Pursuant to due cal! and notice thereof, t6e Regutar Meet(ng of the
Village Councii of Arden Hiits was called to order by Mayor k3jorndahl
at the Village Halt, 1450 W. Highway 96, on Monday. June 9, 1969, at
8:03 p.m.

Skeily Oi! Company - Case No. 69-15
Mr. Quist, Skelly Oil Company, requested approval of a change to the
plans for the proposed service station 1-o be Iocated at Red Fox Road
and Lexington Avenue. Said change consists of the relocation of a cui-
vert. Council had no objection to thp change and requested Clerk Admin-
istrator to so i�form Ramsey County Engineer Oeane Anklan.

Proposed Sswer Rate Ordinance Amendment - First Readinq
Councilman Henderson introduced by Title and moved the First Reading
be given to an ordinance amending Ordinance No. 114, relating fio the
munfcipai sanitary sewer system by exceptinc� certain properties from
the water meter requiremant; seconded E�y Councilma� Olmen; motion carried
unanimousiy.
Gale.PropertV - Purchase Contract
Attorney Sailand informed tho council by letter that the purcha5a contract
for the vil�age purchase ot about 9 acres of land from Amos Gale wiil
be closed on June i0, (969. This property is locafied south of Hamline
Avenue and north of the village owned Floraf Park.
ti��atermain Easement No. 683-15
Courtcilman Henderson moved, seconded by Councilman Olmen,,;concurrence
with Attorney Sa{land's recommendation in his letter of May 7, 1969,
� to pay $250.00 to Ffoyd Swensort for Watermain Easement No. 683-}5;
motion carried unanimeusly.
REPORT OF VILLAGE ENGINEER DONAID LUND
Joint Sewer Connection Jurek - McNamee
Councifman flenderson moved, seconded by Councllman Olmen, concurrence
with the recommendation of thQ viilage engineer i-o grant fhe wrifiten
request of James rdcNamee, (475 Skites Lane, to construct a joint sewer
connection from the property south of Kostohryz lot to the Jurek sewer
line, subject to pari-ies inVolved abiding by recommendationsof village
engineer. Mofiion carried unanimously.

Councilman Henderson meved, seconded by Cauncilman Olmen, concurrence
�with the recommandation of the vtllage engineer that the final estimate

Arden Nills Library
Engineer Lund reported that the portable water system at the iibrery
site is now ready for connection and the water tank can now be filled
by the Arden Nf1ts Maintenance Depariment when neaded by the {ibrary.

Courtcilman Henderson moved, seconded by Councfiman Olmen, concurrence
wii-h the Pianning Cammissian and the E3oard of Appeals recommendations
to approve a 6 foot sideyard variance request trom Orlen Pederson, 1896
Glenpaul Road, for the construction of a dauble garage; motian carrisd
unanimously.
Case No. 69-t3 - Wiltiam Herrick Varianca
Counciiman Henderson moved, seconded by Councilman Oimen, concurrence
with the recommendattons of the PlannTng Commfsslon and the Board of
Appeais to approve the request of Wiiliam Herrfck for a 3# foot sideyard
variance for his proposed house at 1884 Noble Road; motion carried
una�imousiy.
New Bri�hton - Arden Hills Boundary Study
Councii concurred w(th the Planning Commissfon's recommendation to ap-
poinfi Rod Schumacher to this study committee as representative of the
Rrden Hilis Pianning Commission.
Village Street Lfqhtinq
Following some discussion regarding the various interpretations of 'Fhe
councii Intent of ?his project, the councii decided to gtve the mat?er
further study.
Newspaper Storaqe Boxes
Council requested Cierk Administrator to contact the newspaper affiCes
regarding the piacement and maintensnce of their siorage boxes.
Planntnq Commission Procedure Chanqe
Council concurred with tfie Pianning Commission's recommenda�-ion to change
the procedure for Pianning Commission appiications to require that they
be su6mitted to the administrative office at least t0 working days before
the Pianning Commission meetfng.
Villaqe Aeriai Ma�s
Planntng Commisslon recommended having current aeria! maps of the village
be made and is now obtaining estimatas for this service.

Following a discussion, Councilman Olmen moved, seconded by Councilman
Henderson, that the New Driqhton Bulletin continue to be the village
legal newspaper from July 1, 1969 to December 31, 1969; motlon carried
una�imously.
Numan Riqhts Commission
Councilman Henderson mo�ed, seconded by Councfiman Olmen, to appoint
Ulysses Hoiley, 4235 N. Hamiine Avenue, a member of the Human Rights
� Commission, to replace Oavid Irwtn� who has moved from the village;
motion carried unanimously.
Pr�osed Amendment to OrdTnance No. 105 - First Readinq
Councilman Nenderson introduced by Titie and moved the first Reading
be gfven to anamendment to Ordinance No. 105 for the purpose of in-
creasTng the number of inembers to 6 adults and 2 members under the age
of 21� and to change the tenure of the appointments; seconded by Council-
man Olmen; motion carried unanimously.
Consfderation was given to possible addttional members to the commissfon.
Parks and Recreation
Playground equipmant consisting of a Sandbox, doubie swings, merry-go-
round and sltde wiil be instafled this week at the County Road E play-
ground.
Mr. Jacobson trom the St. Paul park system will attend the next parks
and recreation meettng.

