' MINUTES OF REGULAR b�ETING
Council of the Village of Arden Hills
Tuesday, January 3, 1961
•The meeting was called to order at 8;00 p.m. by&Iayor Ashb ch
Lorraine Stromquist & Henry Crepeau were sworn into office �y �ittCourtney.
ROLL CALL: Present; Ashbach, Kennedy, Crepeau, Stromquist
pbsent : None
Vincent Courtney attended the meeting as Village Attorney.
3�aster Tommy Rys�aard and Danny Ashbach attended to observe a Village
Council meeting.
Mayor Ashbach read a letter of resignation as Trustee on the CounciTi
from Richard Jones, resignation to be effective San. 1, 1961: Motion
made by Crepeau, seconded by Kennedy that Council accept the resignat-
ion of D�s. Jones. Carried.
After Council diecussion of the matter motionv�s made bg Kennedy�
, seconded by Crepeau that n4r. Stanley 01meq be sppointed...to complete
the unfullfilled term of Riehard Jones, subjeet to hia acceptar�ca
of the appointmept. Carried.
Motio�m mada by Kennedy, seconded by Crepeau that Sewer Engineer be
authorized to proceed with underground installation of s�wa�r lines
in front of Presbyterian Homas. Carried. Y
A letter from Roy Nadeau of RCMOA re- duplication of services in
• Ramsey County as studied by the Legislative Research Committee was
read to Couucil by 1v;ayor Ashbach.
Trustee Crepeau announced that Jerome Plasielewski resigned from the
police force e£fective January 1, 1961.
Mayor Ashbach announced that all annual appointments o£ Village
offices and committees will be made at the January 30, 1961 meeting.
Motioh by Crepeau, seconded by Ashbach that Ernest ;�Ioney Contract
#3017 be approved. Carried.
Motion by Kennedy, seconded by Crepeau authorized Village Attorney
to start condemnation procedin�s on the Jwanskos and the Eachman
property for Sewer Improvement #3, as per attached resolution.
Carried.
Council referred a proposed contract for dog catching services by
B& E Patrol & Kennel to Public Safety Director Crepeau.
Council directed Clerk to request attendance by En�ineers Carley
and Bannister to a meeting to discuss sur�'ece water drainage in
Ramsey Co. to be held Jan. 16, 1961 at 2:00 p.m. at the Court House.
The meeting was adjourned at 9:00 p.m.

Wf�R.EA5� it is necessary, advisable� and in the public intesest that
the Village of Arden Hills construct� maintain and operate a sanitary
sexer within Section 3�t, Tounship 30� Range 23, and
WHEREAS, in order to aceomplish such purpose it is necessary to acquire

land described in the attached parcels, ar:i
WHERE95� the Uillage Council has been unable to purchase said land
from the ownars at a price deemed by the Council to be favorable� and
WHEREAS� tha Village is advised and believes that the most £easible
location for sueh sanitary sewer is on the land hereto described, and
WHEREAS, by reason o£ the inability to purchase said land� it has
become necessazy to proeure said land by right of eminent doraain�
N� THEREFORE� HE IT RESOI,VFD, that the Village of Arden Hills

proceed to procure title to said land under its right of eminent domain
and that the Village Attorney be instructed and directed to file the
necsssary complaint therefor and to proseeute such action to a succeasful
conclusion or until it is abandoned� dismissed or terminated by the Village
or by the Court; that the Village Attorney� the Mayor and the Clerk do all
things necessary to be done in the cormnencement, prosecution and successful
termination of such act3on.
