• The meeting was called to order by yiayor Ashbach at 8:00 p,ra.
ROLL CALL: Present; Ashbach, i�ennedy, Crepeau, Stromquist, 01men
Also attending; Roger Short of Bannister Engineering Co.
The minutes of the Pdarch 27, 1961 meeting were apps•oved as submitted.
Pafft. R��EBT TROBAliGH, 2038 1Sounds Ave. appeared before the Council once
again to ask about his complaint on the blo�ving sand, noise, and lack of
drainage on the property adjoining his and owned by Jehovah�s YJitness Church
group. ?:4r. Olmen reported that he had contacted the head man of the criurch.
He had asked for tnirty days time during which they would probably relocate
the drive into the church grounds and put in s culvert at the same time.
Vir. Trobaugh suggested that the parking area shonld be oiled because of tne
loose sand and dirt blowing into nis yard.
Mr. Qlmen will check further into this matter, May lst being the date set
for ne� drive and culvert addition.
ir�A.YOR ASriEACH announced tnat the attorney for Sorv-O-Boat Corp. had edvised
tYiat they were withdrasving their petition for construction of a uo Cart
track. It was suggested they look for propertq near the :tiew Brighton airport.
�ESIDETdT at 1291 Amble Hoad asked �rnat the requirements avere as regards
�moving a horne off of a free��ay into the V"illage. itnr. Kennedy advised that
requests euch as this in tne past have been tusned dovan because the hame did
not fit in with the architectural design and plan of the community. Policy
has usually been t'no�'. A person planring such a move should also consult
with the ouilding_inspector as vaell as the Council.
VILIAGE 1'?..4'SIAEIvT x�anted to know if the Go Carts could be kept off the High
School parking lot wn.ere they run causing a great deal of disturbance op
Saturdays and Sundays. It was sug�ested that he call a squad car noxt time
this disturbance is caused. If it becomes too mucki of a problem the matter
��ould be reie2°red to the i'illa�e Attorney to see what action the Village
could take.

building inspector, are to �+rork this probleui out. IQot too much drainage
has been done on the road over vanich the large delivery trucxs tivere going
to get into the area of the new building.

Council meeting and emphasized tne danger of the water standin� in tne
vacant lot as there are so r�iapy pre-school children in the aroe. N,r.Short
will check fuf+ther into thia problem and have an answer at a later date.
•Tne neighbors near the lift station located at Lake Johanna Blvd. are
concerned over the tivater that has flooded the lots nearby aqd the possibili�y
of it becoming a mosquito breeding pond.

daming up a creek goin� into the lake. PSext to his property is a$ixlly

into the lake. i3is question was "could we put a series of dams in this
gully to sift out the dirt still a1lovJing the vrater to drain out«? b'tayor
Ashbach suggested he and r,is nei�nbors could do this tnemselves providing
they vaere causing no problem to any one else. '
A RESIDENT from 3125 �lsbury asi:ed about a nearing re: roade in Arden Hills
#4. He questioned whether the contractor had conformed to specif'icationa
as presented at the hearin�. He vras �nformed the road was i�uilt as
specified and �rould be back tnis year to do some repairs. �'xtra surtace
material had been used to put up against the property.as the cut�bing was
turned do�un by residents as being too costly.

of the Dr. Houle project L'ecause he, N_r. i,�yers, nad been unable to attend
tne last one. Ivir. I:ennedy su�gested that tne clerk vrrite a letter to
• h'r. -,'yer•s asking if they had anytiiing new in the c ase to present to tne
Council. If not tne case vaould remain closed.

P;iayor :�shbach will answer this letter.
I4ir. iiennedy ra�orted on the discussion i�is comriittee liad in regard to their
relationship tivith tha new ilaqnin� Committee to �e set up. His corrmiittee
felt there sho�.;.ld be a clear definition of responsioilities as pertained
to each co�vnittee. iiayor Ashbach e�;plained that the new committee would
do more on lono ranEe studies for future planning whereas P;Ir. Kennedy's
present committee vaill still handle the same day* to day problems they
have in tne past. Rezoning prohabl5� would no longer be a part of the work
of rv:r. Kenned�}s comr,littee.
Plans for an Arden ?iills cleanup carnpai�n vrere presented. Tr.ree or four
sgggested steps vrere as follo�vs:
1. Newspaper publicity {clerk to write notica).
2. Leaflets �o be passed froin door to door.
3. iromotion on tne part of the League of Tuomen Voters.
4. tiiolaticns to be reported and council to take action.
,iit�yor Ashbach questiotted tne part of the ordinance forbidding an individual
to haul his own rubbish to the dump. He defiriitely is opposed to t:�is

ordinances and questi�naaire to be syudied. State law requires that each
village pass an orninance regarding civilian defense, vritn.out this ordin-
ance matching funds from the state will not ee given a village.
The first sug�ested oi°dinance was too long and too expensive to adopt.
The second zvas questioned as to its le�ality.
The third adopted some of the state ordinance, was lo�al, and the best
enited to our Village. Thie was rei'erred to Village Attorney vaho should
draft an ordinance patterned after the third suggested sample.

man had told her no. S'ne was informed that the Fire llepartmeni: had moved

Snort o�3annister Engineering reoarding emergency electric povrer for the
pumpin� stations. ?�4r. Fish stated that when we have our Civilian Defense
ordinance passed we will be able to get auxiliax°,y generators from
Civilian llefense surplus.
