The meeting was calied to order at 8:04 P,M.

The minutes of the February 8th, 1960 meetin� were read ar,d approved,
The c.inutes of' the rebruary 24th special meetin� of the Council �rJere
read and approved.
Leivis Laws, 1863 Lake Lane, carne before tho Council with a requast
to house one person in_a small trailer while remodelling a house.
i�Iatter was referred to 'Nelf'are Committee. Their decision to be
given after tne �Nelfare Comcnittee meeting on Pdarch 7, 1960.
14rs. P:argaret S�einkraus and P:Zr. Bob Flesch, of the Board of Appeals,
presented their recommendations for enange in minirrium lot widths in
areas zoned R-1 and R-2. They recommended a 90� minimum lot width
in R-2 and a 100� minimum lot width in R-1 areas. Mr. Fritzie stated
he �vas in favor of leaving the P-2 minimum lot uvidth at 75�. F'urther
discuseion to be neld over until PI[ayor �lshbach�s presence._
Bids we1�e opened by Clerk Stromquist for the construction of certain
streets in Arden iIills known as Street Improvemeat 60-1, and were
read aloud b,y Engineer pon Carley as attached. F�ids were then referred
to Village �ngineer and Villa�e Attorney f'or tabulation and computation.
The public hearin� on this improvement will be changed from March 14,
1960, to Pl:arch 28th, 1950, at 8;00 P.14., at wnich time all Council
members are expected to be prasent.
The Neske re-zoning request tivas discussed at length. ivo action to be
taken until entire Council has opportunity to meet.
Dr. Sekhon, 1575 t,dgewater, came before the Council with a question
as to t'rie proposed direction oi draina�e on Edgewater. En�ineer Carley
advised that tne grade is to be lorovered and draina�e will. be to tne
:'ast.
•iVr. Clay �elly, villa�e Building Inspector, stated the avera�e home
valuation in areas zoned R-2 to be bettveen �18,000 and yp20,U00, and
in R-1 in excess oi yp25,000.00.

ON SANITARY SE'VdER IN,PROVEMEN'I N0. 4
YVH�EAS it is proposed to improve a part of the west central portion
of the Villaga of Arden Hills� State of Minnesota, for the purposes of
eventually providing sanitary sewer service; and to assess the
benefited property for a portion of the cost of the improvetnent,
pursuant to fuk�n�sota Statutes, Section 429.011 to 429:111 (Laws
o£ 1953, Chaptex 398 as amended),
N06V THEREFORE BE IT RESOLVED by the Village Gouncil of th•
Viilage of Arden Hills� Minnesota:
That the propbsed impzo.vement•be referred to Banister
Engiqeering Company f ar:study and that ttiey areinstructed to
report to the Council with all conv�n3ent speed� advising the
Council in a prelimirxary way as to whether the proposed improvement
or any part thtxeof is feasible and'as to whether it should best
be made as pxoposed or in conne�t3on with some other improvement,
and the �stS�aated cost of the improvement'as racommended.

Sanitary Setiver has been requested ior the Shorewood Hiils and Valentine
Hills area, and ior the Daubney-Zilliox property. Priotion was made
• by itennedy and seconded by Sones that �anister Engineering Co. and
Attorney Courtnep contact Roseville and St, Paul for permission to
extend Sanitary Sewer Imp. #2 to include tne Valentine Hills and Snore-
wood �3i11s area, and Sanitary Sewer Imp. �3 to include tne Daubney-
Zilliox property, if Council deerns it ne�essary to drain tnose areas
in tnat direction. Also to direct that alternatie plans and spedifi-

