the execution of the application for tax abatement of property purchased
from Donovan Constructlon Company and others for the villago booster stat-
ion; motfon carried unanimously. Clerk Adminlstrator requested to return
the executed applicatton, in duplicate, to Attorney Courtney.
Case Ido. 66-t2 - Richter Variance Request
After some discussion regarding the time Iimftations on vartances and spec-
iai use permits as required in Ordinance No. 113, but not mado retroactive,
CAuncilman Hollenhorst moved, seconded by Councilman Crepeau to rea prove
the varianco request of Eugene Richter (Case No. 66-12); th(s varlan�ce
was approved in 1966, but the work not started; approval subject to re-

Coptes of the Feasfbtlity Report for sanitary sewer for the Thom Drive and
New C3righion Road areas as prepar�d and submitted by Enlgneer Lund were
distributed to the�Council. Peti-Fions from both areas have been recelved
and are on file at the Village office.
Councilman Hollenhorst moved, seconded 'vy Councilman Crepeau, that the pubiic
hearing for Sanitary Sewer Improvement No. 14 be scheduled for July 28,
1969, at 8:00 p.m, at the Vlilage Hall• motion carr ed unanimously.

Sanitary Sewer improvemants No. 12 and 13
Followtng council dlscuss(on of the matter of proposed Sewer Improvement
fJo. 12 and No. f3 Counciiman Hollenhorst moved, 5econdeG by Councilman
Crepeau approval of the attached resolution ordering construction of San-
itary Sewor Improvement No. 12 under and pursuant to Minno5ota Statutes,
Chapter 429. IAotion carried unanimously.
Councfiman Hotlenhorst moved. seconded by Councilman Crepeau,approval of
the attached resolution orderfng construction of Sanitary Sewer Improvement
No. 13, Sections A,B,C and D as designated on the engineers plan� under
and pursuant to Minnesota Statute; Chapter 429. Motton carried unanimously.
�dayor f3jorndahl stated, and the council agreed, that the �ouncil is taktng
under advisement the possibilfty of spreading the total assessment of
SI0.00 per front foot for abutting sewer a�d E535.00 per acre for non-abutt-
ing sewer in view of the fact that construction ot additionat capacity may
not be needed in the future. The council has previousiy adopted a policy
that the total essessment for sanitary sewer improvements wi11 not ezceed
810.00 per front foot.
� Request for Extension of Gray Fox Road
A tetter petftion was recetved from the Tri-State Land Company and the
Theodo�e Hamm Drewing Company requesting that 6ray Fox Road be extended
to the Highway 5I service drfve as shown on the Hamm Brewl�g Company stte
plan.
Councilman Hollenhorsfi moved, seconded by Counctiman Crepeau, to authorize
Banlster Engfneering Company to prepare the feaslbility report and plans
and specifications for the requested 6ray Fox Road axtension; motton
carried unanimously.
Co�ncil requested C�erk Administrator to send a copy of the letter petition
to Attorney Courtney, who will determine whether a public hearing is neces-
• sary since the petitioners are the only property owners invoived.

Ragular Council Meeting of the Village Council
Metro Sewer Leqislation
�En lneer Lund reported that the Metropolitan Sewer 8fll passed by the 1969
Le�islature�wiil be interested in multi-municlpaiity Interceptors which
could be used to form a metro sewer system. He does not believe Arden Hills
w(ll be atfected by this law.
Sanitary Sewer Improvement Request - Euqe�e Gazeika
Engineer Lu�d reported that another r�quest has been received from Mr.
Gazelka for sewer for his property on Snelling Avenue. A raport is being
� prepared as previously authorized by the Council.
Hlghways 10 and 35W Hiqhwav Siqns
Engineer Lund reported that the preliminary site plans for the highway signs
at the interchange ot these highways as presented by the M(nnesota High-
way Department appear to be proper and in o�der. No Councii actlon neces-
sary.
Ramsey County 1969 Road Construction Plans
Engineer Lund reported he had reviewed the plans and schedule from the
Ramsey County Engineer'S Offtce regardfng construction work in Arden Hiils
in 1969; these are listed in his report, dated June 30, 1969, and on file
at the vi��age office.
Northern States Power Company - Rate Revision
Letter, dated June 24, 1969, from tha Northern Statas Power Company stated
that residents requesting undergrounj electrical service and maintenance
will be charged an additional $2.00 monthly.
Krannak PropertY Ma�ker
Engineer Lund has contacted Carley Engineering Company to obtain a copy of
the survey of the Krannak property to assist In re-establfshing the north-
east corner of Mr. Krannak's property on Fernwood Street, north of County
Road F.
Lift Statlon Equipment Bid
As recommended by Engfneer Lund, Councilman Flollenhorst moved, seconded
by Councilman Crepeau, that eanister Engineering Company be authorized to
advertise for bids for the purchase and f�stallation of 2 Impellors fior
the Ingerson lift�station; and authorized the schedulfng of the bid open-
Ing for July 25, 1969 at II:00 a.m. at the Village Mall; and authorized
Clerk Admfnistrator to open the bids at that time; motian carrled unanimous-
ly.

