Roll Call; Present; Ashbach, Crepeau, Kennedy, dones, Stromquiat Absent: None • The Minutes of puguat 17, 1960 were read �nd approved. The Minutes of August 29, 1960 were read apd Qpproved ss amended. The Minutes of Sept, S, 1960 were resd and approved. • As no one appeared for the budget and taa levg hearing it was post- poned to September 26, 1960, at 8:00 �.i�. at the Village Fiall. Mayor Aahbach asked Council consideration of bida submitted Sept. 8, 1960 for Sewer Improvement 4, Frojects i and 2. Roger Short reported for Bannister Engineering Co. as ger attached letter. Village attorney Courtney reported as per attached letter from Yincent P. Courtney. Motion made by Kennedq, seconded by Jonea tY�at Council reject all elternate bida. After considerable discusaion between Council, bidding contractors apd reaidents of the area motion was made by Rennedy, seconded by Jones that Sarbarosa & Sona, Inc, be awarded the bide for Improvement #4, Yrojects 1 and 2 as per ettached resoiution. Motion carried. Council approved a change order on Sewer Impronement #2 to �un the seweP line in the rear inate$d of the front of homea on Stowa Ave. whieh will allow sewer service to C. G. Rein pl�t in the future. The extra cost involved in this to be added to asaessment to be made to C. G. Rein plat, Mr. and Mrs. Stone and ,dx. and Mrs. Bovey objected to the change in placement of sewer lipe at 8towe Ave. as they built thelr homes with plumbing liaea to front to be set for sewage when it was installed. Both parties withdrew their objections when Council agreed to make a reduced assessment for this when assessment ia made at the two locations. Several residente appeared to object to the pond at the resr of their •homes on Tiller Iane, as a hazard. The propertp on whieh the pond is located is owned by williem Zilliox. Motioi� made by Kennedy, seconded bg Crepeau that Attorney Courtney be suthorized to start condemnation proced3ngs to obtain a atrip of land for making a ditch to drain the pond. Motion psased. IIpon recommendation of Plumbing Inspector Piest motion waa made by Crepeau, seconded by Jones that Allstate Plwnbing Co. be granted a • Plumbing 13cenae. Motion passed. Mayor Aahbach placed on file a village map showing mosquito breeding locationa within the Village. ;dr. I. S. Friedman objected to sewer asaessments on three lota when • Council will ellow buildings on only two of the lots in Sewer Improve- ment #1. Motion made by Kennedy, aeaonded by Jones, that aasesament be changed to assessing one half frontage on Int 11, Block 1, Sectio4 34 and flzll frontsge assessment on Lot 10, Slock 2, Section 34, both in Joaephine Ieke Park Plat. Carried. • Magor Aahbach reported that aeveral requeats have been reaeived recently for a village water ayatem. Council discusaed placing the matter before voters at the �ovember general election, or conductin� an unofficial aurney to determine feeling on the majority of residents on the water isaue. Matter referred to Attorney Courtney to adviae on legal requirementa. Attorney Courtney reported that hearings for Street Improvementa 60-1 and 60-2 cannot be held Sept. 26 as planned because of publication requirementa. �otion by Kennedy, seconded by Stromquiat that asaessment hearinga for Street Improvementa #60-1 and 60-2 be set at October 10, 1960, st 8;00 P.M. at the Village Fiall as per attached resolution. Carried. Motion by Renned , seconded by Crepeau that Clerk call Mr. Arthur Jurgenaen and obtain �502.00 in addition • to the �1,498.00 eheck already su�nitted for road improvement before releasing the �3,000.00 road performance bond now held by Village. Motion bg Stromquiet, seeonded by Jonea that permit be granted Sept. 19, 1960 if no objection ia recaived by that date. Mrs. Stromquist reported a request for letter of recommendation of Carl &zcher, County weed Inapector to be sent to Dept. of Agriculture, Dairg and Food, Stste of �innesota. Council authorized Clerk to send the letter. • p letter from Engineer Soutter of Roseville reporting a sawer rate inorease from City of St. Paul was read and filed. Board of Appeals Minutes of Aug. 17, 1960 were submitted Council by Clerk. Motion made by Stromquiat, secondad by Crepeau to approve Claims 2377 through 2384 for payment. Motion by Kennedy, aeoonded by Stromquist that an Ordinance Regulatipg the Installation, Construction, Extension, and Repair of individual water supply sqstema, requiring permits therefor, proniding for inspection thereof and imposing penaltiea for non- compliance, known as Ordiaance #56, be givan aecond and final reading and adoption. Carried.
