The minutes of the special meetinp; of J'uly 14th, 1960 were read and
apprcved.
The minutes of the special meeting of Ju�y 21, 1960 viez�e read and approved.
EnFineer�s Report
NIr. Don Carloy reported that Ed�ewater has been raised as hi.�h as possible,
and it is now ready for surfacing. Carley estimated that it crculd cost
aQout �125.00 to cut back the tvio corners in A�den riills �3, to eliminate
the blind corners previously described. The Council referred the matter
to Jones wno advised CaTle.y to procede tivith the cut-back.
•i�tr. John Grudnoske, 1440 VJ. County Hoad G, appeared before the council, and
inquired about a permit to build his barn intoaflat'roof type building, to
be used f'or some type of commercial purpose ivhen finished. Attorney� Courtne;
e;cplained that Nir. Grudnoske could request th.e property to be rezoned to
cor,unercial, or request a conditional use permit if he new to what use the
building would be put, or he could apply for a non-conforming use permit.
He v✓as advised to first suomit plans for nis buildin� and a list oS probable
costs, to the attorney, before any Council action can be taken.
IIr. Paker, of Park �on�truction Company, 51 37th Avenue t1.E., Ivtinneapolis,
requested permission to close Hamline Avenue at a point where 2 bridges are i
to be constructed, diverting traiiic from iiamline Avepue to Lexington Ave.
He statod that both ltamsey County and the State have �iven tneir pes�mission
to elose Hamline, subject to the approval ol the 'village of Arden Hills.
Hamline Avenue is to be back in service by November 15, 1960. Jones
moved that ivIr. Eaker�s request be granted subject to the openin� of I,exing-
ton Avenue. Seconded ay Crc;peau. Carr•ied. Letter �tatin� the action
of the Council re; "riamline Closing to be sent_to Park Construction Co. by
• the Blerk.
P:Ire. i.Tildred Carlson, 1897 Glenpaul, requested permis�icn to build an apart-
ment upstairs in ner home to be used by =ner son and his �r+iie. This v✓ould
be a non-cenformir�g use and was rezerred to the I;oard of Appeals for tiieir
report.
•?v�rs. Johnson, 1521 lOth pvenue So., T��Iinneapolis, requested that her son,
3ugo Tohnson, who operates Hugo and ?V[arges on County Road D, be alloived to
construct living quarters behind his business or be allowed to park a
trai_ler on 'the premises for living purpcses. Council advised that a house
could not be constructed to conform to t'ne uuilding code and tnat a trailer
would not be permissible.

be filed, stating that it is in the hands of tne insurance companies.
Qrdiqance ¢{55 was giveq a second reading. :ienned,y moved that the rules
suspended, and that �his be secepted as the second and final reading.
Seconded by Jones. Carried. Cour�ney requested that Kennedy send the
ordin�nce to him along with any cnanges or comments.

• Ivrrs. Arthur• �. Tissol, 3568 Siems Court asked if Rid�ewood Court v�ill nodv
be considered a Villa�e Road, after the completion of the turn-e.round, and
be snAintained by the Village. Council advised that it will be rnaintained
by the Village. The matter tiv�s referffied to Jones to han�le re; repairs.
;Jir. Courtney requested tY;at tne Co�ncil adopt a procedure to follow in ob-
taining easements. The L"ouncil unanimously ae.reed that the syster� outlined
b5� Courtney be followed. Carried..
;"r. Reuoe�n Achterkirk, of Columbia Transit, requested that approximatel,y
3 acres be rezoned to corr¢nercial east of t::ie New Hrighton line� retween
County Road F and Highv<<ay 1U0, to build a shhool bus terrrxiqal. �,"r. iiennedy
stated that he doubted ver�* much that this area would be suitable and severa]
other loca�iops were suggested tnat mi�ht be more acceptable to the Village.

it4r. Jones stated that the telephone company des:ros t� bury about 754 feet
•of telephone cable on Stowe Avenue, the road to be put back ia origiqal
condition. Jones moved the Council grant th.e request, subject to tne appro-
val of the attorney. Csepeau seconded. Carried.
Nielfare Heport
Plir. Kennedy reported a eomplaint of a violation of tne Zening Ordinance at
.3155 Johanna Blvd., where clothasline poles are bein� manufactured and sold.
Tne matter was referred to the attorney to notify the party that they are in
violation of tne ordinapce.

a coLtiplaint that t_ne Sportsmen�s Club are oporaticag a commercial business,
a refrestiment stand, iq a residentisl area. Council stated tnat this permit
had been granted by the Council et a previous meeting.

:�t�rs. Stromquist announced a rneeting at the l7achine Accountin� Department in
the Court �3ouse of all the Clerks fro� the surrounding tiillages re: a card
system to notify property owners of an assessment hearin�;.
?��irs. Stromquist stated that, in accordapce with a lotter from Panister Eng.
The Village of Arden Hills should now bill the Village of Roseville, in tne
•niount of �5,799.67 for payment of tneir share of tne lift station now in
operation in Arden iiills �3.
The quarterly renorts from all 3 liquor establishments were ps�esented to the
Council.
:;I]:�s. Stromquist requested that the Council approve a snort notice in tne
locsl nesyspapers requesting names of residents interested in working on tYie
election boards. The Council gave unanimous consent.
ivtrs. Stromquist requested that all budget requests f'or 1961 be turned in by
August lst. Council decided to meet at 7:00 P.i�. on A+agust Sth to discuss
finances.
Claims #1958 thru #1995 were presented for approval of paqment. Crepesu
rnoved tne claims be paid. Stromquist seconded. Carried.
?�anister En�ineerin� Company heport
�'vir. Short read the bids as receivecl for Server 7mprovement #3, Projacts 1& 2�
as attached. Crepeau moved tne bid be a�varded to tne low bidder, Peter Lam-
etti Construction Co. for Project No. 1. Seconded by Jones. Carried.
Kennedy moved that Project #2 be awarded to Hurleg Const. Co, low bidder.
Seconded by Jones. Carried.
The Council unaniruously authorized the signing of the change order to loti�er
�he sevaer to give flzll basem.ent service to the new fire station.
i�ennedy moved that the Council Action re: corner lots, where a sewer line
runs down both streets, be amended to read that cornar lots be as3essed on
tne short side and 15�0 of the other side, not to exceed 15 feet. The �ssess-
