Gaughan requested and receiged a hearing before the Public Wel- fare Committee to present his request for a buildin� permit to erect a Texaco station on his commercial property at County Road D and Qsve- land AVenue. Trustee Kepnedy to set date of hearing. Petitions requesting sewer connactions for the Valentine Hills area and Shorewood Hills area were presented Co�nqcil by uIorris Rheaume, 1751 Glenview Avenue. The petitions were referred to attorney Courtney. upon motion by DeLange, seconded oy Crepeau, s change order on Sanitarg Sewer Improvement.l, Project 1 and 2 as approved ey Engineer Short to use 60� cast iron pipe instead of' clay pipe at County Road D and Snel- ling was approved by Council, Motion passed. . Gera"ld 3uetow, i4iargaret Steinkraus and Robert Flesch, meinbers oi Board of Appeals again requested Council to change lot widths in f'uture.plats in Arden Hills to 120' for R-1 Zones and 90� in ft-2 zones. Chairman Buetow stated he is willing to work with Welfare Committee on the matter. Council to study request one monti, then take action on matter. Mr, limm complained to Council that arc light has not been installed at Snelling Avenue and Cummings Lane. Li�ht has oeen ordered from Northern States Power Company. Attorney Courtney reported he cannot obtain easement of trespass from Lucillo and Axel Newmap for erection of lift st�tion on tneir property for sewer improvement #1, Projects 1 and 2. After Councii discussion of mattar, motion made.by Kennedy, seconded by Crepeau that resolution re; Condemnation proceedings as attached be approved. Motion passed. A drainage problem on the Zill3ox property was referred to Trustee DeImr�ge and Engineer Carley for cost eatimates and roug� contour mag � of.area. Uniform burnin� ordinance was referred to Attorney Courtney for re- drafting. Courtney reported that ii the new ordinance is adopted, then Ordinance #8 should be repealed. •Council to loo� over Lot 10,�, Block 1, Dalsoren Addition for posslble recreational use. Motion passed. Motion by Crepeau, seconded by Stromquist rules be suspanded and that Ordinance #5� re: Electrical permit fees be given second and final read- ing and approvali Motion passed. 3viotion by Stromquis�, seconded by Kennedy, that an amendment to building code re: Insuraqce requirements be. introduced by title. PUBLIC WORKS: DeLange recommended and Council approved release of road performance bond for SH #5. DeLange recommended and Council agreed that road performance bond for Johanna Narrows plat not be released yet. Motion made by Crepeau, seconded by nennedy that Del,an�e determine cost tiB complete road in Johanna Narrows to meet village apecifications, and if required check is submitted to Clerk bq developer then Clerk is authorized to release bond. Motion passed. �PUSLIC WELFARE: Trustee Kennedy reported that developer Krannak has now met_all Village requirements for Shorewood FIills #7 and that plat has been given formal approval with the provisioas of..the road construction agreement betiveen Arden Hills and developer, and no building permits are to be issued in the plat at this time. �Notion by Kennedy, seconded by Crepeau, that the application of John Neskg to rezone additionAl land at Highwa� 10 from residential to Com- mercial be denied. County Road E and applied for liquor licenses for McGuire�s Liquor�s Inc „ On- Sale to be issued to Wm. ificGuire and Off-Sale to Lois_McGuire. Mr. Ralph Kieffer submitted an application to Council for ap On-Sale liquor license to be located aG 4700 ?Jorth Highway S. After dicsussion, Council agreed to grant liquor licenses to McGuire�s Liquorrs Inc. Motion made by Crepeau, seconded by DeLapge that an Off-Sa1e liquor licenae be granted to Lois YcGuire for MeGuira�s Ziquor�s Inc., to be located at 1201 W. County Road E, license effective December 1 1959 through December 31, 1959, subject to approval bg the State_Liguor Commission. Motion passed. _ Motion made by Crepeau, seconded by DeLange that William 2�IcGuire be granted an On-Sale I,iquor license for McGuire�s, Inc., 1201 W. County Road E, effective December 1, 1959 through December 31, 1959 subject to approval of building plans and parking layout for building end grounds by Village Buildin� Ipspector. Pdotion passed. blr. i�cGuire and 3�:r. Lambert informed Council that they will construct a wing to the building in spring of 1960 for serving food as shown in building plans submitted as per Council request. • PUBLIC 5AF'ET`l; Vic Weber, Police Cnief, reported on a traffic safetg patrol conducted by Police Departments of all Rural Ramsey County. Council authorized DeLange to have ice skating and hockey rinks swept and lights turned on £or ska$ing December 1, 1959 and to purchase an Arlington ice planer pliced at �585.00 on a trial basis. Mr. Jos. Lambert iaformed Council that if the ice planer proves sa�isfactory, he is willing to donate one�half the price of it to the �illage. Mayor�s Report: Q.shbach reported a proposed meeting with Arsenal officials and Arden Hills officials for next week. Ashbach stated Council may hold a special meeting in near future to consider appoint- men� o£ a sewer engineer for the northern part of the Village. Clerk�s Report; Board of (�ppeals minutes of November 11, 1959 were submitted to Couqcil. � Budget reports through October, 1959 were submitted to Council.
