Valentine Lake View Plat No. 2
James Johnson, plat developer, appeared before the Couneil to re-
quest the Village to em �h��e���snow this wlnter #rom the cul-de-
sac at the end of C��,�`�","'"hich amounts to about 200 feet.
Ile informed the Council that the cu4-de-sac is pPepared for blackto
and he has received b(ds, but would like to delay blacktopping unt I
after the sewer is installed next year. Engineer lund also recommend-
ed this procedure.
Matter referred to Mr. C?eecher to inspect the grading of this and the
other cui-de-sacs in this plat that are not yet dedicated to the
Vil�age to check if they are sutficiently graded to eliminate damage
to 4fllage equfpment when plowtng.
P�layor I�jorndahi answered an inquiry from Stan Berglund, 4133 James
Circie, by stating that if James and Gale Circles were satistactorily
graded, they atso will be maintained by the Village.

Ordinance Draft, Screaninq of f,9echanical EquiPment
Atfiorney Courtney informed the Council that this draft will be ready
for Councii consideration at the Regular Councii Meeting of October
13, t969.
Squad Car Specfficattons
Attorney Couri-ney stated that the specifications for a 197D squad
car wilt be ready for the Spacial Councfl Meeting, scheduled �
October 6, 1969.
HUD Grant Agreement and other pocuments
Rttorney Courtney informed the Councii that the HUD Grant Agreement

Dfscussion was held regarding the financfal status of the improvements
in the New Brighton area being considered for trade. A breakdown
of the assessments was given to Attorney Courtney hy Councilman
Ilol lenhorst. •
Mafiter referred to Engin�er Lu�d and Attorney Courtn�y; Enflineer Lund
to inspect the improvements and submit his findings to Attorney
Courtney for his consideration. Counciiman Henderson will contact
I�ew Brighton and request the meeting scheduled for Octoher I, 1969
be postponed.
Proposed Ordinance, licensinq`Servtce Stations
Councilman F�enderson requested that the Second Reading of ihis pro-
posed ordinance be dalayed pending further study. Matter referred
to Attorney Courtney to finalize draft for a eombin�d Second and
Final Reading at the Octoher 13 Regular Council Me�ting.
REPORT OF ENGINEER LUND
Tax Forfeited land
Village received a letter, deted September 3, (964 from Ramsey County,
which gave the legal descrip?lo�s for 5 parcels of tax de{inquent
land in Arden Hills. Engineer Lund submitted a village map showing
the tocatio�s of thess properties for Councfl consideratlon. htaterfal
was given to Cierk Administrator Lorraine Stromqutst.
The Council requested she obtain furthar intormation regarding the
County's procedure relative to the sale of the property, and that
the matter be referred to the Parks and Recreation Committee.
Villaqe Aeriat Maps
Engineer Lund submitted an estimate from Mark Nurd Aerial Surveys,
Inc., regarding photographic mosaic maps of the V(Ilage and also
topography maps of speciai areas. Matter referred to Engineer Lund
to obtatn firm pricss for a photo-mosaic map of the Village (same
size as the one raew C3righton has), as roquested by the Planning
Commission, and a topographic map of the 20 acres consisting of
Floral Park and the proposed munictpal butlding site,as requested
hy the Parks and Recreation and Civic Centar Committeas.
(ngerson Road Lift Station Repair, Partiat Payment
Engineer Lund submitted a estimate from Darso Constructton Compmny
for partlal payment on their contract for the repair of this lift
station. Engineer Lund recommended that the Vtilage pay the estlmate
as the contractor has comp{eted the work as much as possible pending
the deiivery of the impeilors (contract specified payment at com-
pietion of jo6).
Cou�cilman Olmen moved approval of a partial payment of E2,975.00
to [3arso Construction Company, Osseo, Minnesata; seconded by Counci6-
man Crepeau; motion carried unantmously.

After some discussion, the Counci! decided to deiay'the hiring of s
firm tor a preliminary study of a rnunicipal center, pending a report
from thQ Finance Committee regarding the long �herm financial report
of the Village. Councilman Henderso� intormed the Council that this
report i5 being prepared.

PAaintenance Storaqe Matter
The present public wo�ks bui{ding is inadequate; it is too small to
accommodate some of the equiprnc�nt. Estimates have beon received for
a E3utler fiype building and also tor an addition to the present build-
ing. Councilman liollenhorst moved, soconded by Councilman Olmen,
that [3anister Engineering Company be authorized to prepare plans
and specifications for an addition to t'he present publfc works build-
ing; motiort carried unanimousfy.

Mr. Deecher informed the Council thai- Mr, Zeurcher, Zeurcher V�ell
Driliing Company, inspected the well at the Viftage Hail and believes
it is capable ef supplying waior to the public works buiiding.
Councilman Olmen moved, seconded by Counciiman Crepeau, to proceed
wlth the project of lnstal�tnc water in ths pubiic works buiid{ng,
using the present Village Hali weil; motion carried unanimously.
hlaintenance Equtpnent Status
AIl maintenance equipment is ready for this winfer; dsiivery date for
the new truck is December !, 1964.
Proposed Sewer Ordinance Amondcient
� Councilman Olmen submi-hfied a copy of a recommended amsndment to the
sewer ordinance to require certain industrial concerns to instali
meters to measure waste going =nto the system. Matter referred to
Attorney Courtney to draf+ a similar ordinanca for Counc{I consid-
eration.