PuTotion was made by Kennedy and seconded by Crepeau that we accept the
227 acrea�e computation set out b<r r�oseville as the acc.urate area to
be served by Sewer in Sanitary Sewer Imp �2. :�Sotion carried.
Attorney Courtney reporbed that the Joseph Besch Hearing before the
Industrial Commission was goin$ well. Bescn has not testified to date
but will have a full 3 days in April. No decision until some time
in A,pril.
�Ir. Jones - Public 4uorks Couunittee.
Several s:na11 road problems havo been handled in tne Village. Johanna
Blvd. near Snelling ,Ave. has b�en patched and will require a new road
bed 1n the spring. Vdarning fla�;s nave bben placed to warn motorists
oi the r•oad condi�ion. •
•Play �rounds will operate again in the same localities as last year
with iti.r. Bob Tonkin at the Johanna Jr. Iiign School Site and P,4r. �Cen
Sparks at the Count;� Road E and G1en ,Arden Yoad Site as dir•ectors.
Jones stated t'.n�t he felt road contractors for 'ths V"illage should be
requested to submit certif'icates of liability insurance, as puggested
in a letter from the Insurance Company of tios�tn pmerica. Jones directed
the Clerk�s of�ice to send a letter to T. A. Schifsky and Son, making
tnis request, as well as to all future contractors hired by the Village.
Jones moved we reo,ue.,t and require insurance certi�''icates from a11 con-
tractors nired oy the Villa�e. Seconded by Stromquist. Carried.
Kennedy - Public 'dVelfare Comrnittee.
Kennedy.read a etter from i�iiner V1. Carley and Associates, Village
Engipeers, approving the proposed plat of Iiovland Homesites.
Kenned� repo:ted that the P'ederal rIousing Administration has relaxed
its loan requirements in established plats and will grant loans if a
� cortificate of non-pollution of water is presented.
Kenriedy gave copies of Roseville�s proposed Garbage �nd Refuse Collection
Disposal Franchise Ordinance to niembers oi the Council, recommending
they look it over to see if Arden IIills would be interested in joining
with Roseville on this franc'r.ise.
•r,�, Kennedy reported a complaint that the County Highwas> Dept, plov�rs
the s'treets too soon after a li�;ht snovrfall. Council agrsed that 1ve
h�ve been �ettipg good service and snould not register the complaint
to the Highvray Dept.

Kennedy read tne proposed ordinance for the re-zoning of the Dai�bney-
Liliiox property. Jones moved that we accept this as the first reading.
Stromquist seconded. iViotion carried.
Kennedy s�equested a new index system for our ordinances. Stromquist
advised that we will inquire about an irnproved system but it could not
be included in this year�s budget.
CLF.RK'S Report.
Mrs. Strromquist displayed the maps from :�anister Engineering Company,
shov�ing the sewers, as constructed, in Sanitary Sewer Improvement �1
i❑ �rden Hi11s �3, and stated that they would be posted on the wall
at tne Village Hal1.
Stromquist move3 that ivIr. 'Nayne DeLange bs reappointed Villa�e Weed
Inspector for 1960. Kennedy seconded. Motion carried.
Stromquist read a latteY� f'rom RogeT Snort suggesting the Village use
the Ramsey County Sriachine Accounting System when computing the Uillage
pssessment Ro11. No figures were given as to the charges. Council
referred inyestigation of costs to the clerk for repoz�t back to Council.
Two court cases were tried in 'Nhite Bear i;ourts and both were found
not guilty.
Pr•intad copies of the 1959 Financial Statement �vere distributed to the
Council.
p letter xas read from James H. Johnston, Attorney re: �3ighway 10
Liquor Store, Inc., informing the Villa�e of' new directors for the
year 1960, Jerome T. Vv'asieleaski, James H. Johnston, and Virginia Burg.
A letter was read i'rom Janes H. Johnston, qttorney, re; Change of
Vame and Directors of Schreyer, Inc., informing the Village of Arden
Hills that Schreyer, Inc. has amendad its Articles of Incorporation.
The Gorporate name to be changed to Big 10 3upper Club, Inc. and in
creasing the amount of capital stock to �50,000.00. The new directors
are to be; Jerome T. Waeielewski, President; James H. Johnston, Vice
President; Florian J. 1Velsch, Secnetarq-Treasurer. Certificate of
,Amendment of Articles of Incorporation of Schreger, Ine. were read.
Pichard Schrey'er came before tYie Council voicing a protest of the change
from Schreyer, Inc., to the �3ig 10 Supper Club, Inc. He stated he
has consulted with his attorney. Council referred the matter to Attorney
� Courtney for handling.
Stromquist distributed a list of the Village claims, for 'the month of
Februarg, to Council memhers and moved they be approved for payment.
Crepeau seconded. Nlotion carried.
Pdayor Ashbach arrived and the Neske re-zoning matter wa� agaiq diseussed.
•?�otion by Joaes that the Council not re-zone at this time, but will
re-consider r�hen use for property is known. Crepeau seconded. i�iotion
carried.

Lot vridtn minimums were ag�in discuesed. Council recoin�nended that
Ntr. Jones, p2anning enginaer, and the P7elfare Co:�,mittee, make a naw
. study of' tne Village and recom,�endod the rezoning of the large R-2
area between Valentine Lake ar.d Hignway 96 to R-l. It also recoinrnended
a minimum lot width in :;-2 areas to be 85� and 100' in R-1 areas.
