The meeting was called to order at 8:02 P.Y?, bq hlayor Ashbacn.
Holl Call; Present - Ashbach, Crepeau, Kennedy, Jones, Stromquist.
Absent - nona.
A Public Hearing was held to consider the improvement of the roads in
•Arden Hills �3, namely Ed�ewater Ave., Glenhill Road, psbury Ave., and
Hidgev✓ood Road. Eight bids vaere received and read aloud by i�4r. Uon
Carley, Village Engineer, as attached. They inclrided a base bid apd 3
alternates. Alternate 1 inclu.ded a seal coat; alternate 2 inclufled seal
coat and curbing; alter•nate 3 inelu�ed seal coat, curbing and sodding.
The lova bid was submitted 'oy Jay �N. Craig Co., i�[pls. on whose bid the
estimated cost per lot was figured. F'ifty six lots are involved,
The completed road, including all 3 alternates wAs estimated to cost
�40%.00 per lot. Omitting the sodding, the cost ivould. be about $344.00
per lot. Omitting the sod and curp, about 289.00. Omitting sod, curb�
and eeal coAt, about �p2n9.00 per lot. The method of payrnent would be
db�aemined at a special assessment hearing when the work is comp]eted.
Interested persons tivere asked to vote on whether they desired to proceed
with the iniprovement, votin� on the �289.00 cost estimate per lot, which
el3minates soddin� and curb. Sixteen voted for the improvement, none
�ainst. —
• A motion was made by Jones that the Council approve and.order tne im-
p:rovement, known as Road Impr•ovement #60-1, omitting soddinb and curb-
ing, at the estimated cost of y289.00_per lot. Seconded bq Crepeau.

P(tr. Kenneth Sparks, 1385 Forest Lane, came before the Council with a request
for a new baseball site and diamond� to be available for use this season.
Yinimum space required for actual playing field to be 350� x 350�. n4atter
referred to Jones and Kenn�d�r for their consideration, and to vaar�k with
�tlr. Sparks.
P�Ir. Gerald Buetow, 1433 Forest Lane, requested t:iat the Council seek
suitable land for recreational areas in tne Village before cost is pro-
hinitive and before suitable sites are used for other pvagosas. htr.
Hobert ICerr, 3510 Siems Court, also appealed f'or racreational locations
in tne 'villa�e.
A complaint vaas brought before tne Council bq a rosident of Curru�iin�;s I.ane
•regarding the present speed lirnit on Snelling 4venue, between the point
�.vhere the divided hir;hway ends and County Hoad E. It is dangerous for
children boarding and leavin� the school buses bocause oncoming traffic
cannot see over the crest of the hill, and it is next to impossible to get
onto Snelling �venuo from Cuuuning,s Lane, during t'r.e "rush° nw�rs, because
of tne speed of tpe traffic and t:�e.poor vision over.tne crest of the hil1.
Council referred the matter to Jones to mako another req_ue9t to the liigh-
•=.�aay Dept, to reduce tne speed in that area.

•Ivir�lmeT� Isa'_�sen, 3426 Glen Arden Court, complained of' a great deal of
surface water benind the houses in tne area and that the culvert �as not
lar�e enough to take away tne amount of water that accumulates, iltatter
was referred to Jones,

to the Council requesting the rezoning of a parcel of land, lyinZ 1Vest
of the Daubney tract,from ft-2 , single family, to Induetrial.

The Council advised that there is no limitation as to the number of Off-
Sale Liquor licenses available, but t�iat a suitable location for the
iruilding would have to be approved before the Council would consider
13censing.
Engineer Report
P,ir. Don Carley presented his preliminary report re; the estimated cost
of Floral Drive Street Improvement Pio. 2. The estimated cost o£ the
improvement, as recommended, is �7,000.00. Jones moved that the Council
call i'or bids on i�loral Drive Street Improvement No. 2 and that a Public
Hearing oq the I�provement be held April 25th at B;00 at the Village Hall.
Kennedy seconded. Carried. Notice of hearing to be published bg Carley,

R?r. Courtney advised that I,iquor signs may be left on any length of time,
up to a time r+hen tney become a nuisance to neighbors.
Courtney advised that he had contacted PJir. Daubney re; sewer in nis area
and �,vas advised the.t llaubney does not vaish to go ahead with a request for
sewer at this tir.�e.
Courtney advised that no ±'urther aetion can be taken in the Schryer - 3i�

Public Works Report
Mr. Jones repos�te tnat the F.oad committee held a meetin� re: rcad break-
up points in the Villa�e. Ee advised t}iat road posting signs mrill be
taken do�vn earlier tnan the P,?ay 15 date, if requested Uy the �Tilla�e, and
ii it will not be detrimental to the roads.
Jones adviaed that the area behind the backsbop on i�ne playground at
County Road E and C:lenArden Hoad will be black-topped whero it is wasning
out. He reported tnat the roads in tne Tiller Lane, Carlton Drive area
are badly broken up and that Arden �3 is very Uad, but until the frost is
out of the ground, onl;� blading can.be done to keep the ruts down.
V�ielfare Committee
?�s. Kennedy presented the f'inal plat of i3oveland Homesites to the Council
for `neir si�natures� and reported that all o: the lots have been sold.
•Kennedy reporte3 ti�at he has ?�eceived requests from the Little Leaguas
to sell advertising posters to be placed on their ball park fencas. Tne
Council unanin:ously agreed that this would be an e;�e-sore as well as against
Villa�e Ordinance. The Council also agreed that it �vould not be possible
to purchsse ar.other �aseball site to oe readg for use this season, but
that school �rounds could possibly be used. The purc:hase of land for tnis
purpose would have to come before the voters..

