MONDAY, DECEMLEP. 14, 1959._.
The meeting was called to order at 8:05 p.m. by Acting Maqor Crepeau.
Roll Call: Present; Ashbach, Crepeau, Kennedy, Delange
Absent; Stromquist
PrIayor Ashbach left shortly after the meetin$ convened due to an unexpected
meeting conflict.
Margaret Steinkraus wes present to record the minutes of the meeting.
The rainutes of the November 30 meetin� were read and approved.
Clerk�s Report; Steinkraus reported that Ass. Stromquist had received
a complaint from Edith Hodgson on Skiles Lane that when snory is plowed
onSkiles Lene, the plow turns around in the street, leaving a mound of
dirt on the side of the road making the condition of the street hazardous.
This has been done at least twice. The matter was referred to DeLange
for investigation and correction.
A letter from Rooert Weber applying for the position of Justice oi the
Peace was read. CT�epeau moved and DeLange seconded that the application
be submitted to the Mayor wno will make the appointmept after the first
• of the year.
p letter from Eanaister Epgiqeering Company was read concerning the
extension of sanitary sewer faeilities to the property of iti7rs. Capis-
trant. A motion was made to approve the change order of that order by
Kennedy, seconded by DeLenge. Ntotion carried.
A letter from Eannister Engineering Company concerning funds for pre-
liminary studies for a hiunicipal VVaterworks System was to be placed on
file with the Clerk.
A letter from Mr. Devitt concerning tne drunk driving case of Elwood
Morkin was placed on file with the Glerk.
Mr. Vic PJeber, Chief of Police, stated tlaat juries tend to find drunk
drivers not guilty when tried in District Court. He feels that the
Yolice Department and Justice Court need to be backed up by the Council
on these appdals. He was informed that the Council has already author-
�ized the Public Safety Department to defend all appeals of Justice Court
decisions.
A letter from Northern States Power Company concerning electricity for
the sewer liit station was read to the Coupcil. The Council T�ecommended
that it be referred to Bannister Er.gineering asking for a recommendation.
• �pplications for On and Off-Sale non-intoxicating liquor, cigarette,
juke box, soft drinks and cafe licenses were submitted by IvTar-Dee�s
Inn. �. motion was made by Kennedy, seconded by DeLm.nge, that these
licenses be approved subject to cheeking by the Puelic Safet'y Departrnent.

Schreyer, Inc. submitted applications for cafe, soft drinks, and cigarette
�censes and also for Op-Sale intoxicating liquos� license. Upon motion
by Kennedg, seconded by Dei,ange, these licenses were approved subject to
�pp#oval by the Finance Committee.
Highway 10 Liguor Store, Inc, submitted an application for an Off-Sale
•intoxicating liquor license. N1r. John�on was present to explait� that
since Schreyer, Inc. intends to operate a cafe in connection with its
On-Sale liquor operation, it was necessary to sell their interest in the
Big Ten Tavern tc satisfy state law. There has been a new incorporation
to handle the Off-Sale business. This was also approved subject to
approval by the Finance Comuiittee, on motion by DeLange, seconded bv
Kennedy. -
Lynthon C. Anderson, doing business as �ndy's Place, submitted spplica-
tions for On-Sale and Oi'i-Sale Non-intox3cating B�qt�or, cigarette, soft
dri�ks and juke box licenses. A motion made bq Kennedy, seconded by
DeLange, that these licenses be approved subject to chacking by tha
Puolic Safety Department. Motion carried.
PUBLIC ROADS: DeLange reported that lst Avenue in New Brighton will not
be finished until.spring. The contractor ruined his equipment tr•ying to
move a frozen pile cf asphalt which vrill stay there until spring. The
• job was started too late this fall to give atisfactory completion. .
Crepeau said Yie had a request from Dr. Calif on County Road F and High-
way #16 for a nSlow - Children° sign. DeLange said this was a county
road with a 40_mile speed limit. The matter was referred to Deiange.
�UBI,IC WELFARE: John Piasky called Kennedy and asked to have his addi-
tional land ob Highway #96, 300 feet deep rezoned to cou�aercial. I�s.
Kennedy asked that the matter be turned over to his committee for recom-
mendation.
Delange said that he had received many requests to rent the ice scraper
the village is purchasing. After Council discussion, it was decided
that there would be many usas for this scraper within the Village and
it should not be rented out.

A motion was made by Kennedy, seconded by Delange that claims #1667-1671
be approved. Motion carried.
Wiliiam Fiite appeared to give the Council an estimate for insurance on
the Town Hall, based on appr�isal from the 1iacGregor-Deyo Appr��eal Co.
Of the two suggeated policies, iiennedy recommended that the Clerk be
authorized to take out insurance to cover the replacernant cost of the
buildin� as per recommendation of Hite Agency. Council concurred with
thie recemmendation.
DeImnge stated that the drain�ge problem on Mounds and Prior is to be
placed first on next summer�s agenda ior correction as per Carleg�s pro-
file submitted at Council meeting.

Cs�epeau said that the Public Safety Department had received more requests
from the Grotto Club to hold teen-age dances but since they were ca�eless
about complying with regulations set up by the Department, this applica-
tion was denied.
