BUSINESS FROM THE FLOOR Proposed Water Improvement 68-3 Petttion far t9ater Ronald Herrick, who is building a home at 1166 Cariton Drive, presenied a petition for water from res(dents of Tilter Lane, Carlton prive and Ingerson Road. The resuits of a survey, which was taken by several women of the area, were aEso read by h4r. Nerrick and submitted to t6e Cterk Administrator to be ptaced on file with the petit{on. After some discu5sion, Counciiman Nenderson introduced by Title and moved the Firs�h Reading be given to RN ORDtNANCE LICENSING AUTOMOBILE SERVICE STATlOMS, ES7ABLISH#NG LlCENSE FEES TNEREFOR, AND ESTABLiSHING PENALTIES FOR VIOLATiON; and, as recommended by A#torney Courtney, the matter be referred to tha Finance Committee for- further study; seconded by Counciiman Olmen; motfon carr�ied unanimously. The Councii requested Clerk Admin- istrator to request written statements from the Theodore Hamm Brawing Company and Tri-State Land Company stating �hat they wili accept 100$ assassment. � Counciiman Hotienhorst moved the accepfiance of the Feasibility Report and directed Banister Engineering Company to proceed wi�h the necessary steps for a hearing with Ramsey County regardang County Ditch No: !2; seconded by Councilman Crepeau; motion carried unanimously. Seal Coat€nq eids Engineer Lund distributed the tabulation of bids for seat coatfng vil- lage roads in the Plater improvement 68-I area. Councflman Oimen moved, seconded by Councilman Hollenhorst, that the pians and specifications tor the seat coafiing of the v(ilage roads in Ylater tmprovement 68-I area be accepted; moi-ion carried unanimousiy, Engineer Lund recommended that the bid be awarded 'io the lowest of the 6 bidders. Counci{man Oimen moved, seconded by Councilman Crepeau, tha� the bid be awarded to Allied Bfacktop Company, 3601 48th Avenue North, Minneapolis, Minnesota for 54,243.75; mofiion carried unanimously. Lift Station No. S Bids, l�garson Road Engineer Lund distribufied the fabuiation of the 3 bids received for revisions to Iitt station No. 8. Eng(n�er Lund explained that the low bid from Ctement Schmi�z was disquafified as it was not sfgned, There was a ditterence o# $99.00 between the two lowest bids. Councfiman Holienhorst moved, seconded by Councilman Olmen, fihe ac- captance of the second Oowest bid to Barso Construcfifon Company� Route 3, P.O. Sox 3&5, Osseo, M{nnesota for $4,539.00 for the revisions to tift station No. 8; motlon carried unanimousEy. Sewer improvements 12 and 13, Pro�ress Report Engineer lund informed �he Counci! that the pfans and specifications for this improvement are 75� compiefie and the construcfiion of fhe liffi station at Round Lake wii! take abouT 6 months to compfete; therefore, it is not possible to have the sys#em operating this year, but th� sewer lines coutd be constructed now, Lexinqton Avenue Im�rovemant Matter C(erk Admfnlstrator lorraine Stromqulst informed the Counci! that fihe Vtllage of Shoreviow has requested a moating with Arden Hilis and possibly Rosevilie for the discussion of the widening of Lexington Avenue to possibly 4 lanes. � The Councii suggested that Cterk AdminEstrator �orraine Stromquis#, Enginoer Lund and a represen7ative from the Cuuncii rep�esent Arden Hiils at this meeting. Mayor BJorndahi requested Clerk Adminis?rator to ask Shoreview -'ro schedule the meeting and suggested that represent- atives frqm the Ramsey County and PMinnesota State Highway Departments be present. REPORT OF COUNCILMAN NOLLENHORST - Plannfng and Zoning • Case No. 69-16, Volkmann Variance Request Councilman Hoilenhorst moved approval, as recommended by the Planning Commission and the E3oard of Appeals, of a request trom Richard E. Volkmann, 1102 Carlton 6rive, to construct ah attached garage with a 2 foot side yard variance; motion carried unanimously. REPORT OF COUNCILMAN CREPEAU - Publfc Safety Mayor BJorndaht read a letter of commendation, dated July 23, i969, from Sheriff Hedman regarding the efticiency of Arden Hiils' Officer Gordon Fickett. whtch resulted in helping to save the life of a 2} year old girl at Snail Lake. REPORT OF COUNCiLMAN HEND[RSON - Finance and Clvic Center Arden Hills - New Brtqhfion Boundary Matter Councilman Henderson informed the Council that a meeting between Arden Hills and New Brighton is scheduled for Monday, August 4, 1969. The Council felt Highway i-35V1 would be a natural boundary line and would be Ideal for police and fire protection. REPORT OF CbUNCILMAN OLI�qEN - Publ(c 4Jorks Water Hydrant Accessibility Matter Maintenance Supervisor Everett eeecher requested the Council to con- stder requests from residents to place fences and/or bushes around water hydrants, which abut property lines. Discussion followed regarding the safety factor involved, as the hydrants must be readily acces- sible. The Council requested Mr. Beecher to contact other municipalities for their mathods of solving th(s probiem. REPORT OF MAYOR BJORNDAHL - Parks and Recreation and Numan Rights Floral Park PlannEnq Mayor Bjorndaht reported that at the joint meeting of the Parks and Recreation and the Civic Center Committees, it was decided to seek the advice of a planner for a concept plan for fihe entire 20 acre Floral Park sfte considering both park area and civ(c center location. Pians for the Ingerson Park will also be drawn. • Mayor's Announcement Not to Ffle for Office Mayor BJorndahl announced that he wili not file for reelection for mayor for personal reasons. REPORT Of CLERK ADMINISTRATOR IORRAINE STROMQUIST Proposed Buiidinq Code Fee Revisions Cierk Administrator distributed comparison charts to the Council which showed the heating, plumbing, electrica�, septic tank and drain field feas present�y charged by Ard.en Nilis and by other municipalities. Eugene Pakoy, Arden Hilfs Heating Inspector, was present. The fo2lowing members were present: Mayor Bjorndahl, and Councilmen Hollenhorst, Crepeau, Olmen, and Henderson az►d the following were absent: None � The Clerk Administrator presented an affidavit showinq publica- tion of notice of hearing on proposed Sanitary Sewer Improvement No. 14 in accordance with the resolution adopted June 30, 1969, which affidavit was examined and found to be satisfactory and was dizected to be filed by the Clerk. The Clerk Administrator also exhibited a Certificate of Mailing Notice of Fleazing to all.a£- Eected property owners, which certificate was exam.i.ned and found to be satiafactory and was directed to be filed by the Clerk. The Mayor then directed the Clerk to read the description of the general nature and estimated coet of the proposed improveraent and the area proposed to be assessed therefor, as stated in the • published notice of hearing. After reading of the notice, all persons present were afforded opportunity to he heard, and the names and addresses of the persons appearinq and heard by the Council, and the substance of the views presented by them were as follaas: � � , `- • Mr. Ralph Perry, 3670 New Srighton �oad: Asked if he would get service to both of his parcels of property. From the Audience: Suqgested that it would be better to run the aewer lines in back of the property on New Briqhton Road. Mrs. Alex Chvestuik, 299 Atwater, St. Paul (Owns property on Z'hom Drive just off of Clevelan8): �uestion re assessments. Mr. Thomas Campbell, 3707 New Brighton Roade Aaked when a map would be available to shaa exactly whexe the sewer lines are to go.
