (attached)
authorizing the Mayor, Acting Mayor, Clerk Administrator, Deputy
Clerk and Treasurer to sign checks for the Village of Arden Hills;
approving two stamped signatures; seconded by Councilman Herrick.
Motion carried unanimously.
Apportionment Resolutions, Sanitary Sewer Improvement 12 & 13, and
Water Improvements 68-2 and 68-3
Clerk Administrator presented Apportionment Resolutions regarding
Sanitary Sewer Improvement 12 & 13 and Water improvements 68-2 and
68-3, recommending approval.
It was moved by CouncIlman Herrick that Apportionment Resolutions
regarding Sanitary Sewer Improvement 12 and 13, and Water Improve-
ments 68-2 and 68-3 be adopted as attached; seconded by Councilman
Olmen. Motion carried unanimously.
MinneapolIs Hide and Tallow Company Letter
Cberk Administrator Stromquist stated that a letter from Minneapolis
Hide and Tallow Company was received, requesting licensing by Arden
Hills when the land annexation Is effected.
The licensing request was referred to the Finand and Ordinance
Review Committees for recommendations to the Council.
