Hamm's Landscape Plan Carl Bourman, Schweitzer Construction Company. presented landscape pians for the above butlding and requested Council approva) in ad- vance of Planning Commission action, Clerk Admin(strator Lorraine Stromquist read the report submitted by Planner Carl Dale on this subJect. Councllman Henderson moved approval of the landscape plan, subfett to approval of the Planning Commission, with a compte'lio� dete of June I, 1970 snd the submission of a$5,000 performance bond; se- conded by Councflman Crepeau; motion carried uaanimously. Refn Lftiqation Attor�ey Courtney reported that C.�. Rein was denied an appeat for a new triaf In Distr►ct Court and that his attorney states they will now appeal tv the Supreme Court. On recommendation of'Attorney Courtney, the Councii agreed to waive the 5250.00 cost bond otherwise required by C.G. Rein lt the case is further appealed. 4later Improvements 68-2 and 68-3 Attorney Courtney reported that he had called the Chicago HU0 otfiee twice last week and was assure+d by Mr. Henderson that the Grant Agreement for these improvements was executed by FIUD officials on October 20, 1969, a�d that the Village should procaed to award t�e contract; hoaever, the approved contract has not been returned to the Village due to a stenographic poof probiem in Chlcago. Mr. Greiling, Area Representative for HUD, conffrmed ta Mr. Courtney ��—#-- that the Grant Agreement was approved on October 20, and instructed the Viilage to proceed by awardtng the contracts. C� Minutes of the Regular Council Meeting October 27, 1969 Page Two Counciiman Crepeau moved the adoption of a conditional Resolution, as attached, awarding the contract for Water improveme�t 68-2 to Northdale Construction Company, and fihe contract for Water Improve- ment 68-3 to Northern Contracting Company, both projects were ordered In the Resoiution, tonditional upon HUD concurring in the award; seconded by Councilman Olmen; motion carrfed unanimously. Ropresentatives from Northdale Construction Company and Northern Contracting Company were present. • Attorney Courtney wili meet with Mr. Greiling as early as possibie 4his week to obtatn HUD concurrence with our contract award. A Speclai Meeting was scheduled for Thursday, October 30, 19b9, at the Viftage Hall, at 5:30 p.m. If this is not possibie, a meeting was schadu�ed for Friday, October 3I, 19b9 at l2:40 noon. Ordinance No. 95, Proposed Amendment A propossd amendment�to Ordinance No. 95, as recommsnded by the Pianning Commission on Oci•ober 7, 1969, relati�g to committes quorums was referred to the village attorney for drafttng. REPORT OF ENGlNEER DONALD LUNO Site Plan - Vilfaqe Maintenance Garaqe Engineer Lund submitted a pretiminary site plan for a 32 foot x 36 foot building additio� to 1he viliage maintenance building at High- way 96. The proposed addi'rfon would enlarge the present buiiding to accommodate maintenance equipment and aiso to service village o��ned vehicles. Mayor �jorndahl recommended that the interior be as free of partitions as possible to accommodate future recreatio� programs. Council referred the site plan to the Planning Commission. Sanitary Sewer Improvement 12 and 13 - Truss Pipe The Counci� concurred with Engineer Lund's request to adverttse for aitQrnato bids on the proJecfi which wouid al#ow the usa of plastic truss pipe. Enginser Lund will coni-act present users of this pipe before rscommending its use in Arde� Hiiis. REPORT OF TREASURER WORTH G. READ 'vJater P-leter Purchases Treasurer Read recommended that the Village plaCe an order with Badger Meter Company for 500 water meters before the price increase is eff�cfiive, but rrith the provision that delivery bo made to the Village in the next 6 to 8 months with payment to be made ahen de- livered. He #urther rocommendad �+�•e obtain a commitment in writing from Badger Meter Company on the price tor such orders. The Council concurred with the recommendation and referred the matter . t o ht r. Preseni at this meeting will be Fiscai Agent Peter S. Popovich, Clerk Administrator Lorra+ne Stromquist, Treasurer worth 6. Read and Councilman Henderson; the Council was (nvited to atfiend this meettng. Mayor E3jorndahl and Counciiman Crepeau requested that the Capital Improvement schedule under study by the Finance Committee be dis- cussed at the same meeting. The Municipal Buildfngs and Grounds Committee is delayed until,with their program,such report is sub- mitted to the Council. REPORT OF COUNCILP4AN 6lMEN - Pubiic Works Proposed Curb Cut Ordinance A proposed ordinance which would define requirements for resfdentiai dr{veway cuts, efc. is presentty heing studied by the Pubfic Works Committeo. The Council reterrQd the matter to the Planning Commis- sion and ro-referred it to the Pubiic Works Committee fior further study. After submission of thes� reports, the Council referred the matter to Attorney Courtney tor the dratting of the ordinance. On Street Parklnq Ban As recommendad by -rhe P�blic Works Commitfiee on October 8, the Councii requested Ai�torney Courtney to draft an ordinance prohibiting on- street parking for 24 hours after a snow s-torm. BE IT RESOLVED, by the Council of the Village of Arden Hills, Minnesota, that in accordance with the provisions of Minnesota Statutes 1961, Chapter 429� as amended, and following duly pu6lished notice as provided by law, the Council received bids on the proposed construction of Water Improvement Nos, 68-2 and 68-3, said projects being more particularly described in the Resolution ordering the construction thereoP; that said bids have been duly tabulated and considered and reports thereon have been received from the Village engineer and from the Village attorney; that the Council now proposes toaward the bids on said improvements to the following contractors for the amounts set foYth opposite their names, said contractors heing determined by the Council to be the lowest and eligible bidders upon each improvement: Water Improvement 68-2 to Northdale Construction Company, Inc., 5739 West Broadway, Minneapolis, Minnesota, for the amount of $455,720.00; Water Improvement 68-3 to Northern Contracting Company, P. 0, Box 336, Hopkins, Minnesota, in the amount of $455,183.00; that the total of said awards is $910,903.00; that the Council proposes to accept the bids of the aforesaid contractors in said amounts upnn noti£ication that the U,S, Department of Housing and Urban Development • - 1 - � . concursin said proposed awards. BE IT FURTHER RESOLVED, that the attention of the Council has been directed to the fact that the total of the proposed awards is $910,903.00, which amount exceeds the esUmate by HUD of $907�900.00; that the sum oE $3,003.00 by which the bids exceed the estimated • construction cost will be furnished by the Village of Arden Hi11s from general Village funds now available to it, which amount wi11 be furnished in sufficient time to pay the contracts proposed to be awarded, BE IT FURTHER RESOLVED, that upon notification of concurrence in said proposed awards by the U,S, Department of Housing and Urban Development the Mayor and Clerk-Administrator of the Village of Arden Hi11s are hereby authorized and directed to enter into the proposed contracts with Northdale Construction Company, Inc, and Northern Contracting Company in the aforesaid amounts, all pursuant to the plans and specifications therefor previously approved by the Council and filed with the Clerk-Administrator.
