The mtnutes of the Regular Council Meeting of f�arch 10, 1969 were ap-
proved as amended; the minutes of the Jotnt Caunctl - Planning Com-
mission Meeting of March 4, 1969 were approved as submitted.
Temporary Water Supp� - Ronald Herrick
Applicant Ronald Herrfck was present.
Councilman Hollenhorst moved, seconded by Councilman Crepeaut �hhat
approvat be given to ailow Mr. Herrick to use a pressurized �ate'h tank
f�stead of instalifng a wel) untii municipal water is avaiFable at
his house under construction at 1166 Carlton Drtve; motlon carrfed

sponsor the project and authorized a check for 550.00 bd drawn for the
vill.age's share; seconded by Counciiman l�ollenfiors`t; motion carried

permit to international Paper Company, as per plans submitted to the
Planning Commissfon at fhe Apri! I, 1969 roeeting, and granting tha
variance request to allor+ i'he constructio� of the cyclone for their
scrap fiandling system, subJect to the Plann(ng Consuttant's approval
of the iandscaping site plans, the Village Engipeer's approval of the
dratnage pians, tAe submission of a performance bond for the landscap-
fng (to be completed within six months af#ar occupancy); seConded by
Councliman Crepeau; mofiion carrlad unanimousiy.

Committoe Apoointments - Minors
Mayor BJorndahi requested Atforney Courtney's opi�ion regardtng.the
appointment of minors to village committees, specifically the Human
Rights Commission. The Commission fett this would broaden the base of
the Commisslon. Attorney Courtney informed the Council that the ar-
dfnance does not prohibit the appointment of m7nors, but he does not
recommend sl�arting a precQdent; howe�er, he could see the benefit of
having minors on this particular commission.
• Matter referr�d to the Human Rights Commission to determine whethe:r
they desire mtnors to be members ot the commissiort or members of a
sub-committee; if they are to be members of the commission, it would
be necessary to amend the ordinance to fncrease the number ofi mem6ers.
Roseville - Arden Hilis Sewer Contract
Councilman Crepeau moned approvat of the Arden Hilis-Roseville Sewer
Contract, subJect to verification by Attorney Gourtney and Clerk
Admintstrator Lorraine Stromquist that the recommended amendments are
included; secon6ed by Counci�man Hoilenhorst; motion carried unart�mousiy.
Several coptes of the contract were submitted to the Clerk Administrator.

Letter, dated Aprfl 7, 1969, from Engineer Lurrd, detatied the state
higfiway department's proposai to acquire.property west of New Brighton
Road and south of County Road E2 for drainage purposes. The highway
department requested waiving of the asse.ssments tevied on these tracts
whfch would resutt in a zero assessment on the portions they are con-
sidering tor acquisition. Engineer Lund informed the Councif that when
the assessments on these tracfis were figured, the swamp areas were
deducted and the assessment placed on the baEance of the tract; there-
fore, the requested reapportionment is feasibte. The Council agreed
with Engineer Lund.
Counctl authorized Englneer Lund to so intorm the State Highway De-
partment.
Sewer Charges - Other than Resfdenfital
Clerk Admfnistrator lorraine Stroinquist informed the Councii that there
are 24 sewered establishments that are not connected to municipal water
at th(s time. Ordinance No. 114, the sewer rate ordinance, bases the
sewar charge partly on water consumption; water meters will be r2quired
o� these weiis as ot May I, 1969. Discussion foliowed regarding a
method of charging for sewer until a water reading is available. As.
recommended by Englneer Lund and Ati'orney Courtney, the Council re-
quested Engineer k.und to estimate a quarterly water usage for eaeh
of the concerns; this charge will be adJusted atter water reading for
a three month per(od is aveilable.
Clerk Administrator requested to send letters to the 24 concerns in-
torming them of the ordinance requiring meters to tie insfiatled on their
• wells by May i, 1969.
REPORT OF ENGINEER �ONALD LUND
Red Fox Road UtilitTes and Road lmprovement
Engineer Lund again recommended thafi the entire improvement of Red Fox
Road be !et to one contractor. Ramsey Counfy plans to let bids this
summer for the road improvement, but wfli requlre the viilage to sub-
mit th,e cost of the proJect to them before the tetting, if the vitiage
desires to havo the utiiitles improvement included. Engfneer Lund
requested to obtafn a firm cost figure from the county. Councilman
Hollenhorst moved, seconded by Counciiman Crepeau, that methods of
ftnancing and assessing for ihese improvements be referred to fihe,
Flnance Committee and Treasurer Read; motion carried unanimously.

Case No. 69-6, Buildinq Permit PJorthern States Power Company
As �ecammended by the Planning Commission, Counci!'man Hollenhor'St moved
the approval of the issuance of a building permft to Northern States
Power Company to construct a 20' x 20' additlon to thoir present power
stat7on located on Old W�ghway 10, north of i-fi94, subject to the ap-
proval of landscape plans ay the Pianntng Commission and the requirod
performance bond for the completion of the landscaping; seconded by
Councilman Olmen; motton carried unanimously.