REPORT OF COUNCILMAN CREPEAU - Publfc Safety
Rapresentation at Conventions
• Arden Hills was represented at the Minnesota State Fire Chiets and Firemen's
Convention by Councilman Crepeau and also the Minnesota Police and Peace
Ofticers' Convention by Officer Gordon Fickett.

Councliman Crepeau moved, seconded by �cilman Henderson, that the fol-
lowing salary adJustments become efiective July 1, 1969: Chiet of Police
Victor Weber - an increase of 525.00 monthiy; Lieutenant J. Patrick
Sexton - an fncrease of $25.00 monthly; Patrolmen - an hourly increase
of 30¢; motion carried unanimously.
REPORT OF COUNCIIMAN HENDERSON - Finance and Civic Center
Proposed Ordlnance - Licenstnq of Service Station Pumps
As recommended by the Finance Committee, Counci�man Henderson moved to in-
troduce by Title and give the First Reading to an Ordinante Regulating the
.Fee for Service Stations Based on the Number of Pump Installations; motion
carried unanfmously.

Council discussed the advantages uf usfng the racentiy purchased Gale
property adjacent to Flora! Park for the combined facllities of a Cfvic
Center and recreation area - 20 acres would then be fnvoived.
' Councilman Henderson moved, seconded by Councfiman Crepeau, that the re-
centiy purchased Gale property be used for a Civic Center, that the area
be combined with Floral Park and considered as one site for both Civic
Center and Village park and that the proposed use as Civic Center be refer-
red to the Plannfng Commission. hlotion carried unanimousiy.
REPORT OF COUNCIIMAN OLMEN - Public Works

Arden Htlls Library - Water Service
Mrs. Palmer, member of the Ramsey County Library Doard, was present to
discuss the status of water service to the Arden Hilis t3ranch Library, which
is to open the first week in September. The Councii urged her to axpedite
her intention to write HUD, Senator Mondale and Representative Karth re-
garding the municipal water system,
Proposed Amendment to Ordinance No. 103
As recommended by Clerk Admtnistrator Stromquist and Supervisor 6eecher,
Councilman Holienhorst moved to authorize Attorney Courtney to draft an or-
dinance amendtng Ordinance No. 103 to provide that water me-her deposits
be issued to the property instead of to the property owner to eliminate
the present procedure of the Viilage being responsible for deposit trans-
actions; seconded by Councilman Crepeau; motion carried unanimously.
Villaqe Gas Pump Proposal
Malntenance Supervisor Beecher recommended the viilage consider heving (ts
own gas pump for convenience and efficiancy. Fie expiained an oil company
wlll provide the pump and a I,000 yallon tank with the Public Works Depart-
ment excavating for the tank and c'oing the electrica! wiring.
Clerk Administrator requested to obtain legat opinlon from Attorney Courtney
regarding the matter.

Newspaper Storaqe Matter
Clerk Administrator submitted a wrttten report which she read regarding the
piacement and maintenance responsibilities of the St. Paul and tAinneapolis
newspapers storage boxes.
Councilman Crepeau recomme�ded the Poiice Department inspect the areas and
that letters be written to the offending newspaper when conditions are not
sati sfac'tory.
Empioyment Status - Harold Holton
As recommended by MaEntenanca Supervisor Beecher, Councilman Crapeau moved,
seconded by Counciiman Nolfenhorst, that Harold Nolton be considered a full-
time regufar employee, effective July !3, 1969; motfon carried unanimous�y,
Proposed Buiidinq Code Revisions
Clerk Administrator read bufiding code changes as recommended by Yiliage
inspectors which are as follows:

schedule.

Councff requested Clerk Administrator to draft a comparison chart from in-
formation to be obtained from adjacen# viilages regarding the above recom-
mendatioms and to also include in the char# the apportionmen# of the fees
(the ratio between the inspector and the Viliage).

Counctiman Crepeau introduced the attached resolution and moved its adopt-
ion regarding the apportionment of assessments reiating to Sanitary Sewer
Improvement No, 4; seconded by Councilman Hoilenhorst; motion carried
unanimously.

Council discussed the matter of a financfal adfustment tor certain properties
� adjacenfi to the Rosevllie water main, whfch are subject to being taxed by
both munlcipalities.
Matter reterred to the Finance Committee to figure ah equitable formula,

Counc(Iman Crepeau recommended thet tne non-conforming sign, located on
Htghway 96, north of Hlghway 10 and owned by Naegele Sign Company, be re-
moved within 30 days; the sign was ordered to be removed in i967, at which
time a two year extension had expired.
Councll wili further consider the matter and similar situatfons.
��mp�ainTs - 7win City Trailer Park and Mounds Avenue
Jack Wtes, 1948 Mounds Avenue, and Albert Kleidon, 1956 Mounds Avenue, ap-
peared and submitted picfiures regarding the grading of Mounds Avenue and
the weeds, trash, papers, etcetera on the Mounds Avenue side of the Twin
City Trailer Park.
Matter and pictures referred to fihe Planning Commission; representatives
from Mounds Avenue were invited to attend the meeting at whfch this will
be discussed.
Councilman Crepeau recommended that the Council and the Planning Commtssion
tour the trailer park.
Arden HIIis - New Briahton Boundary Studv Meetinq
Clerk Adminfstrator requested to comply with the request of Mr. Schaefer,
New Brighton Village Manager, to schedule a joint meeting with a month's
notice. Councliman Hollenhorst and Henderson were in agreement of a meeting
either August 4 or 6.