Acknowledqmenfi Letter to Conqressman Karth
The Counci! agreed �+ith Mayor Bjorndahl's sugge=_tion that he wrtte
a thank-you leiter to Congressman Karth for his assistance to the
Viilage in obtaining the HUD Grant.

requested to so notify -Yhe chairmen or these committees to appoinfi
the representation.
Council concurred with Councilman Hoitenhorst's recommendation that
when the focaiions tor the lights are deiermined, the residants be
notified by the Clerk Adminis-`rator if a light standard is #o be
placsd on their propert�y line.
• 7ax Exem�t StaYus Chanqes
Clerk Administrator Lorraine Si�romquist intormed the Councii that
2 previousfy i�ax exempt estabtfshments in the Village are being studled
to determine i-heir fax status. llntil a favorable decision is made
by the State Sales Tax and Use Division, the state sales tax wili
have to be collecfied from these estab�ishments for water usage,
effective July i, 1969.

Counc(iman Hollenhorst moved, seconded by Councilman Crepeau, the
adoption of a Resoluticn, as aftached, certifying delinquent utllity
accounts to the Ramsey County Audifior tor collection as special
assessments; mo-tion carried unanimousiy.

adoption of the attached Resolution relating to apportionment ot
assessments relating to Sanitary Sewer No. 2 and Street Improvement
No. 5; mo-iion carried unanimously.
Twin City Indus�triat Park Reports
Clerk Administrator Lorraine Stromquist submitted a comprehensive
report, dated August 20, i969, from Vtllage Pianner Carf Dale, re-
garding the conditions of the premises of the Twin City Industrial
Park; thls repor-Y also inciuded suggested stre2t 4ighting.
hAr, and Pdrs. Roger Klinkhammer, 1001 Isiand Lake Avenue, Shoreview,
appeared before rhe Co�nci! tc complain about fihe premises and stated
that the condition ts lowering ihe value ot surrounding property.
They also subm(tted a written repor#, which listed specific pro-
biems.
Cierk Administrator also informed ti�e Counci� that there is consider-
able contusion in the street numbers used in the industrial Park,
because many owners choose thoir street numbers instead ot using the
numbers assigned from �Phis office. Matter reterred to Cierk Admin-
istrator to contact violators.

Arden Hills Population Estimate_.
Cierk Adminis-trator Lorraine 5-Fromquist informed the Gouncil that
the Village offlce es�timate of population of Arden Hills is 5,869�
excludir.g the area to be traded to New erighton. The Metropolitan
Council's ostimate, dai'ed April I, 1969, was 5,102. Her study in-
dicated that Arden Hilis v�ould realize a loss of about 30 people in
the proposed boundary chznge oF;tween Arden Hills and New Brighton.

A letter, dai-ed September I0, 1969, from Badger Meter Company ln-
formed the Viliage that fihe cosz of water meters will be increased
• 7- 10$, effecttve September 15, 1969; however, the price increase
will not affect Arden Hills until January 1, 1970. Matter referred
to Treasuror Wor�hn G. Read to deiermine v�hether we should buy ad-
ditional meters beforc the pri-�e change.

RESOLUTION AUTHORIZING EXECUTION OF GRAN'P AGREEMENT
WHEREAS, the Village of Arden Hills, orgainzed and existing under and by
virtue of the laws of the State of Minnesota (herein called the"Applicant'j� has
heretofore submitted an application to the United States of America� acting by
and through the Secretary of Housing and Urban Development (herein called the
"Government"), for a grant under Section 702 of the Housing and Urban Develop-
ment Act of 1965, for the purposes designated in the said application; and
Wf�REAS, the Government has approved the said application subject to cer-
tain conditions and has submitted to the Applicant a certain GranC Agreement
dated as of September 26, 1969 (herein called the "Grant Agreement")� for
approval and execution by the Applicant, which said Grant AgreemenY is satis-
facCory,
NDW,THEREFORE� BE IT RESOLVED BY THE Village Council of the Applicant that
the said Grant Agreement, a copy of which is attached hereto� be and the same is
hereby approved, The Mayor is hereby authorized and directed to execute the
said Grant Agreement in the name and on behalf of the Applicant, in as many counter-
parts as may be necessary, and the Deputy Clerk-Administrator j�s hereby authorized
and directed to affix or impress the official seal of the Applicant thereon and to
aCtest the same, The proper officeris directed to forward the said executed
counterparts of the said Grant Agreement to the Government, Cogether with such
other documents evidencing the approval and authorization to execute the same
as may be required by the Government,

Hills, Minnesota, as follows:
W.iEREAS, the asaeasment roll for Street Improvement No. 5, as
last finally amended and adopted on October 26, 1962, was filed and
certified to the County Auditor of .Zamsey County on November 30,
1962, for the purpose of including installments thereof to be col-
lected along with real estate taxes commencinq in 1963; and
WrIEetEP,S, a hearing on supplemental assessments, reassesaments
and apportionment of previous assessments,irs respect to Street
Improvement No. 5, was held on August 6, 1963, at which time assess-
ments for Street Improvement No. 5 were amended as provided by eaid
resolution of said date and certified and filed in the OfEice of
the County Auditor of Ramaey County on September 27, 1963; and
WrIEitEAs, since that date a number of parcels oE property con-
• tained within said assesament roll as amended, have been divided
and conveyed by previous property owners; and
WHEREAS, the County Auditor of Ramsey County requires that