�Public�Safet� Report
Iviv. Crepeau reported that as a fund raising means, The Little League re-
quested him to ask the permission of the Council to.hold a series of
Bingo games. The Council agreed unanimously that tnere must be a better
way for Lit�le.Leagtzes to raise money. Permission was denied.
Clerk�s ieport
T�Irs. Stromquist read a letter from Attorney Courtney re; Big 10 Liquor
• Store, Inc., regarding cYiange of off'icers as set out in tihe Certificate
of �rr.endment of Articles of Incorporation of Scnreyer, Inc „ and request-
ing the Clerk to f�ll out a forrr, of Certificat�on of On�hSale Liquor Lieense�
to be sent to the Liquor Control Commissioner.
Mr. Worth fiead asked tne Council whether it was good Village policy i'or
a police officer to be an officer of a liquor establishment. The clerk
�sas requested to discuss the mattor with Attorney Courtney.
Stromguist moved that the Deputy Clerk�s salary be raised from �1.50 per
nour to �1.75 per hour as of April 1, 1900. Seconded by Crepeau. Carried.
Stromquist reported that 2 sewer connections have been made in the Village
and that they would be billed tniy quarter. The Council unanimously
agreed that 30 days after the connection to tne house, tne sevaer is con-
sidered to be available for ase and billing wi11 then begin.

t�4iEREAS, a Resolution of the Uillage Council fixed a date for council

heari:ig on March ll�, 1960, which date �s subseq�ntly reset by the Council
for hearing on March 28, 1960, in accordance with a Resolution af the Council
of Febrvary 29, 1960, which hearing was on the proposed improvemznt of cer-
tain streets in Ardea Hi11s Number Three, in the Village of Arden Hills, by
gradir�q, installation of gravel base, bittaninous svrfacing, and bitutainous
curb constructions, said streets bei�q described as follows, to-wit:
Edgewater Avenue from AsUury Avernie to Ridgewood Raad;
Glenhill Road from Asbvey Avenue to Snelling Avenue;
Asbury Avemae from Uillage Limits to Edge�ter Ave:rue�
Ridgewood Road from Uillage Limits to the End,
and
WiEREAS, ten days� published notice of the heariqg through two we¢kly

publications of the required notice was duly given and the hearing was held
thereon on the 28th day oi March, 1960, at which time all persons de�rir�q
to be heard were given an opportunity to be heard thereon, and
�nHHEREA5, said improvement was thorough]y reviewed and discussed with a
svbstantial ntanber of the abutting property owners, the bids for the work
a�re reviewed by the Village Engineer and estimated costs were thoroughly
discus�d, and
YHEREAS, pursuant to an Advertisement for Hids for th¢ aforesaid project

in accordance with the Council Resolution passed Janvary 25, 1960, bids for
said project were received, apened and tabulated according to law at the
Council hleeting on Febr�ry 29, 1960, and ¢ight bids were received in compli-
ance trith the advertisemcnt, a tabulation of said bids prepared by the Uillage
E�cineer bei�y attached hereto and incorporated herein, and

of Twenty-one lhousand Sixty-three and 20/100 Dollars (�21,063.Z1), whioh in-
cludes the Base Bid and Alternate Nuraber One, is the lowest and best bid svb-

NO�d 1HEREFORE, BE IT RESOLUED BY THE COUNCIL OF THE UILLACiE OF ARDEN
HILLS, NLINNESOTA:
(1) The aforesaid improv¢ment is hereby ordered as proposed in the Covn-�

cil Resolution adopted Janv�ry 25, 1960.
(2) Said improv¢ment shall be made in accordanoe with the plans and
speci£ications heretofore svbmitted by Donald 0. Carley and approved by tiiis
Covncil on Jannary 25� 1960.
(3) The Mayor and Clerk are hereby authorized and directed to enter
into the aitached Contract xith J� W. Craig Co, in the r�me of the Uillage
of Arden Hills for the i�rwement as hereinbefor¢ described� all in.accord-
ance with the plans and specifications heretofore approv¢d by the Uillage
Council and fii¢d with the Uillage C2erk.
(lt) The Village Cierk is hereby authorized and directed to return forth-
with to all bidders deposits made with their bids, except that the d¢posit of
the successful bidder and the next louest bidder shall be retained tmtii a
contract has been signed,
