Purpose of Speciat Meetinq
Mayor Bjorndahl explained that this meeting was to consider bids
for the water improvements and to hold a pubtic hearing regarding
assessments for Wafer Improvement o8-I and Sewer Improvement 9.

(2) projects which were received Friday, October 3, 1969, at 2:00

Projeci 6i3-2 and the Ten (10) bids for Project 68-3. The bids were
discussed by the Ccuncil, b�t the aoiarding was tabled pending the
requlred Certiffcate of the Grant Agroemen# from HUD. Council re-

Bulletin on September 18, 1969, which affidavit was examined,

Councilman Henderson then introduced the
following resolution and moved its adoption:
RESOLUTION A,DOPTING AND
CONE'IRMING ASSESSMENTS FOR
WATER IMPROVEMENT NO. 68-1
BE IT RESOLVED by the Village Council of the village of
• Arden Hills, Minnesota, as follows:
1. The amount proper and necessary to be specially assessed
at this time for �ater Ta�Ypvement No. 68-1
against
every assessable lot, piece or parcel of land affected thereby has
been duly calculated upoa the basis of benefits, withouE regard to
cash valuation, in accordance with the provisions of Minnesota
Statutes, Chapter 429, as amended, and notice has been duly mailed
and published, as required by law, that this Council would meet
to hear, consider and pass upon all objections, if any, and said
proposed assessment has at all times since its £iling been open
for public inspection, and an opportunity has been given to all
interested persons to present their objections, if any, to such
proposed assessments.
2. This Council, having heard and considered all objections
so presented, and being fully advised in the premises, finds that
each of the lots, pieces and parcels of land enumerated in the
proposed assessment was and is specially benefited by the con-
struction of said improvement in not less than the amount of the
assessment set opposite the description of each such lot, piece
and parcel of land, respectively, and such amount so set out is
hereby levied against each of the respective lots, pieces and
parcels of land therein.
3. The proposed assessments are hereby adopted and confirmed
as the proper special assessments for each of said lots, pieces
and parcels of land respectively, and the assessment against each
parcel, together with interest at the rate of 7% per annum
accruing on the full amount thereof from time to time unpaid,
shall be a lien concurreat with general taxes upon such parcel
and all thereof. The total amount of each such assessment shall
be payable in equal annual principal installments extending over
a period of twenty years, the first of said installments,
together with interest on the entire assessment from the date
hereof to December 31, 1970, to be payable with general taxes for
the year 1969, collectible in 1970, and one of each of the re-
• maining installments, together with one year's interest on that

and all other unpaid installments, to be payable with general
taxes for each consecutive year thereafter until the entire
assessment is paid.
4. Prior to certification of the asaessment to the County
Auditor, the owner of any lot, piece or parcel of land assessed
hereby may at any time pay the whole of such assessment, with
interest to the date of payment, to the Village Treasurer, but
no interest shall be charged if such payment is cnade within 30
days after the date of this resolution; an8 he may thereafter,
prior to November 15 of any year, prepay to the treasurar of
the municipality having levied said asaessments, the whole
assessment remaining due with intereat accrued to December 31
of the year in which said prepayment is, made.
5. The Village Clerk Administxator shall, as soon as may be,
prepare and transmit to the County Auditor a certified duplicate
of the assessment roll. with each inatallment and interest an
each unpaid assessment set forth separately, to be extended upon
the proper tax lists of the County, and the County Auditor shall
thereafter collect s�id assessments in the manner provided by law.
The motion for the adoption of the foregoing resolution was

being taken thereon, tbe following voted in favor thereof: All

already has sewer on his psoperty he also objeeted to the
txunk line assesar�nt.

assessed for sewer and water and didn't understand why he should
'he assessed agai.n. When it was explained that he had only been
partially assessed he asked why A�cden i�illa had determined the
total aesessment should be $10 a front foot and if all other
villaqea asse8aed $10 a front foot.
Georqe Reiling, 2171 N. Victoria Avenues Sir�ce the portion

Councilman Crepeau then introduced the
following resolution and moved its adoption:

BE IT RESOLVED by the Village Council of the village of
• Arden Hills, Minnesota, as follows:

Each manufacturer shall cover completely a11 special assembly sheet items
as per assembly sheet furnished.
Delivery - Delivery is to be within thirty days after execution of
purchase contract. The car is to be delivered in first
class operating condition with acceptance subject to
inspection and approval by the Arden Hills Police
Department. Complete payment will not be authorized until
so inspected and approved.
These specifications approved by the Village Council of Arden Hills this
