` The meetin� was called to order at 8;00 p,m. by acting Magor Crepesu.

The minutes of the ppril 24, 1961 Council meeting were approved by Council.
ENGINEER'S REPORT; Clerk read letter from Roger Short dated April 28, 1961,
pe; Vil age �nginaering records. Council requested Clerk to write to Donald
Carley, former Village Engineer,that all maps and atreet specifications
records re streets in Arden Hills in his files be forwarded to the �illage
Ha 11.

Clerk read letter from Engineer'Roger Short dated April 27, 1961 re: complet-
ion of Streets in S H 6 by plat developer Krannak. Clerk reported that we
are holding a road performance bopd in amount of �6200.00 to gsaarantee com-
pletion of Venus Ave. and Ftolling Hills Road. Clerk read the letter of Sept.
25, Z959 from pttorney bourtneq to Mr. Krannak ragarding the matter oi atreet
completion. Council requested Attorney Courtney and I��ayor Ashbach to determine
what liability developer Krapnak has in the matter.
Mrs. Stromquist read letter of May 4, 1961 from Engineer Roger Short re:
draina�e of the Jehovah 4Vitness Church property at Highwap 8 atad �Iounds Ave,
Mr. Robert Trobough, 2038 Piiounds Ave. asked a�ain what has been done about the
�matter. Trustee 01men to work e�ith the church of£icials further on the _
matter.
Mrs. Stromquiat read letter of Pdap 4, 1961 irom En�ineer Short re: drainage
from the Nazareth Hall property. Council requested Clerk to write Nazareth
Hall officials advising them of the suggestion made by Engineer Short for
providing drainage and request them to work on the matter with our Village
Engineer.
Mrs. 5tromquist read latter of &Zay 4, 1961 from Engineer Short re: the
drainage problem of Nirs. John Keiser, 3564 No. Snelling Ave. Council requested
Clerk to ihform residents concerned in the matter to keep their drainage
ditches opeq and to write to Mrs. Keiser giving her the information furnished
b� our village engineer.
CI,ERIL'S RnPORT; (� letter of iviay 5, 1961 from A. �,. Schumacher of Insurance
y Nor h America, informed village that the Fred Kloskin liability claim
againat Village has been assigned file No. 985LR-25633A.
p letter dated May 5, 1961 from Ns. Patrick Leighton of Faricy, Moore &
Costello informed the Council that the Serv-p-�oat Corp. formallg withdraws
its petition to operate a Go Kart track on the Twin Gities ,�rsenal premises.
Upon motion by Kennedy, seconded by 0]men, checks #1073-1076 from Fund #603
were Council approved for payment. Carried.

The first quarter 1961 liquor report for McGuires Inc. was submitted to
Council, and filed with Clerk�s records.

A proposed resolution re; membership in Ramsey co. League of trIunicipalities
wae referred to attorneg Courtney.
Mr. Peterson of Bannister Enginearing Co. repor�ed that the plane for pro-
posed Street Improvementa 2 and 3 will be ready n4ay 15 and for Improvement
4 on Pv1ay 22. Council set a meeting for Monday, May 22, at 8;00 p.m. at the
Village Hall to study these plans.

A query by Court Commiasioners as to whether the Council would allcw lots
along Block 15 of Proposed Shorewood Hills #8 Plat to be smaller than the
Village specificatioqs was referred to .�ttor�ey, Engineer and I�2ayor.Council
authori2ed Engineer Petereon to have Twip Citg Testing make about four
borings to determine general soil conditiona in the general area and Attorney
Courtney stated he will have some photos made of the genaral area of proposed
Snorewood Hills �8 for the condemnation procedings.
PUBI,IC '1�i0RKS FtEPORT: Trustee Olmen inquirBd as to wnat can be done about
certain resident~sTTo should obtain sewer hookups to their property and do
not do so, as in the case of some who have cesspools overflowing onto private
or public property. Council requested Clerk tp send in a neevs ite�i to Rose
Tribune and Necr Brighton Bulletin asking residents to hook up to sewer before
proposed road improvemente are made.
• Mr. Olmen reported that Village road rastrictions, or load limits have now
beep li£ted and that the signs to that effect will be removed by the county
forces within a few days.
PUBLIC SAFETY REPORT: Mr. Crepeau reported his comrnittee met,April 25 to
consi er county sale of police service to Arden Hills. Tha committes
recommended th.at we keep our police dept. on the present 1oca1 basis and
again try to work out a program to employ deputy sherriffs on a part time
basis. itiir, Crepesu reported that effective Apr. 30, 1961 an order was issued
from the Ramsey Co. Sherriff's office t?hat no count9 emploqees could work ior
another goveinment unit in their spare time. Mr. Crepeau will request the
county to reconsider the matter, blr. Crepeau reported the resignation of
Polica Chief 1Veber and police officers Schmidt, Nielsen, IIamer and Barbeau
effective Apr. 30, 1961. Trustee Crepeau moved, Olmen seconded the motion
tnat Mr. i�. A, rish and iV�r. Jim Schmaedeke be appointed to work as p�l.ice
officere at a r ate oi' �2.00 per hour. Carried.
�1 request for slow speed signs on Thom Drive was referred to Trustee Olmen.
PiANNItdG & ZONING REPORT: Mr. Kennedy reported a meeting of nis Committee
with the o lowipg.recommendations giveq Council.
l. Tnis committee feels there should be a committee appointed
to enforce the Vi11a�e Ordinences ia junk cars, trailers,
unfiniahed buildings, trash, etc. Their job would be to
• go about the Village checking persons violating the above
and have the Village Clerk send them a letter asking them
to improve their property. If no response then it could
be turned over to the Uillage Attorney to act further.

• 2. This committee felt that a meeting should be held with
the newt planning co�unittee to discuss the problem of
new business coming into this area and act upon it as
soon as possible.
.T!!r. Kennedy reported a letter of resignation from Planning Consultant
Talbot Jones. 14otion by Kennedy, seconded by Stromquist that resignation
be accepted and that Trustee Yennedy send Mr. Jones a letter thanking him
for the many years of service to the Village as Planning Advisor. Carried.
Council requested Clerk to contact Sannister Engineering Co. to see if
they will continue the job formerlly performed by Talbot Jones o£ keeping
our Zoning and various Village mape on an up to date basis.

Motion made by Kennedy, seconded by Olmen that Council receive preliminary
report of Village Engineer as per attached resolution. Carried.
Motion made by Kennedg, secopded by Olmen that plans and epecifications
for proposed Street Improvements be ordered by r,nginear as per attached
resolution. Carried.