WHBREAS, the assessment roll for Sanitary Sewer Improvement
No. 1 as last finally amended and adopted on September 9, 1960,
was filed and certified to the County Auditor of Ramsey County
on october 26, 1960, for the purpose of including installments
thereof to be coliected along with real estate taxes commettcing
in 1961; and

and apportionment of previous assessments in respect to Sanitary

Pursuant to due call and notice thereof, a reqular meeting of
the Village Council of the Villaqe of Arden Hills, Minnesota, was
held in the Village Hall in said Village on Monday the 9th day of
• June, 1969, at 8:00 o'clock p.m.
The followi,ng raembers were presenteMayor Bjorndahl and Councilmen
Olmen and Ii9nderaon
and the followinq were absent: Councilmen Crepeau and Hollenhorst
The Clerk Administrator presented an affidavit showing pubLica-
tion of notica of hearing on proposed Sanitary Sewer Improvement
No. 13 in accordance with the resolution adopted May 12, 1969,
which afEidavit was examined and found to be satisfactory and was
directed to be filed by the Clerk. The Clerk Administrator also
exhibited a Certificate of Niailinq Notice of Heazing to all af-
fected property owners, which certificate was examined and found
to be satisfactory and was directed to be filed by the Clerk,
The Mayor then directed the Clerk to read the deacription of
the general nature and estimated cost of the proposed improvement
and the area proposed to be assessed therefor, as stated in the
published notice of hearing. After reading of the notice, all
persons present were afforded opportunity to be heard, and the names
and addresses of the persons appearinq and heard by the Council, and
the substance of the views presented by themaw��e as follows:

lonq it would be before construction is c�npleted, if the improve-
ment is ardered.
Mr. Robert Anderson, 1357 Floral Drivea Asked if half of the
assessmcsnt could be paid immediately and the balance spread over
the balance of the assessmeat years.
Mr. John P-YCClung, 4326 Dtorth Snellinge Asked if there would
be no assessment until the entire improvement is completed, even
• 3f the work would be done in projects.

Sanitary Sewer Improvements 12 and 13 would have to be coaapleted
before individual home owners could connect.
t�lrs. Edward L. Thill, 1474 Floral Drivee Floral Drive is a
dead end street but the engineer's map indicated the sewer line
extending about 300 feet beyond the dead end. Asked if the sewer
line would pass the end of the dead end street.
i�1rs. Bruce Todd, 4136 idorma Circle: Liues on a corner lot and
asked how they would be assessad.

favor of the improvement.

before)c Represents Jim Johnson who has the James Circle, Valentine
Hills View. In favor of the improvement. It will increase the
value oE the property.
ivlrs. Edward L. Thill, 1474 Floral Drive (Spoke before): Asked
if the water and sewer would be instailed at about the same time.
A few years from now they would be better able to afford the cost
of the assessment.
Mrs. Bruce Todd, 4136 iQorma Circle (Spoke before): HBve lived
in their home one year. Checked with the Village Hall before
building to determine when sewer would be constructed and were
informed it would not be for at least five years.

Mr. John P9cClung, 4326 �urth Snelling (Spoke before)e Asked
how many persons had signed the petitions requesting the improve-
ment. Also asked if all the improvement would have to be
constructed or if just a portion of the area could be sewered.
If only Floral Drive would be sewered, how would property osiners
not d3rectly nbutting the sewer lines be affected in terms of
assessments. Further asked if the Council would be receptive
to considering just the Floral Drive improvement if petitions
opposing the construction came in fr�n the rest of the area.

water come in at the same time.
Mlr. John McClung, 4326 ivorth Snelling (Spoke before): If
you have unplatted land, would it cost more to tap into the line
at a later date when the land is platted than it would to run the
stub to the property at the time the sewer line is being constructed,.
Mr. K. R. McClung� 43�0 North Snelling: Asked about the
petitioners who were opposed to the improvement and the general area
in which they live. Asked if it wasn't true that there were just
a few people giving the Council presaure to construct the improve-
ment.
Mr. Wayne Langheim, 1361 Floral Drive: Said that he had not
received notice of the hearing and knew of three or four people
who were in favor of �he improvement who had not received notice.
Mr. K. R. �cClung, 4370 North Snelling (Spoke 'before)s Asked
if there would be any duplication of sewer service along the
boundary line with the Village of Shoreview. If so, he suggested
that some arrangement might be made with the Village of Shoreview
in order to cut down the expense.

if a sewe�r could'be lnstalled on a Northern States Power Company
easement.