and force main to give immediate service to the northwest corner

SAiVITARY SEWER IMPROVER�iVT NO. 12 UNDER AND
PURSUANT TO MINPJESOTA STATUTES, CHAPTER 429
BE IT RESOLVED by the Council of the Village of Arden Hills,
Minnesota, that in accordance with the provisi.ons of Minnesota
Statutes 1951, Chapter 429, as amended, the Council held a public
hearinq pursuant to published notice, on the proposed construction
of Sanitary Sewer Improvement kvo. 12, coneisting of the con-
struction of lateral aewers and appurtenaaces and lift station
and force main to give i.m¢nediate service to the narthwest corner
of the village, together with a maln sewage pumping station and
force main to serve as an outlet for tihe entire Ttorth area of
the village in Che area genexally north of Iaterstate Highway 694,

notice of hearing at a cost presently estimated to be approximately

file in the office of the Clerk Administrator; and having con-
sidered the views of all interested peraons and being fully
advised in the premises, the Council doea hereby determine and
order that said improvement shall be constructed and financed,
and special assesaments shali be levied therefor, purauant to
. said Chapter 429, and that the area proposed to be assessed
therefor shall include the property as described in the notice
of hearing; and that Banister Engineering Co. is hereby directed
to prepare and submit to the Council final plans and apecifications
for the construction of said improvemeat.
The motion for the adoption of the foregoinq resolution
was duly seconded by Council�zn Crepeau , and upon.roll
call vote being taken thereon, the following voted in favor
thereof: g�orndahl, Crepeau, Hollenhorst, and Henderson
and the following voted aqainst: None

PURSUANT TO P4INlVESOTA STATUTES, CHAPTER 429
BE IT RESOLVED by the Council of the Villaqe of Arden Hilis,
Minnesota, that in accordance with the provisions of Minnesota
Statutes 1961, Chapter 429, as amended, the Council held a public
hearing pursuant to published notice, on the proposed construction
of Sanitary Sewer Improvement iva. 13, lying generally in the area
bounded by Highway 96 on the north; interstate Highway 694 and

County Road "F" on the south; Fiighway 51 right-of-way on the
eaat; and old Highway 10 northerly to its intersection with new
Highway 10, and new Highway 10 from its intersection with old
Highway 10 to Highway 96 on the weat, consiating of the con-
atruction of sanitary sewers and appurtenances including lift
station and force main, as described in the notice of hearing at
a cost presently estimated to be approximately $425,195, and
substantially in accordance with the preliminary engineer's
report as to the feasibility thereof which is now on file in the
office of the Clerk Administrator; and having considered the
. views of all interested peraons and baing fully advised in the
premises, the Council does hereby determine and order that said
improvement shall be constsucted and financed, and special
assessmer.ts shall be levied therefor, pursuant to said Chapter
429, and that the area proposed to be assessed therefor shall
include the property as described in the notice of hearing; and
that Banister Englneering Co, is hereby directed tio prepare and
submit to the Council final plans and specifications for the
construction of eaid improvement.

as follows:
1. By resolution adopted May 12, 1969, the Council has
directed Banister Enginsering Company to prepare a preliminary
report as to the feasibiLity of a proposed improvement lyinq
generally in the area between Cleveland Avenue and a line 500
feet east of the centerline of New Brighton Road, and between
County Road B-2 at►d the Soo Line Railroad, consist ing of the
construction of sanitary sewers, a litt station and force main,
and all necessary appurtenances to provide sanitary sewer servioe
to the properties along Thom Drive and New Brighton Road north
of the Soo Line Railroad tracka, together with necessary street
restoration where existing atreet surfaces are damaged. Banister
Ea�gineering was also directed to include in the report the
estimated cost of the proposed improvemenC and as to whether such
improvement should best be made as proposed or in connection with

some other improvenen�. The preliminary report and cost
esCimate have been submitted by the engineers and considered by
the Council and are hereby approved and directed to be placed
on file in the office of the Clerk Administrator. The
improvement proposed to be made in the general manner set forth
in the report is designated as Sanitary Sewer Improvement No. 14.
2. Z'he Council ahall meet at the Village Hall, 1450 West
• Highway 96, in said village, on July 28. 1969, at 8:00 o'clock
P.M., for the purpose of holding a public hearing on the
proposed improvement uader and pursuant to the provisions of
Minnesota Statutes, Chapter 429, as amended, and the Clerk
Administrator is hereby authorized and directed to cause notice
of the time, place and purpose of that meeting to be published
twice in the official newspaper, New Brighton Bulletin, whlch
publications sha11 be a week apart, and the second publication
shall be not less than three days before the date of the hearing.
