Bannister Sewer En�ineer. � L___i � � Clerk Stromquist administered the oath of office to Stanley Olmen as Trustee of the Council of the Village of Arden Hills. A request by residents to extend the sewer line two lots beyond the present line on Siems Court in Impr. #3 was recommended by ZNm. Eannister, Sewer Engineer. biotion made by Crepeau, seconded by Kennedy that, at the �equest o£ 14Ir. Isak Helseth, owner of the property concerned, that sewer line be extended 100 ft. but that line not be deepened beyond present approve� plana. The matter of proposed ehanges in sewer line plans in Sewer Impr. #2 was referred to Trustee Olmen. ,�t the request of Attorney Richard Meyers, for Dr. Aoule, a public hearing was set for Feb. 27, 1961 at 5;00 p.m. to rezone soma of Dr. Houle+s propertq from R-1 to R-2 to enable the building of a rest home� Attorneg Courtney to publish notica of hearing - ownership report and request re- ferred to villa�e Attorney. A Minnesota Eighway Department map of TH51-125, State Project No. 6216-36 was referred to Wm. Bannister, Sewer Engineer, then to be filed at Clerk�s office. Niotion by Itennedy, seconded by Crepeau approved agreements with Northern States Power Co. to make contribution tr>ward three phase electric service available according to No. States Power estimates No. 54882 for �1328.00 in Impr. #3, No. 18971 in Impr. #4 for �440.50 and Est. Upon motion by Crepeau, saconded by Kennedy, the monthl salaries of police officars IaRock and Nielsen were increased from �112.50 per mo. to �125.00 per mo. startiqg Feb. 1, 1961. Carried. I�ayor Ashbach appointed Richard Jones to gct as liaison man for Arden Hills at the Legielature and John Sexton as liaison man at T;4etropolitan sewage meetings. The Council requested Ptiayor As:�.bach to write a letter of thanks to Dr. Sekhon thanking him for his many years of service as Villa�e Health Officer. PLANNING & ZONING REPORT: The request for a hearing re; petition e y ar cy, oore and �ostello was held in abeyance until attorney can inforM Council as to wnether or not the Village has any jurisdiction on Twin Cities arsenal propertg. Kennedy asked that Attorney Courtney inform Council as to whether or not we have authoritg to use funds budgeted for Planning to print and distribute brochures to attract business and industry to the area. PUBLIC S,AFETY REPOftT: Crepeau announced that his department hopes to cooperate ully with the proposed Ramse,y County 5afety program. �l�r.CRepeau stated that the salary of �125.00 made by regular police officers on night shiPt provided that they patrol 74 hours per month and be on call 12 hours per month. Any extra duty over this time is paid at a rate of 2.00 per hour. PUBLIC WQRKS REPORT: 3ngineer Bannister v+as raquested to meet with Road ommissioner Olmen to vrork out s�oad improvement program to follow sewer installations. CLERK'S RE:PORT: IIpon motion by Stromquist, secoqded by Kennedy, payro c ec s 1-11, General Fund checks 1-32, and special fund checks 1025-1038 as submitted on disbursement report were approved for payment and check #2247 to Brighton Cleaners was voided. Carried. Upon motion by Kepnedy, seconded by Olmep, the following licenses were approved for 1961; Geo. Ke�p - Grocery, Cigarettes, Off Sale Malt I,iquor. Wsgon Wheel Inn - On Sale and Off Sale Malt Liquor, Cigarettes, Cafe, soft drinks. Carried. Clerk submitted 1960 4th quarter liquor reports for McGuires Liquors, Inc., 1Vagon wheel Inn, and Big Ten Supper Club. Inc. Motion by Kennedy, seconded by Crepeau, approved change order No. 1-, Sewer Impr. No. 3. Letter filed with clerk. The �ouncil set a public hearing for a request to rezone Lots 1-8,B1 4, i�ds. Carried. Stromquist read letter o£ Jan. 30, 1961, from Dr. Sekhon. Dr. Sekhon returned village health records from health officers file to the village. Council requested clerk to set a date for meeting with residents to discuss differences of opinion on sewer assessmenta levied in Impr. #1. tdiotion by ?iennedy, seconded by Crepeau, granted permission to Northern States Power Co. to install gas mains as per est. #45914. Carried. A letter from &1r. Richard 2Cosea was referred to attorney Courtney. Wm. Bannister, Sewer �ngineer, discussed the cost of relocation of sewer of property south of yJm. Bachman property in Impr. #3 (as per attached).
