Ufnutes of Regular Meeting April 7, i969 Page Two Committoe Apoointments - Minors Mayor BJorndahi requested Atforney Courtney's opi�ion regardtng.the appointment of minors to village committees, specifically the Human Rights Commission. The Commission fett this would broaden the base of the Commisslon. Attorney Courtney informed the Council that the ar- dfnance does not prohibit the appointment of m7nors, but he does not recommend sl�arting a precQdent; howe�er, he could see the benefit of having minors on this particular commission. • Matter referr�d to the Human Rights Commission to determine whethe:r they desire mtnors to be members ot the commissiort or members of a sub-committee; if they are to be members of the commission, it would be necessary to amend the ordinance to fncrease the number ofi mem6ers. Roseville - Arden Hilis Sewer Contract Councilman Crepeau moned approvat of the Arden Hilis-Roseville Sewer Contract, subJect to verification by Attorney Gourtney and Clerk Admintstrator Lorraine Stromquist that the recommended amendments are included; secon6ed by Counci�man Hoilenhorst; motion carried unart�mousiy. Several coptes of the contract were submitted to the Clerk Administrator. ��a�naytl riaTTBr - J7BT.B niqnway veparTmenr �ana rtcqut5��7�on Letter, dated Aprfl 7, 1969, from Engineer Lurrd, detatied the state higfiway department's proposai to acquire.property west of New Brighton Road and south of County Road E2 for drainage purposes. The highway department requested waiving of the asse.ssments tevied on these tracts whfch would resutt in a zero assessment on the portions they are con- sidering tor acquisition. Engineer Lund informed the Councif that when the assessments on these tracfis were figured, the swamp areas were deducted and the assessment placed on the baEance of the tract; there- fore, the requested reapportionment is feasibte. The Council agreed with Engineer Lund. Counctl authorized Englneer Lund to so intorm the State Highway De- partment. Sewer Charges - Other than Resfdenfital Clerk Admfnistrator lorraine Stroinquist informed the Councii that there are 24 sewered establishments that are not connected to municipal water at th(s time. Ordinance No. 114, the sewer rate ordinance, bases the sewar charge partly on water consumption; water meters will be r2quired o� these weiis as ot May I, 1969. Discussion foliowed regarding a method of charging for sewer until a water reading is available. As. recommended by Englneer Lund and Ati'orney Courtney, the Council re- quested Engineer k.und to estimate a quarterly water usage for eaeh of the concerns; this charge will be adJusted atter water reading for a three month per(od is aveilable. Clerk Administrator requested to send letters to the 24 concerns in- torming them of the ordinance requiring meters to tie insfiatled on their • wells by May i, 1969. REPORT OF ENGINEER �ONALD LUND Red Fox Road UtilitTes and Road lmprovement Engineer Lund again recommended thafi the entire improvement of Red Fox Road be !et to one contractor. Ramsey Counfy plans to let bids this summer for the road improvement, but wfli requlre the viilage to sub- mit th,e cost of the proJect to them before the tetting, if the vitiage desires to havo the utiiitles improvement included. Engfneer Lund requested to obtafn a firm cost figure from the county. Case No. 69-6, Buildinq Permit PJorthern States Power Company As �ecammended by the Planning Commission, Counci!'man Hollenhor'St moved the approval of the issuance of a building permft to Northern States Power Company to construct a 20' x 20' additlon to thoir present power stat7on located on Old W�ghway 10, north of i-fi94, subject to the ap- proval of landscape plans ay the Pianntng Commission and the requirod performance bond for the completion of the landscaping; seconded by Councilman Olmen; motton carried unanimously. REPORT OF COUNCiIldAN CREPEAU - Public Safety Appolntment of Police Officer - John Picha Councilman Crepeau moved that John Picha, 1445 Van Buren AveRue, St. Paul, Minnesota, be appointed as a part time potiFe officer effective as of March 27, 1969, at $3.55 per hour; seconded by Councitman Olmen; motlon carried unanimously. Clean Up Campaiqn Councilman Crepeau tnformed the Council that the Police Department wilt be the Clean Up Committee this year; Lfeutensnt Sexton wili be the chalrman. fle requested that complalnts received at the Yillage Nall be ref0rred to this committee. The Arden Hills Jaycees votunteered to aId the Police �epartment in the profoct. Parks and Recreation Clayor 8jorndahl stated that fihe committee recommends implementing some of the plaas for the parks this year. A nursery of eve�greens wili be planted ar�ain at the Cha�les Perry Park and carod fo� wiTh the as- sistance of the Arden Nills Jayc�es. Yillaqe PAailinq - Informational Letter Clerk Admtnistrator Lorraine Stromquist submitted a dratfi of a letter for mailing to Yillage residents regarding ufiilities 6llling, Vitlage taxes and street iightin�g. Included in the drafi` were suggestfons from the Finance Committea. Copies ot the draft were distributed to the Council and Treasurer t+lorth Read. Clerk requested any sug.gestfons from them be submitted by Thursday, April 10.
