The meeting v✓as called to order by Acting r�Iayor, Crepeau at 8:05 P.?;i.
^he minutes of t:ce June 13th meeting were read aqd approved as asnended.
Three bids were received for the new prden Aills squad car and were opened
• and read aloud by Clerk Stromquist as attached. Stromquist moved the bids
be referred to the attorney for computation and tabulation. Secondod by
Jones. Carried.
A Public Aearing w�s held re: the cond3tional use permit requested by the
Lake Johanna Fire Department to build a new fire station in a residentialy
zoned area. No one appeared i❑ oposition. i�4r. Kennady stated tnat the
5�ielfare Committee recommends tnat the conditional-use permit be granted�
and he so moved. Seconded by Jones. Carried.
Tvir. Harry Ehlers s�ated that the buildine of the nevr f'ire station presented
a sewer problem to provide setiver service to the basement oi the ?�roposed
new building. He requested that full sewer service be provided. Jones
moved tiiat the Council authorize a change order to lower tYie sewer to give
full basement service to tne new fire station. Seconded by Crepeau. Carried
i;ir. Clay Kelley, Building Inspector, offerad to rr;ake the inspection of the
new fire station free of charge.
�irx. Ca:l Idimis, 1485 Glenhill Hoad, came before the Council with a request.
that tY:e road drainage at his corner be cnanged because the water is wasn-
ing out the dirt he had nlaced there �'o fill in a low area. TYie matter
was ref'erred to Jones.
P,4r. T. Dorholt, owner of the Twin Ciiy �l'railer Park at 4702 Highw�ay 8, re-
quested that he be ailowed to.create 26 more trailer lots in nis trailer
park. ivir. Kennedy reported that the tiJelfare Ccmmittee approved the additiona:
trailer lots providing a fenced play area for young cnildren is also pro-
vided. 'xiennedg moved that the Council accept the coim:nittee�s recommendation
and that the additional lots be allowad subject to the provision that the
the two (2) areae, as described to t5r. Dorholt, be fenced for play areas,
and also subject to the approval of the Village Building Inspector. Secnnded

i�1r. Rollie 5eltz, 2130 Rid�ewood Road, questioned the Council re: the assess-
�nents for both se�ver and road improvement for his propertg. "r.is house is
• in Roseville, and his sewer connection is in &rden Hills. i:�r. Seltz was
requested to bring the matter before tiie assessnient cor.�unittee at the assess-
ment nearing.
��,�r. Joe Bussard, 4335 Highway 10, requested periuission to hook up a trailer
on nis lot on Sandeen Rd. for use ��r'nile building a house on the property.
�Ie also requestecl pes�mission to divide the lot into 2 separate building lota.
Jones moved that a 90 day permit be is9ued to ia'r. Bussard to park a trailer
on riis Sandeon Road property wnils tha house is b�tLng built. Stromquist
aeconded. Carried. The request to divide the 1ot was referred to the
Building Inspector for his investigation and recorrunendation.

a subsnerged 300 gallon tank in his yard, for motor boat use. The matter was
referr•ed to the attorney f'or his investigation.y$� �

TP�EASURER�S REPOftT: :�.r. Head reported that the Ulagon VJheel has now made up
all arrears as ar as mone;� and reports are concerned, and he recommended
that P;,r. Donald Steeker be put on probation and that anotner occurance
similar to this pa�t experience �vould qe an automatic cencellation of his
On-Saie Liquor License. i{ennedy moved tnat the recommendation be accepted
but that.a future occurance rovill be promptly rei'erred to the Council for
tneir consideration, not an automatic license cancellai�ion. Second_ed u�

�SEWER PRGGnESU h�FORT: I�ir. Roger Short, Banister Engineering Co, stated
that tne 6 properties on the �A`est side of.Lake Johanna� requesting full
sewer service, would increase the sevrer cost for Improvement #2 in the am ounL
of a��proximately �:1�650.00, if granted. Kennedy moved the change order be
aceepted providin� all property o�vners give easements at no cost to the
ti'illage. Seconded by Jones. Carried.

Clerk Strernquist reported that an insurance company investigating an acci-
dent in Asden L:ills �3, wherein a car hit a manhole, r•equested wno was
liable for the cond�_tion of the roads in tne area between the time the sewer
was installed and tne time the road work duas started. Mre. Stromquist was
• requested to notif'y the insurance company to r•eport the accident to Lametti
and Sons, Inc. the sewer ccntractor.

Council for zpproval. The licenses to k�e effective throu�h June 30, 1961.

i�%trs. Stromquist stated that ICatz Flumbing; and Heating Co. had sublet a sewer
ccnnection job to a eontractor not 13censed in the Village and trouble over
billing nad arisen. i'frs. wtixo;,iquist h*as requested to write a letter to Katz
.Plbg, and reating, .tating that se�vex jobs cannot be sublet. The per:ait.is
onl;* issued to tne ccqtractor actLtiallp doino the job, and 'ne is responsible
for the job. �atz P1b�. and r+eating should work out the prcblem with the
Sewez� Inspector and ti'r�e other parties concerned.
T.itrs. Stromquest reported thaL the plum�ing inspector recorrunends that, be-
cause of unsatisfactory past experiences, and also because of a recent filing
of bankruptcg, ib;r. Haynond Ferron not be grapted any licenses in Arden F.i11s.
The council unaniruousl;� approved the recommendation.
ivlr. Popo��ich reported that change-orders are allowable as long as they are
kept within the Bond Issue. Sv1r. Popovich e.dvisec. that Ghe earliest posei�le
date ior t'n.e Assessment h.earing for Setiver lrriprovement #1 would be 3 weeks
after the Setiver Enmineer preserts the cor,ipleted assessrneqt roll, which
would probably set the 7iearing in late Aup;ust of ea'rly Septeriber. A notice
must be sent to each pi•oper•ty owner advising them of t�e nearing. He also
advised that i;iie Sewer Assesssnent Heariqg and tne ftoad Assessrnent ilearirig
could be reld j'oint�y, bu't it is better to have 2 separate hearings.