Appolntment of Police Officer - John Picha
Councilman Crepeau moved that John Picha, 1445 Van Buren AveRue, St.
Paul, Minnesota, be appointed as a part time potiFe officer effective
as of March 27, 1969, at $3.55 per hour; seconded by Councitman Olmen;
motlon carried unanimously.
Clean Up Campaiqn
Councilman Crepeau tnformed the Council that the Police Department
wilt be the Clean Up Committee this year; Lfeutensnt Sexton wili be
the chalrman. fle requested that complalnts received at the Yillage
Nall be ref0rred to this committee. The Arden Hills Jaycees votunteered
to aId the Police �epartment in the profoct.

PAr. [3eecher reported that it is �ess expenslve to buy decals. of the
Vlliage emblem at $5.75 each to place on Vitlage oquipment than to fiave
the maintenance department paint them on ustng ste�eils. Horaver, the
colors of the emblem wtl! have to be reversed so they will be eftective
on the green equipment.

tAr. F3eecher informed the Counctl that the cost of replaetng the valve
at this ITft Station Ras bsen estimated at $2.500. Councii auth4tized
Mr. Beecher to have this work donm when feasibte, Councl! agread with
tAr. [3aecher's suggestion to consider tnstailing a Iarger pump at this
station to accommodate future development. PAatter referred to Engineer
Lund to estimate the maximum fiow when al! proper'Fies to be sQrved
by th(s station are developed.
Streot Sweepinc�
�Ar. I3eechor stated that arrangements have boen made for street sweeping
and this will be done as soon as the streets are dry.
Change of Emplovment Status - Aibert Hintz
Gouncilman Ofinen moved the employment status of Atbert Htniz, maintenartce
dapartment employee, be changed from probationary to regular fuif ttme

Mayor stated that a replacement will be considered; the Jayeees would

. Parks and Recreation
Clayor 8jorndahl stated that fihe committee recommends implementing some
of the plaas for the parks this year. A nursery of eve�greens wili
be planted ar�ain at the Cha�les Perry Park and carod fo� wiTh the as-
sistance of the Arden Nills Jayc�es.
The matter of building up the becm at Yalentine Park was referred to

Report from Ed Salverda, Eiectrical Inspecto�, stated that tha wiriag
in this house is taulty and hazardous. As recommended by Mr. Salverda,
the Counctl directed the Cierk Administrator to notifiy the ownel- of
thts condition to initiate corrective action immedlatiy 6y empioying
a bonded efectrician.to do the work.

Councffman Crepeau moved the adoption ot a Rcesolution, as atta�hed,
retating to the apportfonment of assessments relafiing to Sanitary Sewer

Councilman O{lnen moved the approval of employing Nancy E3eutel as �ec-
rotary to the Clerk Administrator, effect(ve tfarch 24, 1969, at an
hourly rate of $2.16; seconded by Councilman Crepeau; motion carried
unanimously.

Councilman Crepeau moved the houriy r3te paid to Pamela Calender, office

Yillaqe PAailinq - Informational Letter
Clerk Admtnistrator Lorraine Stromquist submitted a dratfi of a letter
for mailing to Yillage residents regarding ufiilities 6llling, Vitlage
taxes and street iightin�g. Included in the drafi` were suggestfons
from the Finance Committea. Copies ot the draft were distributed to
the Council and Treasurer t+lorth Read. Clerk requested any sug.gestfons
from them be submitted by Thursday, April 10.

BE IT RESOLVED by the Village Council of the Village of
Arden Hills, Niinnesota, as follows:
WHEREAS, the assessment roll for Consolidated Water
Improvements Numbered 67-1 and 67-2 as last finally alopted on
September 24, 1968, was filed and certified to the County Auditor
of Ramsey County on November 7, 1968, for the purpose of
including installments thereof to be collected along with real
estate taxes commencing in 1969; and
WHEREAS, since that date a number of parcels of property
contained within said assessment roll have been divided and

B�: IT RESOLVID by the Village Council of the Village of Arden
Sills, Nlinnesota, as follows:
W:3EREAS, the assessment roll for Sanitary Sewer Improvement
No. 1 as last finally amended and adopted on September 9, 1960,
was filed and certified to the County Auditor of Ramsey County
on october 26, 1960, for the purpose of including installments
thereof to be collected alung with real estate taxes commencing
in 1961; and
Wi3�RFAS, a hearing on supplemental assessments, reassessments
� and apportionment of previous assessments in respect to Sanitary
Sewer Improvement No. 1 was held on August 3, 1961, at which time
assessments for Sanitary Sewer Improvement No. 1 were amended as
provided by said resolution of said date and certified and filed

in the office of the County Auditor of �tamsey County on
September 8, 1961; and

contained within said assessment roll as amended have been
divided and conveyed by previous property ownersF and
