Police Chief Weber and Fire Chief Ehlers reported they iound building at 4703 North Highwap �10 satisfactory for operation oP a liquor store and bar . Motion made by Kennedy, seconded by Crepeau that an On-Sale Intoxicating liquor license be granted to Schreyer, Inc. for location at 4703 North Highway #10, license effect3ve OcEober 27, 1959 through December 31, 1959. Motion passed. Motion made by Kennedy, seconded by Crepeau that Off-3ale Intoxicatin� liquor license be granted to Schreyer, Inc, for location at 4703 North Highway #10, license effective October 27, 1959 through December 31, 1959, subject to approval of the iViinnesota Liquor Gontrol Comwissioner. Motion passed. A requast by Nr. Ganghan for a building permit for a Texaoo filling •sta�ion at commerciel propertg at County ftoad D and Cleveland was reierred to Public Welfare Committee. Dr. Walsh was informed that Connncil has not foi�mulated opinion on swim- ming pool request. Upon motion ty Crepeau, secondad by Kennedy, the attached resolution re: improvement of ,Arden Hills side of Firat Avenue North from 8th Street to Countg koad F was approvad. Niotion passed, pttorney Courtney, informed Idrs. Josephine Kuchinski that if access is taken from her property for the proposed new highway at vicinity of Cleveland,Avenue apd Round Lake that dama�es should be taken &are of in condemnation ppoceedit�gs at time of land acquisition by Iiighway Depart- ment. Upon motion by Kennedy, secondsd by UeLange, preliminary approval was g3ven Highway Layout and Profile 9�, Vicinity of Cleveland pvebue, SP62 84(35W-394). -Motion passed. � Engineer Cariey submitted additional copies of Village road maps for fire depart�ept. Ashbach matter. for ell streets to check 1 � � R E S 0 L U T I 0 N On motion duly made, seconded, and unanimously carried, it was RE50LUF.�, that First Avenue North from Eighth Street to County Road F, which road abuts upon the Village of New Brighton and is located one-half in New Brighton and one-half in Arden Hills, shall be improved by the Village of Arden Hills as far as the portion within Arden Hills is concerned in accord- ance with the procedure proposed by S. J. Arannak and Peul Corporation, co- owners o£ the proposed plat of Shorewood Hills No. 7. Said proposed agreement is that Arden Hills wili cause said road to be • improved at the present time to the extent of grading the portion which is in Arden Hiils. Said grading will be done at reasonable prices and in such a manner as to coordinate the improvement with the developers' proposed plan for Shorewood Hills No. 7. On or immediately prior to the makiqg o£ appli- cation for buildi� permits in Shorewood Hills No. 7, S. J. Krannak and/or � Paul Corporation will reimburse Arden Hills £or the amount thus spent by the Village for grad3ng this portion of First Avenue North. PUBLIC WELFl1RE COMMITTEE: Mr. Donald Roberts and Richard Weber applied for ding permit for cabinet shop at County Road E, 1/4 mile west of Lexington Avenue, bordering Soo-Line #racke. Kennedy reported that business would be factory for i'urniture plua retail outlet so would fall into commerciel classificatiop as land is presently zoned. Motion made by DeLange, seconded by Crepeau that building permit be approved bg Council subject to approval by Y�uilding inepector of detailed building plans and layout. Motion passed. A letter from John Nesky was read requesting that balance of his laqd at rii�hwey 96 and at Highway #10 be zoned sommercial. Matter referred to Public Welfare Committee. PUBLIC SAF'ETY; Proposed uniform county burqing ordinance was referred to Vi ge attorney for study. Ntagor�s Report: �shbach reported appointment of an inPormal committee to study sewer problems for Sewer Improvement �1 and 2 areas. Mayor Ashbach stated he had taken no action to change traditional date of Halloween for the Village of Arden Hills. Mayor psnbach reported he has a meeting with Minneapolis City Engineer in re�ard to lease of Twin Cities qrsenal sewer. Mayor pshbach reported Council should give consideration and study to appointment of a sewer eqgineer for northern portion of Village. Clerk�s Re ort: Upon motion by Stromquist, seconded by Crepeau, applica- tion of Gallag er�s Ser•vice for Gerbage and Rubbish hauling license was approved subject to approval of Villa�e Health officer. Motion passed. A copy of a St. Paul Resolutioq re: Sanitary sewer improvement 1, Pro- jects 1 and 2 was referred to Attorney Courtney. Stromquist reported a complaint received of installation of a pew sign at Highwag #10 aouth of Lakeshore Place whiah is in violation of ordinance� and reported thatihose companies requesting permission to erect signa are •denied the request while others who erect them without permission are not penalized. Motion passed. Stromquist announced that annual Village election will be held December .8, 1959 and that 9ilings close November 24. Officers to be elected are Mayor, one trustee, one justice of the peace and treasurer. Upon motion by Stromquist, seconded by DeLange, the following election boards were approved for coming Vi1].a�e election.
