approved as corrected.
The minutes of the spectai Council meettng of October 6, 1969. were
approved as corrected.
BUSINESS FROM THE FLQOR
An unscheduled and inFormal discussion was held wtth a few Councilmen
and some o4 the residents of Mounds Avenue for a iew minutes prior to
the Council meeting regarding many problems such as debris, fencing,
roads, etc. Acting Mayor Crepeau raquested that the written report
prepared by Bulldtng Inspector Clay Kelley De submltted and coples of
this report be made for each Councilman, Planner Cari Dale and
Planning Commission Chairman Larry McGough for their review and
recommenda-tions to Council. He advised the Council that, in.the
meantime, #he Police Department will see that v(olatfons are
corrected.

obtained from Mrs. Williams prior to the construction of the water

After Attorney Couri-ney read the ordinance aloud in its entirety,
it wa5 moved by Counciiman John Noilenhorst that Attorney Courtney's
letfier and a copy of the ordinance dratt be referred to fhe Planntng
Commission and C:ar1 Dale, Midr�esf Planning and Research, Inc., for
review; seconded by Councilman E. Gray Henderson; motio� carried
unanimously.

PEDDLERS OR SOLSC9TORS FROPd ENTERSNG UPON CERTAIN PREMISES WITHIN
THE ViLLAGE OF ARDEN HOLLS, MINNESOTA, AND PROViDiNG PENALTIES
THEREFORE. He explained -hhat the ordinanco has been prevtously

Ramsey County Library
A letter from Ruth E. Palmer, Director, Ramsey County Public
Library, was read by Deputy Clerk Florence Honan, requesting
that Arden Nills waive the building permit fees for Sheehy
Construction Company, general contractor for the Arden Hilis
Branch Library.
It was moved by Councilman E. Gray Henderson that Council deny
the request; seconded by Councilman John Hollenhorst; motion
carried unanimously.

Pursuant to due call and notice thereof, the Village Council

of the Village of Arden Hills met in regular session at the Village
Hall, on Monday the �13 day of october , 1969, at 8:00
o'clock P.M.
The follOwing members were presents _Gr-epeau, �Imen, Hollenilorst and

and the following were absent: Gjorndahl
Councllman olmen introduced the following resolution
and moved its adoption:
RESOLUTIOlV CONSOLIDATING SANITARY SEWER
IIdPROVEMEDiTS NUMBERED 12 and 13, AND
ORDERING ADVERTISEMENT FOR BIDS.
BE IT RESOLVED by the Council of the Village of Arden Hills
�
as follows:
l. The Village has heretofore inatituted proceedings in
connection with the construction of Consolidated Sanitary Sewer
improvements nutobered 12 ancl 13, pursuant to and in accordance with
tha provisions o£ i�iinnesota Statutes, Chapter 429, as amended. The
proceedings for each of said improvements were instituted in the
latter part of 1968 and early part of 1969, and having been effec-
tively instituted at substantially the same dates, it is hereby de-
tezmined that said improvements, although separately instituted, can
be more econaanically completed if consolidated and joined as one
project for the purpose of further pzoceedings. Pursuant to the
authority contained in i�innesota Statutes, Section 435.56, the
future proceedings for these separate improvements are hereby con-
solidated, and, henceforth, all proceedings shall be conducted in
all sespects as if the various separate proceedings had originally
been instituted as one proceedinq.

2. Pursuant to zesolutions passed by the Village Council,
on II-II-68 8 4-28-69 , Banister Enqineering Co., has
prepared plans and specifications for Consolidated Sanitary Sewer
Improvements numbered 12 and 13 and have presented such plans and
• specifications to the Council for approval.
Such �lans and specifications, copies of which are attached
hereto, and made a part hereof, are hereby approved.
The Villaqe Clerk Administrator shall prepare and cause to be
inserted in the New Brighton sulletin, the official paper, and in
the Construction Bulletin, an advertisement for bids upon the making
of auch approved plans and specifications. The advertisement for
construction of Consolidated Sarritary Sewer Improvements numbered 12
and 13 shall be published as required by law, shall apecify the
work to be done, shall call for bids upon the basis of a cash pay-
raent for such work, ahall state that the bids will be opened (and
considered by the Council) (and tabulated by the consulting engineer
and Clerk Administrator) at il o'clock �N1., on Fri. Nov_ 7,_
1969, in the Village Aall, that no bids will be considered unless
sealed and filed with the clerk and accompanied by a cash deposit,
certified check or bid bond payable to the clerk for ten per cent
(108) of the amount of such bid.
The raotion for the adoption of the foreqoing resolution was
duly seconded by Councilman Hollennorst ,�d, upon vote being
• taken thereon, the following voted in favor: nll present

whereupon said resolution was declared duly passed and adopted.
